Silicon Valley Leaders Forum: Changing Silicon Valley
On Thursday, September 24, 2009, the Stanford Program on Regions of Innovation and Entrepreneurship (SPRIE) at the Shorenstein Asia-Pacific Research Center will be convening a Silicon Valley Leaders Forum.
This public forum will bring together area researchers and thought leaders to discuss the turbulent changes the Valley is experiencing and address the question of whether the fundamental drivers that have enabled the region to be an innovative and entrepreneurial world leader will continue to be in play in coming years.
This event will serve as the kickoff for SPRIE's latest research project on Silicon Valley's next phase of transformation, a further and updated exploration of the ideas in The Silicon Valley Edge.
The first part of the day will feature a lineup of Silicon Valley luminaries, and the afternoon will close with a panel focused on changes in the venture capital industry.

Keynote speakers:

John L. Hennessy joined Stanford's faculty in 1977 as an assistant professor of electrical engineering. He rose through the academic ranks to full professorship in 1986 and was the inaugural Willard R. and Inez Kerr Bell Professor of Electrical Engineering and Computer Science from 1987 to 2004.
From 1983 to 1993, Dr. Hennessy was director of the Computer Systems Laboratory, a research and teaching center operated by the Departments of Electrical Engineering and Computer Science that fosters research in computer systems design. He served as chair of computer science from 1994 to 1996 and, in 1996, was named dean of the School of Engineering. As dean, he launched a five-year plan that laid the groundwork for new activities in bioengineering and biomedical engineering. In 1999, he was named provost, the university's chief academic and financial officer. As provost, he continued his efforts to foster interdisciplinary activities in the biosciences and bioengineering and oversaw improvements in faculty and staff compensation. In October 2000, he was inaugurated as Stanford University's 10th president. In 2005, he became the inaugural holder of the Bing Presidential Professorship.

James C. Morgan is chairman emeritus of Applied Materials. He previously served as chairman of the board from 1987 to 2009 and as chief executive officer from 1977 to 2003. Prior to joining Applied Materials as president in 1976, he was a senior partner with WestVen Management, a private venture capital partnership affiliated with the Bank of America Corporation. Prior to WestVen, he was with Textron, a leading diversified manufacturing company.
With one of the longest tenures of any FORTUNE 500 CEO, Mr. Morgan has an extensive history in business and philanthropy. Mr. Morgan is a recipient of the 1996 National Medal of Technology for his industry leadership and for his vision in building Applied Materials into the world's leading semiconductor equipment company, a major exporter and a global technology pioneer which helps enable the Information Age. Awarded by the President of the United States, the Medal of Technology recognizes technological innovators who have made lasting contributions to America's competitiveness and standard of living. Among his many honors, Mr. Morgan is a recent recipient of the prestigious Semiconductor Industry Association Robert N. Noyce Award, the highest honor bestowed by the SIA, for outstanding achievement and leadership in support of the U.S. semiconductor industry, and the Spirit of Silicon Valley Lifetime Achievement Award from the Silicon Valley Leadership Group, for his ethics, community engagement and business success.

John Seely Brown is the Independent Co-Chairman of the Deloitte Center for Edge Innovation. In addition, he is a Visiting Scholar and Advisor to the Provost at USC.
Prior to that he was the Chief Scientist of Xerox Corporation and the director of its Palo Alto Research Center (PARC)--a position he held for nearly two decades. While head of PARC, Brown expanded the role of corporate research to include such topics as organizational learning, knowledge management, complex adaptive systems, and nano/mems technologies. He was a cofounder of the Institute for Research on Learning (IRL). His personal research interests include the management of radical innovation, digital youth culture, digital media, and new forms of communication and learning.
John, or as he is often called--JSB-- is a member of the National Academy of Education and a Fellow of the American Association for Artificial Intelligence and of AAAS and a Trustee of the MacArthur Foundation. He serves on numerous public boards (Amazon, Corning, and Varian Medical Systems) and private boards of directors. He has published over 100 papers in scientific journals and was awarded the Harvard Business Review's 1991 McKinsey Award for his article, "Research that Reinvents the Corporation" and again in 2002 for his article "Your Next IT Strategy."
In 2004 he was inducted in the Industry Hall of Fame.
With Paul Duguid he co-authored the acclaimed book The Social Life of Information (HBS Press, 2000) that has been translated into 9 languages with a second addition in April 2002, and with John Hagel he co-authored the book The Only Sustainable Edge which is about new forms of collaborative innovation. It also provides a novel framework for understanding what is really happening in off-shoring in India and China and how each are inventing powerful news ways to innovate, learn and accelerate capability building.
JSB received a BA from Brown University in 1962 in mathematics and physics and a PhD from University of Michigan in 1970 in computer and communication sciences. In May of 2000 Brown University awarded him an honorary Doctor of Science Degree. It was followed by an Honorary Doctor of Science in Economics conferred by the London Business School in July 2001. And in May of 2004 he received an Honorary Doctor of Humane Letters from Claremont Graduate School. In 2005, he received an honorary doctorate from University of Michigan and delivered their commencement speech.

Doug Henton has more than 30 years of experience in innovation and economic development at the national, regional, state, and local levels. Doug is nationally recognized for his work in bringing industry, government, education, research, and community leaders together around specific collaborative projects to improve regional competitiveness.
Doug is a consultant to the California Economic Strategy Panel, California's state economic strategy process linked to innovation, industry clusters, and regions. He has worked extensively in California to help develop regional economic and innovation strategies for Silicon Valley, Sonoma, Sacramento, Santa Barbara, San Diego, the Central Valley, and others. He was primary consultant to the Fresno's Regional Jobs Initiative, which used the clusters of opportunity methodology to identifying promising areas for development. Doug has also consulted with the California Partnership for the San Joaquin Valley, advising on economic development strategies. He has worked with the Great Valley Center on identifying promising areas for economic development, including renewable energy. In addition, Doug has worked with Next 10 on the continued development of the California Green Innovation Index.
He has also been consultant to several other state and regional agencies and organizations, including the Massachusetts Technology Collaborative, Chicago Metropolis 2020, the Potomac Conference, and Arizona Partnership for a New Economy. He has assisted Oregon with its current strategy for economic development, and has advised governors in New York, Ohio, Washington, and others on their economic and workforce policies.
Doug holds a Bachelor's degree in Political Science and Economics from Yale University and a Master of Public Policy degree from the University of California, Berkeley.

Neal Bhadkamkar is a co-founder of Monitor Venture Partners, L.P. (MVP), an early stage venture capital fund affiliated with The Monitor Group. MVP invests in seed and first round companies that are commercializing technologies in markets where Monitor Group's knowledge and client base can be used to reduce market risk. He is currently on the boards of Nanostellar, a catalyst company based on nano-scale materials design, and Verdezyne, a "green chemistry" company based on synthetic biology. He is also a board observer at Matisse Networks, which designs, manufactures and sells metro-area Ethernet switches based on Ring Optical Burst Switching.
Prior to establishing MVP, Neal was VP of Engineering and Manufacturing at Zowie Intertainment, an Interval Research spin-off that made "smart-toys". At Zowie he oversaw the design and manufacture of custom ASICs, firmware, game software, plastic parts and the final product using a supply chain that spanned five countries. Before Zowie, Neal was at Paul Allen's Interval Research Corporation, initially as a member of the research staff and later as the head of Interval's commercialization activity, in which role he managed the transition of research projects into commercial ventures. Earlier in his career Neal was a management consultant with the Boston Consulting Group and with the Monitor Group, and was a Research Associate at the Harvard Business School.
Neal has a PhD. in Electrical Engineering from Stanford University, an MBA from Harvard Business School, and a Bachelor of Technology degree from the Indian Institute of Technology, Delhi. Neal lives in Palo Alto, California with his wife and three children.

Bob Patterson is a Silicon Valley venture capitalist with Peninsula Ventures. He is now pursuing on a full time basis a career begun in the 70's while practicing international corporate law with Squire, Sanders & Dempsey. Educated in Physics and Nuclear Engineering at UCLA and the U.S. Navy, before attending Stanford Law School and the Stanford GSB Executive Program, his legal and business career has focused on technology based entrepreneurship and the study of the science of capital formation for entrepreneurial based businesses, both domestically and internationally.

Marianne Wu is a Partner at MDV where she focuses on Cleantech investments. These typically involve significant technology or business model breakthroughs applied to large, evolving markets such as solar, biofuels and chemicals, clean coal, energy efficiency, smart grid, and water treatment and management. She leverages over 15 years of technology development and business experience to help entrepreneurs build meaningful, successful businesses. At MDV, she is on the Board of Laurus Energy and works closely with Zeachem and Catilin.
Marianne has been named one of Top 10 Women in Cleantech and one of Silicon Valley's Women of Influence. She is on the Advisory Committees of the Cleantech Open, Western Governors' Association, SdForum and Astia. She is a member of the Hua Yuan Science and Technology Association (HYSTA) VC Group and Environmental Entrepreneurs.
Prior to joining MDV, Marianne was VP Marketing at ONI Systems where she was responsible for product strategy and market development. Earlier in her career, Marianne was a consultant at McKinsey and Company where she advised major technology clients on strategic and operational issues. Marianne has conducted state-of-the-art research in materials, devices, and systems at Stanford University and started her career as a design engineer at Nortel Networks where she developed high-speed networking technologies.
Marianne earned both her doctoral and master's degrees from the School of Engineering at Stanford University and her bachelor's in Applied Science at the University of British Columbia.

Development of Groundwater Markets in China: A Glimpse into Progress to Date
The overall goal of the paper is to better understand the development of groundwater markets in northern China. Field survey shows that groundwater markets in northern China have emerged and are developing rapidly. Developing in a number of ways that make them appear somewhat similar to markets that are found in South Asia, groundwater markets in northern China also differ by the impersonality and case bases. The privatization of tubewells is one of the most important driving factors encouraging the development of groundwater markets. Increasing water and land scarcity are also major determinants that induce the development of groundwater markets.
Health Improvement under Mao and Its Implications for Contemporary Aging in China
This study aimed to better understand the dramatic health improvements in Maoist China and the age-related health disparities that it may have generated. The investigators validated official Chinese health statistics to establish the magnitude of China’s mortality decline between 1950 and 1980; and identified the proximate determinants correlated with China’s mortality decline, using data on regional variation in such factors as primary healthcare infrastructure, drinking water quality, sanitation, nutrition, and childhood vaccination rates.
Film and War Memories in Asia: Yamato (film screening)
This is the second phase of a three year research effort to compare the formation of the divided memories in Japan, China, South Korea, Taiwan and the United States. We will conduct a comparative study of popular cinema dealing with historical subjects focusing roughly on the period from 1931-1951.

Atsushi Goto, "What is the Optimum Strategy for Broadcasting Companies?"
Goto’s research will describe the potential risks for broadcasters and then categorize top-tier broadcasters into several groups based on their strategies. Additionally, he will explain the optimum strategy for broadcasters, hypothetically, and the argument that he has made with experts in this area. Finally, Goto will conclude with the outlook of the broadcasting market.
Natsuki Kamiya, "Bilingual Education for Children of Immigrants"
The 1989 revision of Japan’s Immigration Law facilitated an influx of Brazilians to Japan. As a result, there are 50,000 Brazilians in the Shizuoka Prefecture. Although they have Japanese ancestry, their lack of proficiency in the Japanese language makes it difficult for them to assimilate into Japanese society. Kamiya’s research will cover bilingual education in the United States in order to make policies that will help Brazilian children learn Japanese while retaining Portuguese.
Yotaro Akamine, "Produce or Reduce? A Feasibility Study of Introducing Heat Pump Water Heaters as an Environmental Solution in California"
In 2006, a strong environmental regulation, AB32, became effective in California. Akamine’s research shows the feasibility of introducing "heat pump water heater", Japanese commercialized technology, as a solution to the environmental issue, as compared to solar photovoltaic business, which has prevailed in California.
Xiangning Zhang, "The Practices of the American Energy Policies -- American Major Oil Companies' Development Strategies and Practices"
The high oil prices ushered in the third global energy crisis. The United States has issued and put in force a series of new policies and acts to try to establish an energy jurisprudence through legislation. It is now a transitional period in the new energy age, where oil and gas still play a critical role in the energy consumption structure, but alternative resources are getting more attention. Major oil companies are becoming super giants in the integrated energy industry. The United States faces a long road ahead until it reaches parity with its European neighbors in new energy policies and practices.

Natsuki Kamiya is a corporate affiliate visiting fellow at Shorenstein APARC for 2007-08 and 2008-09. He works for the Shizuoka Prefectural Government, one of the local governments in Japan. He is interested in immigration policy in California. He graduated from Chuo University in Tokyo, where he majored in law.

Yotaro Akamine is a corporate affiliate visiting fellow at Shorenstein APARC for 2007-08. Prior to joining Shorenstein APARC, he has been with the Tokyo Electric Power Company Inc. (TEPCO) since 1998. He has planned bulk power systems and coordinated plans of electrical power plants. He also estimated CO2 emissions concerning electrical power plants. Following this, he belonged to the Technology Management Group, General Training Center of TEPCO. Yotaro Akamine received his BS, MS and Ph.D in Electrical Engineering from Tokyo University.

Xiangning Zhang is a corporate affiliate visiting fellow at Shorenstein APARC for 2007-2008.
Zhang is the Vice President of PetroChina Foreign Cooperation Administration Department, the Director of Circum-Pacific Council (CPC) and a member of the Committee for the Petroleum Association of China(CAPG).
Zhang received both his bachelors and masters degree from Southwest Petroleum University. He is currently a PhD candidate at Chengdu University of Technology. Since graduation, he has been engaged in oil and gas exploration and development both in China and overseas. From 1983 to 1994, he worked in Liaohe Oil Field and the former Petroleum Industry Ministry of the People's Republic of China. From 1995 to 1998, he worked on overseas projects in Papau New Guinea, Peru and other countries. Since 1999, he has worked in PetroChina Foreign Cooperation Administration Department as director and Vice President.
November 2007 Dispatch - Political Uncertainty Comes to Japan
For most of the postwar period, Japan has been a paragon of political stability among industrial democracies. Since the formation of the conservative Liberal Democratic Party (LDP) in 1955, Japan has enjoyed remarkable political continuity. With the exception of less than a year of opposition government in the early 1990s, the LDP has ruled Japan for more than half a century.
This past summer, following the July elections for the Upper House of Japan's parliament (the Diet), Japan entered a new era of political uncertainty. The opposition Democratic Party of Japan (DPJ) won control of the Upper House in a stunning defeat for the LDP. For the first time, control of the Diet is split--the ruling coalition of the LDP and the Komeito Party still control the lower house that determines the formation of the government. Passage of basic legislation now gives rise to intense political battles. There is widespread anticipation that the LDP will be forced to carry out early elections for the lower house next spring, opening the door to the possibility that the opposition could come to power in Japan.
The election results surprised many observers, who were blinded by the LDP's massive victory in the 2005 lower house elections, under the leadership of then-Prime Minister Junichiro Koizumi. Koizumi had called a snap election around the issue of reforming the postal savings system, but that success was an aberration from a long-term trend of declining support for the LDP that grew during the 1990s. Increasingly, Japanese saw the party as a hostage to special interests and their allies in the bureaucracy who have used the budget to fund wasteful pork barrel projects--Japan's own "bridges to nowhere"--particularly in rural areas. Younger urban and suburban voters who favor deregulation and reform had come to see the LDP as an obstacle to needed change.
Koizumi, who came to power as prime minister in 2001, single-handedly reversed this downward trend of support. He developed a strong personal following, an appeal that came in large part from positioning himself as a maverick reformer who ran against his own party and against the opposition in equal measure. His five years in office were a testament to his charisma and ability to rise above the system that brought him to power.
Unfortunately for the LDP, this appeal does not seem to extend beyond Koizumi. After leaving office in 2006, he was replaced by Shinzo Abe, an LDP conservative who typified the party's long history of rule, in that he is the grandson of a former prime minister and the son of a former cabinet minister. Abe's policy agenda largely ignored the concerns of Japanese voters about the failing social welfare system and the impact of global competition, and instead favored conservative themes such as "patriotic" education and the revision of the postwar American-imposed constitution.
Voters decisively repudiated Abe, his agenda, and his party in the Upper House vote. The opposition DPJ, led by the wily former LDP leader Ichiro Ozawa, emphasized economic reform, as well as relief for those in rural and urban Japan who are falling behind. The DPJ's election manifesto focused on pension reforms--bolstered by a scandal of tens of millions of lost pension records--price supports for farmers, subsidies for families with children, and a crackdown on wasteful government spending.
The election result triggered Abe's resignation and in September 2007, he was replaced by his LDP rival Yasuo Fukuda. The new premier has managed, temporarily, to halt the massive slide in the government's support. Ozawa's mistakes have helped in this task. The DPJ, mainly for reasons of the legislative calendar, chose a foreign and security policy issue--the reauthorization of Japan's naval mission in the Indian Ocean in support of the U.S.-led "war on terrorism"--as the first test of strength. The DPJ has opposed this mission, arguing that Japan should not deploy forces overseas except in support of United Nations authorized operations.
This water was further muddied when Ozawa emerged from a series of meetings with Fukuda to announce his support for a deal on the maritime mission, tied to the formation of a "grand coalition" to govern Japan. The coalition proposal was reportedly offered by Fukuda and seemed to acknowledge the LDP's weakness. Ozawa's willingness to embrace this deal puzzled most observers and his own party repudiated him. Over the span of a few days, Ozawa resigned his party leadership and then agreed to come back to the post after issuing a public apology for his actions. Polls show that Ozawa suffered a significant loss of support from a public that is increasingly eager for change. But Fukuda is also very vulnerable. Among other things, the LDP is now stung with a growing scandal over questionable deals with defense contractors.
The Japanese Diet and political scene are now poised for months of battles over a range of policy issues, most of them related to domestic policy and the budget, rather than foreign policy. The DPJ, with a chastened Ozawa back at the helm, is apparently ready to use its control of the Upper House to challenge the ruling party coalition. Political uncertainty is now likely to be a dominant feature of Japanese life for months, if not years, to come.
Growing Pains: Tensions and Opportunity in China's Transformation
As its miracle growth continues seemingly unabated into a fourth decade, China's emergence as a global economic and political power is accepted as inevitable. China is changing and the world is changing in response.
There is, however, considerable disagreement about the nature of China's transformation and the consequences of its growth, with some predicting an inevitable crisis in China's political and economic systems. Yet social scientists gathering fresh data at China's grassroots see growing evidence of a profound transformation of institutions in both rural and urban China. The panelists will discuss and answer questions on the tensions and opportunities found in contemporary China, including: markets, governance, environment, and, inequities.

Professor Manion studied philosophy and political economy at Peking University in the late 1970s, was trained in Far Eastern studies at McGill University and the University of London, and earned her doctorate in political science at the University of Michigan. Her research has focused on institutions and institutionalization in Chinese politics. Her current research focuses on representation, especially the changing role of local congresses in mainland China.

Professor Ortolano's research stresses environmental policy implementation in developing countries, technology transfer, and the role of non-governmental organizations in environmental management. Several current projects concern air and water pollution control regulations in China.
Scott Rozelle - FSI Helen F. Farnsworth Senior Fellow, Shorenstein APARC, Stanford University
Before arriving at Stanford, Dr. Rozelle was a professor at the University of California, Davis (1998-2000) and an assistant professor in the Food Research Institute and Department of Economics at Stanford University (1990-98). His research focuses almost exclusively on China and is concerned with agricultural policy, the emergence and evolution of markets, and the economics of poverty and inequality.

Professor Walder is an expert on the sources of conflict, stability and change in communist regimes, and his current research focuses on the impact of China's market reforms on income inequality and career opportunity. He is also conducting historical research on the Cultural Revolution of 1966-1969, with an emphasis on the Beijing Red Guard movement during 1966 and 1967.

Scott Rozelle is the Helen F. Farnsworth Senior Fellow and the co-director of Stanford Center on China's Economy and Institutions in the Freeman Spogli Institute for International Studies and Stanford Institute for Economic Policy Research at Stanford University. He received his BS from the University of California, Berkeley, and his MS and PhD from Cornell University. Previously, Rozelle was a professor at the University of California, Davis and an assistant professor in Stanford’s Food Research Institute and department of economics. He currently is a member of several organizations, including the American Economics Association, the International Association for Agricultural Economists, and the Association for Asian Studies. Rozelle also serves on the editorial boards of Economic Development and Cultural Change, Agricultural Economics, the Australian Journal of Agricultural and Resource Economics, and the China Economic Review.
His research focuses almost exclusively on China and is concerned with: agricultural policy, including the supply, demand, and trade in agricultural projects; the emergence and evolution of markets and other economic institutions in the transition process and their implications for equity and efficiency; and the economics of poverty and inequality, with an emphasis on rural education, health and nutrition.
Rozelle's papers have been published in top academic journals, including Science, Nature, American Economic Review, and the Journal of Economic Literature. He is fluent in Chinese and has established a research program in which he has close working ties with several Chinese collaborators and policymakers. For the past 20 years, Rozelle has been the chair of the International Advisory Board of the Center for Chinese Agricultural Policy; a co-director of the University of California's Agricultural Issues Center; and a member of Stanford's Walter H. Shorenstein Asia-Pacific Research Center and the Center on Food Security and the Environment.
In recognition of his outstanding achievements, Rozelle has received numerous honors and awards, including the Friendship Award in 2008, the highest award given to a non-Chinese by the Premier; and the National Science and Technology Collaboration Award in 2009 for scientific achievement in collaborative research.

Andrew G. Walder is the Denise O'Leary and Kent Thiry Professor at Stanford University, where he is also a senior fellow in the Freeman Spogli Institute for International Studies. Previously, he served as Chair of the Department of Sociology, Director of the Walter H. Shorenstein Asia-Pacific Research Center, and Head of the Division of International, Comparative and Area Studies in the School of Humanities and Sciences.
Walder has long specialized in the sources of conflict, stability, and change in communist regimes and their successor states. His publications on Mao-era China have ranged from the social and economic organization of that early period to the popular political mobilization of the late 1960s and the subsequent collapse and rebuilding of the Chinese party-state. His publications on post-Mao China have focused on the evolving pattern of stratification, social mobility, and inequality, with an emphasis on variation in the trajectories of post-state socialist systems. His current research is on the growth and evolution of China’s large modern corporations, both state and private, after the shift away from the Soviet-inspired command economy.
Walder joined the Stanford faculty in 1997. He received his Ph.D. in sociology at the University of Michigan in 1981 and taught at Columbia University before moving to Harvard in 1987. From 1995 to 1997, he headed the Division of Social Sciences at the Hong Kong University of Science and Technology.
Walder has received fellowships and grants from the Guggenheim Foundation, the National Science Foundation, the National Academy of Sciences, the Henry Luce Foundation, the Ford Foundation, the Social Science Research Council, and the Center for Advanced Study in the Behavioral Sciences. His books and articles have won awards from the American Sociological Association, the Association for Asian Studies, and the Social Science History Association. He is an elected member of the American Academy of Arts and Sciences.

Management Reform and the Choice of Contractual Form in China
This paper explains the puzzling fact that in organizing the management of surface water, village leaders have provided incentives to canal managers in some areas, but not in all. Our study indicates that the optimal contractual choice depends on the relative abilities of the leader and the manager, the design of the cultivated land, the characteristics of the canal system and the opportunity costs of the leader and the pool of managerial candidates. The unifying mechanism is the relative change in the ability of the leader and manager to perform the unmarketable activities that are needed to provide irrigation services.
