The Kingdom of Bhutan, an independent country in the Himalayas, has designed its own theory and practice of socioeconomic development, which it calls "Gross National Happiness." Bhutan entered into relations with the outside world only in the early 1960s; since then it has pursued development in a way that is consonant with its own Buddhist values. An intrinsically interesting experiment in itself, Bhutan's experience now assumes broader relevancy as its pursuit of development must take account of the problems small nations and cultures confront in the face of the powerful impact of globalization. The Ambassador will discuss these problems and answer questions. His Excellency Om Pradhan, the Ambassador and Permanent Representative of the Kingdom of Bhutan to the United Nations, was born in 1946 and was educated in India, England, and Hawaii. As Minister for Trade, Industry, Power, and Tourism in the Royal Government of Bhutan, he has been a central figure in Bhutan's economic and social development. He has also served as Bhutan's Ambassador to India, Nepal, and the Maldives, has led the Bhutanese delegation in several rounds of boundary talks with the People's Republic of China, has been a member of the National Assembly of Bhutan, and has participated in innumerable international and regional conferences.

Separatism and terrorism, demonstrations and scandals, elite conflict and economic malaise ... With so much trouble on its hands, why should the Indonesian government willingly open up the Pandora's box that is the legacy of violence from the Suharto regime, especially since many of his associates remain politically active? Or is the risk of focusing on the past worth takingÑto administer justice and foster a humane consensus strong enough to ensure that such abuses do not recur? These difficult questions cannot be answered without taking local conditions into account: the sense of uncertainty and stagnation that hangs over the reform process; the widespread perception that in mysterious and powerful ways Suharto is still controlling events; and the apparent inability of Indonesian society to transform its recent history into a set of lessons that could generate momentum toward a better future. Mary S. Zurbuchen was based until recently in Jakarta, as the Ford Foundation's chief representative for Southeast Asia (1992-96) and Indonesia (1996-2000). She is the academic coordinator of the Center for Southeast Asian Studies at UCLA, where she is teaching a course on Indonesia while continuing her research on the intersection of history and memory in that country. Her many publications on cultural and social change in Indonesia include The Language of Balinese Shadow Theater (1987).

Scott explores themes of state-craft, sedentarization, etc. as part of a critique of state-making and development. In particular, he analyzes the paradoxes of attempts by states to create a fiscally and administratively legible property regime and population despite the economic and ecological imperatives of physical mobility. He elaborates the Southeast Asian variant of this historical argument. One of the great cleavages permeating Southeast Asian history and politics is the tension between hill and valley peoples, between downstream and upstream in insular Southeast Asia. Roughly, this corresponds to the social division between comparatively dense populations in valleys and 'downstream' who are often organized hierarchically into states, on the one hand, and more peripheral, dispersed, and mobile peoples who live in more egalitarian settings, on the other. These divisions are not merely of historical interest; they animate a good deal of the intra-state tension in contemporary Southeast Asia which has been understood in ethnic or religious terms.

After a brief description of the legacy of the past of the Mongolian political system, the lecture then considers the influence of the Socialist era and finally focuses on the post-Socialist era, dealing with both the successes and failures of the so-called Democratic Union which currently rules the country. A brief analysis of Western and U.S. policy will also be included. Morris Rossabi, born in Alexandria, Egypt, received his Ph.D. in Chinese and Central Asian History at Columbia University. Author of Khublai Khan: His Life and Times (Main Selection, History Book Club, May, 1988), China and Inner Asia, The Jurchens in the Yuan and Ming, Voyager from Xanadu and editor and contributor to China Among Equals. Has also contributed three chapters to Cambridge History of China and numerous other books on traditional China and Inner Asia. He also wrote chapters for the catalogs for the following museum exhibitions: "Mongolia: The Legacy of Chinggis Khan" (Asian Art Museum, San Francisco), "When Silk Was Gold" (Metropolitan Museum of Art), and "Ilkhanid Art" (Metropolitan Museum of Art, Los Angeles County Museum of Art). Professor Rossabi is Board member of the Project on Central Eurasia of the Soros Foundations and is currently conducting research for a book on modern Mongolia at the Asia/Pacific Research Center of Stanford University.

After a brief description of historical legacies, Dr. Katahara looks at changes and continuities in the patterns and contents of civil-military relations through an exploration of the jurisdictional boundaries in the two areas: the structure of political domination; and national security policy making. This study is part of East-West Center's project on the State and the Soldier in Asia, directed by Muthiah Alagappa. Dr. Eiichi Katahara teaches Japan's diplomatic history and international relations in Asia and the Pacific in the Faculty of Law at Kobe Gakuin University, Japan (1992~). He held a postdoctoral fellowship at the University of California's Institute on Global Conflict and Cooperation (1991-1992) and at the Australian National University (1989-1991), lectured in Japanese Politics in the Department of Political Science and was a research fellow in the Australia-Japan Research Center. He has published articles on topics related to Japan's security policy, and security affairs in the Asia-Pacific region. His recent publications include "Japan's Plutonium Policy: Consequences for Nonproliferation" (The Nonproliferation Review, Vol.5, No.1, 1997); "Japan's Concept of Comprehensive Security in the Post-Cold War World" (in S. Shirk & C. Twomey eds. Power and Prosperity: Economic and Security Linkages in Asia-Pacific, 1996). He has also written background chapters on Japan for Asia Pacific Security Outlook 1998 and Asia Pacific Security Outlook 1999 (forthcoming) (edited by Charles Morrison).

David W. Brady is a political scientist whose work encompasses American politics and legislative bodies, international political trends, and comparative politics. Brady holds the Bowen H. and Janice Arthur McCoy endowed chair at the Graduate School of Business and is a professor of political science in Stanford University's School of Humanities and Sciences. A dedicated and popular teacher, Professor Brady is a past recipient of Stanford's Phi Beta Kappa Distinguished Teacher Award, presented for his work with undergraduates, and of the Robert K. Jaedicke Silver Apple Award, presented by the Stanford Business School Alumni Association for his participation in alumni activities.

Brady recently served as an associate dean for academic affairs at the Business School and continues to serve as director of the School's programs in executive education. He is a senior fellow at the Hoover Institution and senior fellow by courtesy at the Institute for International Studies, both on campus. David is also co-director of the University's Social Science History Institute and associate director of the University's Public Policy Program. He is a fellow of the American Academy of Arts and Sciences and member of the advisory council for the Kansai Silicon Valley Venture Forum.

Author Liza Dalby will discuss the extraordinary life and times of Lady Murasaki Shikibu, the writer of the world's first novel, The Tale of Genji. Ms. Dalby, an anthropologist and renowned scholar of Japanese history, will apply "literary archaeology" to explore the life of Lady Murasaki Shikubu and the Japanese Imperial Court, and will introduce her new book, The Tale of Murasaki. Liza Dalby is an anthropologist specializing in Japanese culture. As the only Westerner to have become a geisha, Ms. Dalby was able to obtain previously undisclosed material for her Ph.D. and her books Geisha and Kimono. Presently, she is a consultant for Steven Spielberg's upcoming film adaptation of Arthur Golden's Memoirs of a Geisha. She lives in Berkeley, California, with her husband and three children.

Few will dispute that the essence of our times can be conveyed by two simple words: " Global" and "Change". Economies, technologies, information, media, culture, and indeed security issues have been vastly internationalized and transformed in the incredibly short period of the half century following World War II . The world is being consumed by the forces of change driven by the engines of technology and geoeconomics. Economic change and technological development, like wars or sports, are usually not beneficial to all. Progress only benefits those groups of nations that are able to take advantage of newer methods of science, just as they damage those that are less prepared technologically, culturally, and politically to respond to change. Only societies free of rigid doctrinal orthodoxy and possessing attributes such as the freedoms to inquire, dispute, and experiment; a belief in the possibilities of improvement; a concern for the practical rather than the abstract; and rationalism that defies mandarin codes, religious dogmas, and traditional folklore, are likely to prosper in the new millennium. In any case, we must look with caution into the future. History teaches us that the only thing we can be certain of is that we will be surprised; our vision may well turn out to be distorted and myopic, our best guesses will often be wrong and we are likely to be disappointed in our expectations. We can only be certain of continuing conflict on a technology-driven planet with concurrent dwindling resources and increasing population.

In 1975Ð76 the fall of Saigon was followed by national reunification and the establishment of the Socialist Republic. Access to the Mekong Delta was widely expected to facilitate rapid neo-Stalinist industrialization and the appearance of a powerful military threat to capitalist SEA. But this did not happen. By 1981 partial reforms had permitted all state enterprises to operate in markets and some degree of agricultural decollectivisation. In the second half of the 1980s there was a clear de-Stalinization of everyday life. And by 1989Ð90 a recognizable market economy had emerged. Since then the Vietnamese Communist Party has, with some success, negotiated a major opening-up of the country to foreign contacts. Vietnam has joined ASEAN, and has seen the emergence of land, labor, and capital markets, and the confused processes by which classes form. Fundamental economic and political change has therefore occurred. Growth has been rather fast and the use of state violence minimal. Politically, for the still-Leninist VCP, the shift from Plan to Market has been a great success. What is the political economy basis for this? Despite emergent capitalist classes and a market economy, the political economy of "post-transition" Vietnam is heavily marked by its recent history, and remains very different from other ASEAN members. Notwithstanding revolutionary change, dualities common to both the traditional and modern political economies have offered great potential for political restructuring. In this sense "development doctrines" are perhaps less exotic and more indigenous than elsewhere in SEA. This facilitates relatively harmonious political adaptation and is the key to understanding change. For example, wide rural land access, with a collective tinge in the most densely populated areas, has a strong and pervasive effect upon the macro political economy. "Voice and exit" are enhanced. Thus we see rather high levels of migration, and risk bearing be farmers. Rural GDP has grown fast through the 1990s. Also, real wages in urban areas tend to be higher and the labor regime less brittle. What are the political implications of such a land regime? At the end of the day, one reason for the lack of extensive state violence against the population seems to be that the party/state has sufficient sources of support and power for tense economic issues in the rural areas to be fought out without property rights needing violence to enforce them. These issues are fought out locally (within cooperatives and communes) and in macro contexts (access to world markets). But in the rural areas the state does not, apparently, need to support particular economic interests for its survival. One reason for this is that the "land issue" has been addressed through the adaptation of socialist models, so that large-scale land property is not (yet?) a major issue. Dominant groups in the rural areas do not depend upon land access for their incomes. Adam Fforde is a development economist. He holds an Oxford MA (Engineering Science and Economics), a London MSc (Economics) and a Cambridge PhD (Economics). He studied Vietnamese in Hanoi during 1978/79 and was a visiting scholar at the National Economics University (Hanoi) in 1985Ð86. He lived in Vietnam from 1987 to 1992 while working as an advisor to the Swedish aid program, and in Australia from 1992 to 1999, where he was a visiting fellow at the ANU and Chairman of Aduki Pty Ltd (Consultants). He is now senior fellow at the SEA Studies Programme, National University of Singapore. He has published on topics including the economic development of north Vietnam prior to 1975, agricultural cooperatives, and the transition from plan to market. He is currently working on class formation and the emergence of factor markets in the 1990s, industrial reform since the early 1960s, and Vietnamese development doctrine.
