Is Knowing Half the Battle? Behavioral Responses to Risk Information from the National Health Screening Program in Korea
FSI researchers work to understand continuity and change in societies as they confront their problems and opportunities. This includes the implications of migration and human trafficking. What happens to a society when young girls exit the sex trade? How do groups moving between locations impact societies, economies, self-identity and citizenship? What are the ethnic challenges faced by an increasingly diverse European Union? From a policy perspective, scholars also work to investigate the consequences of security-related measures for society and its values.
The Europe Center reflects much of FSI’s agenda of investigating societies, serving as a forum for experts to research the cultures, religions and people of Europe. The Center sponsors several seminars and lectures, as well as visiting scholars.
Societal research also addresses issues of demography and aging, such as the social and economic challenges of providing health care for an aging population. How do older adults make decisions, and what societal tools need to be in place to ensure the resulting decisions are well-informed? FSI regularly brings in international scholars to look at these issues. They discuss how adults care for their older parents in rural China as well as the economic aspects of aging populations in China and India.
Rennie Moon explores a new framework for higher education official development assistance (ODA) with a focus on the transnational bridging benefits of social capital. She first explains why and how a transnational social capital approach can improve the current focus on human resources and local bridges in higher education development. She then illustrates its merits by examining, 1) the transnational bridging potential of social capital formed by foreign students currently studying in Korea; and 2) the actual transnational social capital contributions of foreign professionals who returned home after completing a Korean higher education ODA program. In doing so, she directs particular attention to the value of transnational social capital in promoting development cooperation and public diplomacy. She concludes by discussing how this approach has conceptual importance and practical implications for development cooperation in higher education.

Rennie J. Moon joins the Walter H. Shorenstein Asia-Pacific Research Center as the 2016-17 Koret Fellow in the Korea Program. Moon is an associate professor at the Underwood International College at Yonsei University in Seoul, South Korea. Her research explores the interrelationships among globalization, migration and citizenship, and internationalization of higher education.
Moon, a graduate of Stanford’s Graduate School of Education, Ph.D. ‘09, has collaborated with Stanford professor Gi-Wook Shin on a multiyear research project that examines diversity in higher education in East Asia. She co-edited the book Internationalizing Higher Education in Korea: Challenges and Opportunities in Comparative Perspective published earlier this year. Her articles have appeared in academic journals including Comparative Education Review, Comparative Education, Australian Journal of International Affairs, and Pacific Affairs.
As a Korean-American scholar, Moon has written editorials and columns in both English and Korean on higher education in Korea and Asia for the Nikkei Asian Review, The Conversation, East Asia Forum, Australian Outlook, Dong-A Daily, MK News, and other media outlets.
Supported by the Koret Foundation, the Koret Fellowship brings professionals to Stanford to conduct research on contemporary Korean affairs. In 2015, the fellowship expanded its focus to include social, cultural and educational issues in North and South Korea, and aims to identify emerging scholars working on those areas.
During her fellowship, Moon will also give public talks and be a lead organizer of the Koret Workshop, an international conference held annually at Stanford.
Moon holds a doctorate and master’s degree in international comparative education from Stanford and a bachelor’s degree in French from Wellesley College.
David Timberman is a political analyst and development practitioner with 30 years of experience analyzing and addressing political and governance challenges, principally in Southeast and South Asia. Recently he was a Visiting Professor of Political Science at De La Salle University in Manila, where he taught courses on Southeast Asian politics and policy reform in the Philippines. As a Technical Director at MSI he has conducted or managed multiple assessments, studies and evaluations intended to inform US government development strategies and programs. As a senior democracy and governance (DG) advisor in USAID’s Asia Near East Bureau he advised USAID Missions on the development of their DG and conflict strategies and programs. As a senior DG advisor to USAID Indonesia he was deeply involved in the design and implementation of elections, civil society, parliamentary strengthening and anti-corruption programs. Through his positions with the National Democratic Institute and the Asia Foundation he worked closely with political parties and NGOs across Asia. He has lived and worked in the Philippines, Indonesia and Singapore, including experiencing first-hand the democratic transitions in the Philippines (1986-1988) and Indonesia (1998-2001). He has written extensively on political and governance issues in the Philippines and has edited or co-edited multi-author volumes on the Philippines, Cambodia and economic policy reform in Southeast Asia. He holds a MA in International Affairs from Columbia University and a BA in political science (with honors) and history from Tufts University.

In 2009 an ASEAN Human Rights Commission (AICHR) was created and tasked with promoting (not protecting) human rights in Southeast Asia. In 2012 its members agreed to issue a first-ever ASEAN Human Rights Declaration. Most observers dismissed these moves as symbolic—an effort mainly to assuage foreign critics and gain international legitimacy. Prof. Jetschke differs. She will argue that the AICHR’s formation was prompted in part by the swelling flows of refugees across borders inside Southeast Asia, especially from Myanmar, and the problems thereby created for the region’s states and societies. She will also explore the extent to which these factors have eroded one of ASEAN’s strongest regional norms—the taboo on interfering in members’ domestic affairs. That erosion could strengthen ASEAN as something more than the sum of its sovereign members.
India is a focus of colloquia at the Shorenstein Asia-Pacific Research Center during the next few months. A seminar series entitled “A New India? The Impact of 25 Years of Reform” will explore the country’s economic growth and efforts to revitalize its foreign relations.
The colloquia, co-sponsored by Stanford’s Center for South Asia, will include lectures from scholars, policymakers and other thought leaders on India’s democratic system and society, and provide a forum to discuss how the country can overcome obstacles to long-term prosperity.
Kathleen Stephens, the William J. Perry Fellow at Shorenstein APARC and former U.S. ambassador to the Republic of Korea, has organized and will moderate the colloquia. She served as the chargé d'affaires at the U.S. Embassy in New Delhi in 2014.
Stephens said, “Now is the right time and Stanford is the right place for a renewed focus on India, its daunting challenges and its extraordinary potential. This series will consider the strategic bet U.S. policymakers have made on India's rise, and India's own aspirations to play a bigger global role, particularly in Asia.
“In this series and beyond, we want to knit together the expertise and resources at Stanford and in Silicon Valley with policy leaders from India and elsewhere to expand our understanding of India in all its contemporary complexity and importance.”
From 1999 to 2013, Shorenstein APARC had a prolific initiative that supported scholarly work related to South Asia. The center envisions the colloquia will be some of many activities about the region going forward.

The election of Donald Trump has introduced a big question mark into America’s relations with China. Will the new president start a trade war with the world’s second biggest economy? Will Trump attempt to refashion America’s relations with Taiwan and thus infuriate Beijing? Will Trump’s vow to build more U.S. naval vessels place the United States and China on a path to conflict in the South China Sea? How will Trump handle the prospects of a North Korea armed with nuclear weapons and an intercontinental ballistic missile with which to deliver them? As for China, how will it react to this new administration, which espouses a decidedly different view of China than the one that predominated in Washington over the past several decades? Will China adopt the role of “responsible [global] stakeholder” in contrast to Trump’s “America first” ideology? Or will China join the United States in a race to the bottom, precipitating further ideological, economic and geostrategic competition that pulls the world down with it?

Trade has been a key instrument behind China’s rapid economic growth. Taking advantage of rapidly increasing global and regional production networks, China has become the major trading partner of virtually every other country within East Asia. Equally important, China’s trade strategy has married China’s combination of high savings levels plus low cost exports with America’s low savings rates and high consumption levels. As well, China has been a major funder of U.S. debt levels. To date the result has been a win-win for both countries. The election of Donald Trump threatens to upend China’s trade strategy, most fundamentally by branding China a currency manipulator and by threatening to impose massive tariffs on U.S. imports from China. Trump has also pulled out of the Trans-Pacific Partnership (TPP) despite six years of complex negotiations and in defiance of the wishes of its other eleven member states. All are convinced of the importance of TPP as a bridge linking the Asia-Pacific and as a counterbalance to Chinese economic influence in East Asia. Professor Pempel will examine these complex interrelations with particular attention to the broad role hitherto played by economic cooperation in reducing security tensions within East Asia and across the Asia-Pacific.
T.J. Pempel (Ph.D., Columbia) is Jack M. Forcey Professor of Political Science in U.C. Berkeley's Department of Political Science which he joined in July 2001. Just prior to coming to Berkeley, he was at the University of Washington in Seattle where he was the Boeing Professor of International Studies in the Jackson School of International Studies and an adjunct professor in Political Science. Professor Pempel's research and teaching focus on comparative politics, political economy, contemporary Japan, and Asian regional ties. His recent books include Remapping East Asia: The Construction of a Region; Regime Shift: Comparative Dynamics of the Japanese Political Economy (both by Cornell University Press); Security Cooperation in Northeast Asia and The Economic-Security Nexus in Northeast Asia (both by Routledge). In 2015, he co-edited a book entitled Two Crises; Different Outcomes (Cornell University Press) which analyzes the negative Asian experience in the 1997-98 crisis and the positive outcome in 2008-09. In addition, he has published over one hundred twenty scholarly articles and chapters in books. Professor Pempel is on the editorial boards of a dozen professional journals, and serves on various committees of the American Political Science Association, the Association for Asian Studies, and the International Studies Association Council. He is a presidentially-appointed Commissioner on the Japan-U.S. Friendship Commission and is active in the Northeast Asian Cooperation Dialogue. His current research involves Asian adjustments to the rise in global finance and the decline in security bipolarity.

Beijing’s new Silk Road initiative links old trade corridors from Asia to Africa and Europe. Many perceive that President Xi Jinping’s “One Belt, One Road” initiative as well as China’s many other trade, investment and finance projects transcend their economic calculus and reflect Beijing’s geopolitical ambitions to reposition China’s standing on the global stage. The China Program brings leading experts to explore the drivers and motivators of China’s international initiatives, their reach and scope as well as the implications of China’s increasing activism on the world stage.
Last December, the Korean National Assembly voted to impeach President Park Geun-hye, and her case is now under consideration at the Constitutional Court. If the Court upholds the Assembly vote, she will be the first Korean President to be impeached. South Korea will also hold a presidential election within 60 days of the impeachment. While it is not yet clear whether she will be impeached, the nation has experienced political turmoil for the last several months. What has led to the current political situation? What is unique to this case, compared to previous political scandals? Is Korea witnessing a crisis of democracy, or simply growing pains in its progress toward more mature governance? This panel will discuss the candlelight protests that initiated the push for her impeachment, the implications of the impeachment process for domestic politics, and the effects of political leadership crises on foreign relations.

South Korea, the most rapidly aging society in the world, introduced a public long-term care insurance (LTCI) program with universal coverage in 2008. This presentation will begin with the socioeconomic and political context of the introduction of the LTCI and explain the finance and provision of LTCI in Korea, compared to the LTCIs of Germany and Japan. It will provide recent evidence on the performance of the LTCI along with its prospects and lessons for other countries.

A constitution is commonly seen as the definitive expression of the sovereign will of ‘We the People.’ But, who are those sovereign people, and how does one identify them? Can we equate the Korean or Japanese ethnic nation with the sovereign people of those countries? Further, when the constitution is drafted under overbearing foreign influence, as was the case in postwar Japan and postcolonial Korea, can we really say that the people are sovereign? And if the new constitution fails to categorically reject the evils of the past, as is often claimed to be the case in Korea and Japan, is the project of constitutional founding somehow compromised? Using the historical experience of these two countries, Prof. Hahm will engage in a reflection on the soundness of the theoretical framework that informs our thinking about the relationship between popular sovereignty and constitution making.
