As a new U.S. administration assumes office next year, it will face numerous policy challenges in the Asia-Pacific, a region that accounts for nearly 60 percent of the world’s population and two-thirds of global output.

Despite tremendous gains over the past two decades, the Asia-Pacific region is now grappling with varied effects of globalization, chief among them, inequities of growth, migration and development and their implications for societies as some Asian economies slow alongside the United States and security challenges remain at the fore.

Seven scholars from Stanford’s Shorenstein Asia-Pacific Research Center (APARC) offered views on policy challenges in Asia and some possible directions for U.S.-Asia relations during the next administration.

U.S.-China relations

Managing the United States’ relationship with China must be at the top of the new administration’s foreign policy agenda because the relationship is consequential for the region, the world and American interests. Successful management of bilateral issues and perceptions is increasingly difficult and increasingly important.

Alarmist predictions about China’s rise and America’s decline mischaracterize and overstate tensions in the relationship. There is little likelihood that the next U.S. administration will depart from the “hedged engagement” policies pursued by the last eight U.S. administrations. America’s domestic problems cannot be solved by blaming China or any other country. Indeed, they can best be addressed through policies that have contributed to peace, stability and prosperity.

Strains in U.S.-China relations require attention, not radical shifts in policy. China is not an enemy and the United States does not wish to make it one. Nor will or should the next administration resist changes to the status quo if change can better the rules-based international order that has served both countries well. Washington’s objective will be to improve the liberal international system, not to contain or constrain China’s role in that system.

The United States and China have too much at stake to allow relations to become dangerously adversarial, although that is unlikely to happen. But this is not a reason to be sanguine. In the years ahead, managing the relationship will be difficult because key pillars of the relationship are changing. For decades, the strongest source of support for stability in U.S.-China relations has been the U.S. business community, but Chinese actions have alienated this key group and it is now more likely to press for changes than for stability. A second change is occurring in China. As growth slows, Chinese citizens are pressing their government to make additional reforms and respond to perceived challenges to China’s sovereignty.

The next U.S. administration is more likely to continue and adapt current policies toward China and Asia more broadly than to pursue a significantly different approach. Those hoping for or fearing radical changes in U.S. policy will be disappointed..

U.S.-Japan relations

U.S.-Japan relations have enjoyed a remarkable period of strengthened ties in the last few years. The passage of new Japanese security legislation has opened the door to closer defense cooperation, including beyond Japan’s borders. The Japan-Korea comfort women agreement, negotiated with American backing, has led to growing levels of tripartite cooperation between the U.S. and its two principal Northeast Asian allies. And the negotiation of a bilateral agreement within the Trans-Pacific Partnership (TPP) talks brought trade and investment policy into close alignment. The U.S. election, however, brings some clouds to this otherwise sunny horizon.

Three consecutive terms held by the same party would certainly preserve the momentum behind the ‘pivot to Asia’ strategy of the last few years, especially on the security front. Still there are some dangers ahead. If Japan moves ahead to make a peace treaty with Russia, resolving the territorial issue and opening a flow of Japanese investment into Russia, that could be a source of tension. The new administration may also want to mend fences early with China, seeking cooperation on North Korea and avoiding tensions in Southeast Asia.

The big challenge, however, will be guiding the TPP through Congress. While there is a strong sentiment within policy circles in favor of rescuing the deal, perhaps through some kind of adjustment of the agreement, insiders believe that is highly unlikely. The Sanders-Warren wing of the Democratic party has been greatly strengthened by this election and they will be looking for any sign of retreat on TPP. Mrs. Clinton has an ambitious agenda of domestic policy initiatives – from college tuition and the minimum wage to immigration reform – on which she will need their support. One idea now circulating quietly in policy circles is to ‘save’ the TPP, especially its strategic importance, by separating off a bilateral Japan-U.S. Free Trade Agreement. Tokyo is said to be opposed to this but Washington may put pressure on for this option, leaving the door open to a full TPP down the road. .

North Korea

North Korea under Kim Jong Un has accelerated its campaign to establish itself as a nuclear weapons state. Two nuclear tests and multiple missile firings have occurred in 2016. More tests, or other provocations, may well be attempted before or shortly after the new American president is inaugurated next January. The risk of conflict, whether through miscalculation or misunderstanding, is serious. The outgoing and incoming administrations must coordinate closely on policy and messaging about North Korea with each other and with Asian allies and partners.

From an American foreign policy perspective, North Korea policy challenges will be inherited by the next president as “unfinished business,” unresolved despite a range of approaches spanning previous Republican and Democratic administrations. The first months in a new U.S. president’s term may create a small window to explore potential new openings. The new president should demonstrate at the outset that North Korea is high on the new administration’s priority list, with early, substantive exchanges with allies and key partners like China to affirm U.S. commitment to defense of its allies, a denuclearized Korean Peninsula and the vision agreed to at the Six-Party Talks in the September 2005 Joint Statement of Principles. Early messaging to Pyongyang is also key – clearly communicating the consequences of further testing or provocations, but at the same time signaling the readiness of the new administration to explore new diplomatic approaches. The appointment of a senior envoy, close to the president, could underscore the administration’s seriousness as well as help manage the difficult policy and political process in Washington itself.

2017 is a presidential election year in South Korea, and looks poised to be a particularly difficult one. This will influence Pyongyang’s calculus, as will the still-unknown impact of continued international sanctions. The challenges posed by North Korea have grown greater with time, but there are few new, untried options acceptable to any new administration in Washington. Nonetheless, the new administration must explore what is possible diplomatically and take further steps to defend and deter as necessary. .

Southeast Asia and the South China Sea

The South China Sea is presently a flashpoint, prospectively a turning point, and actually the chief challenge to American policy in Southeast Asia. The risk of China-U.S. escalation makes it a flashpoint. Future historians may call it a turning point if—a big if—China’s campaign for primacy in it and over it succeeds and heralds (a) an eventual incorporation of some portion of Southeast Asia into a Chinese sphere of influence, and (b) a corresponding marginalization of American power in the region.

A new U.S. administration will be inaugurated in January 2017. Unless it wishes to adapt to such outcomes, it should:

(1) renew its predecessor’s refusal to endorse any claim to sovereignty over all, most, or some of the South China Sea and/or its land features made by any of the six contending parties—Brunei, China, Malaysia, the Philippines, Taiwan, Vietnam—pending the validation of such a claim under international law.

(2) strongly encourage all countries, including the contenders, to endorse and implement the authoritative interpretation of the U.N. Convention on the Law of the Sea (UNCLOS) issued on July 12, 2016, by an UNCLOS-authorized court. Washington should also emphasize that it, too, will abide by the judgment, and will strive to ensure American ratification of UNCLOS.

(3) maintain its commitment to engage in publicly acknowledged freedom of navigation operations (FONOPs) in the South China Sea on a regular basis. Previous such FONOPs were conducted in October 2015 by the USS Lassen, in January 2016 by the USS Wilbur, in May 2016 by the USS Lawrence, and in October 2016 by the USS Decatur. The increasingly lengthy intervals between these trips, despite a defense official’s promise to conduct them twice every quarter, has encouraged doubts about precisely the commitment to freedom of navigation that they were meant to convey.

(4) announce what has hitherto been largely implicit: The FONOPs are not being done merely to brandish American naval prowess. Their purpose is to affirm a core geopolitical position, namely, that no single country, not the United States, nor China, nor anyone else, should exercise exclusive or exclusionary control over the South China Sea.

(5) brainstorm with Asian-Pacific and European counterparts a range of innovative ways of multilateralizing the South China Sea as a shared heritage of, and a resource for, its claimants and users alike. .

Global governance

The basic features of the international order established by the United States after the end of World War II have proven remarkably resilient for over 70 years. The United States has played a pivotal role in East Asia, supporting the region’s rise by underpinning geopolitical stability, an open world economy and international institutions that facilitate cooperative relations. Absent U.S. involvement, it is highly unlikely that the vibrant, largely peaceful region we observe today would exist. However, the rise of Asia also poses perhaps the greatest challenge for the U.S.-supported global order since its creation.

Global economic activity is increasingly shifting toward Asia – most forecasts suggest the region will account for about half of the global economy by the midpoint of the 21st century. This shift is creating important incongruities within the global architecture of international organizations, such as the United Nations, International Monetary Fund and World Bank, which are a central element of the U.S.-based international order and remain heavily tilted toward the West in their formal structures, headquarter locations and personnel compositions. This status quo is a constant source of frustration for policymakers in the region, who seek greater voice consummate with their newfound international status. 

The next U.S. administration should prioritize reinvigoration of the global architecture.  One practical step is to move major international organizations toward multiple headquarter arrangements, which are now common in the private sector – this will mitigate the challenges of recruiting talented individuals willing to spend their careers in distant headquarters in the West. The United States should join the Asian Infrastructure Investment Bank, created by China, to tie the institution more closely into the existing architecture, contribute to its success and send a signal that Asian contributions to international governance are welcome. The Asian rebalance should be continued and deepened, with an emphasis on institution-building that reassures our Asian counterparts that the United States will remain a Pacific power. .

Population aging

Among the most pressing policy challenges in Asia, U.S. policymakers should bear in mind the longer-term demographic challenges underlying Asia’s economic and geopolitical resurgence. East Asia and parts of Southeast Asia face the headwinds of population aging. Japan has the largest elderly population in the world and South Korea’s aging rate is even more rapid. By contrast, South Asian countries are aging more gradually and face the challenge of productively employing a growing working-age population and capturing their “demographic dividend” (from declining fertility outweighing declining mortality). Navigating these trends will require significant investment in the human capital of every child, focused on health, education and equal opportunity.

China’s recent announcement of a universal two-child policy restored an important dimension of choice, but it will not fundamentally change the trajectory of a shrinking working-age population and burgeoning share of elderly. China’s population aged 60 and older is projected to grow from nearly 15 percent today to 33 percent in 2050, at which time China’s population aged 80 and older will be larger than the current population of France. This triumph of longevity in China and other Asian countries, left unaddressed, will strain the fiscal integrity of public and private pension systems, while urbanization, technological change and income inequality interact with population aging by threatening the sustainability and perceived fairness of conventional financing for many social programs.

Investment in human capital and innovation in social and economic institutions will be central to addressing the demographic realities ahead. The next administration needs to support those investments as well as help to strengthen public health systems and primary care to control chronic disease and prepare for the next infectious disease pandemic, many of which historically have risen in Asia. .

Trade

Trade policy with Asia will be one of the main challenges of the new administration. U.S. exports to Asia is greater than that to Europe or North America, and overall, U.S. trade with Asia is growing at a faster rate than with any other region in the world. In this regard, the new administration’s approach to the Trans-Pacific Partnership will have important consequences to the U.S. economy.

Anti-globalization sentiment has ballooned in the past two years, particularly in regions affected by the import competition from and outsourcing to Asia. However, some firms and workers have benefited from increasing trade openness. The U.S.-Korea Free Trade Agreement of 2012, for example, led to substantial growth in exports in the agricultural, automotive and pharmaceutical sectors. Yet, there are winners and losers from trade agreements. Using an economist’s hypothetical perspective, one would assume firms and workers in the losing industry move to the exporting sector and take advantage of the gains from trade. In reality, adjustment across industries and regions from such movements are slow. Put simply, a furniture worker in North Carolina who lost a job due to import competition cannot easily assume a new job in the booming high-tech industry in California. They would require high-income mobility and a different skill set.

Trade policy needs to focus on facilitating the transition of workers to different industries and better train students to prepare for potential mobility in the future. Trade policy will also be vital in determining how international commerce is shaped. As cross-border e-commerce increases, it will be in the interest of the United States to participate in and lead negotiations that determine future trade rules. The Trans-Pacific Partnership should not simply be abandoned. The next administration should educate both policymakers and the public about the effects of trade openness and the economic and strategic importance of trade agreements for the U.S. economy.

Scholars have long examined the relationship between nation-states and their "internal others," such as immigrants and ethno-racial minorities. Contested Embrace shifts the analytic focus to explore how a state relates to people it views as "external members" such as emigrants and diasporas. Specifically, Jaeeun Kim analyzes disputes over the belonging of Koreans in Japan and China, focusing on their contested relationship with the colonial and postcolonial states in the Korean peninsula.

Extending the constructivist approach to nationalisms and the culturalist view of the modern state to a transnational context, Contested Embrace illuminates the political and bureaucratic construction of ethno-national populations beyond the territorial boundary of the state. Through a comparative analysis of transborder membership politics in the colonial, Cold War, and post-Cold War periods, the book shows how the configuration of geopolitics, bureaucratic techniques, and actors' agency shapes the making, unmaking, and remaking of transborder ties. Kim demonstrates that being a "homeland" state or a member of the "transborder nation" is a precarious, arduous, and revocable political achievement.

In early May, North Korea held its first Workers’ Party Congress in over three decades. Kathleen Stephens, Stanford distinguished fellow and former ambassador to South Korea, told CNBC’s “Squawkbox” that the meeting was an effort by North Korea to demonstrate consolidated rule under Kim Jong-un. Stephens said she did not anticipate any major announcements at the meeting, but recognized that North Korea faced a “new challenge” in its ally China joining the bid for tougher U.N. sanctions against it in response to its latest nuclear and missile tests.

North Korea today threatened military action against South Korea if it did not end its propaganda broadcasts along the Demilitarized Zone (DMZ) within 48 hours. The broadcasts against the North are being systematically blared by loudspeakers over the border.   

South Korea resumed the broadcasts earlier this week after an 11-year hiatus, in retaliation for North Korea’s planting landmines just outside a South Korean DMZ guard post that crippled two South Korean soldiers on Aug. 4.

David Straub, associate director of the Korea Program at the Walter H. Shorenstein Asia-Pacific Research Center and a former Korean affairs director at the U.S. Department of State, offers insights on the situation. What’s behind the current tensions on the Korean Peninsula?

Fundamentally, the current situation is just another symptom of the underlying problem, which is the division of Korea into two competing states, with one of them—North Korea—having a Stalinist totalitarian system and a Maoist-style cult of personality. Since North Korea can’t compete with the South economically and diplomatically, it uses the threat of force or the actual use of it to try to intimidate South Korea. The North Koreans know that South Korea tends to “blink first” and step back because it is democratic and its leaders are concerned about civilian casualties.

The current situation is also related to the leadership transition in North Korea, with leader Kim Jong Un succeeding his father Kim Jong Il three years ago. Kim Jong Un still feels insecure, which is clearly evidenced by his execution of his powerful uncle Jang Seong-taek in 2013 and many other leaders there as well. To solidify support for his rule, he also manufactures a South Korean threat to rally his people behind him.

What does North Korea want?

North Korea’s immediate demand is that South Korea stop its propaganda broadcasts across the DMZ. The South Korean broadcasts criticize the North Korean system and its leaders, which is something that the North, with its cult of personality, can’t accept. But the South resumed the broadcasts only because the North Koreans recently snuck into the South Korean side of the DMZ and viciously planted landmines just outside a South Korean guard post. These were clearly intended to maim South Korean soldiers. They did just that, blowing the legs off two young men.

The North Korean regime’s long-term aim is not just to survive but also to get the upper hand on South Korea, and eventually try again to reunify the peninsula on its own terms. That explains why North Korea behaves as it does, rather than reform its system and reconcile with the South.

The North also demands an end to all U.S. and South Korean military exercises on the peninsula—even though the North has a much larger military than the South and U.S. forces there combined and is developing nuclear weapons and other weapons of mass destruction. Ultimately, the North wants to end the U.S.-South Korean alliance and see U.S. forces withdrawn from the peninsula, in the belief that it will open the way to eventual victory over the South.

Why did the South resume the broadcasts? Was it a good idea?

South Korea resumed the loudspeaker broadcasts in retaliation for the maiming of two of its soldiers on August 4th. Rather than retaliate by attacking militarily, the South resumed the loudspeaker broadcasts because the South Korean military knows that North Korean leaders hate them.

The South Korean military believes that North Korean leaders hate the broadcasts because they are effective in educating young North Korean soldiers and civilians in earshot about the nature of the regime and its leaders. The South Korean military seems to assume that the broadcasts are effective in that regard because they anger the North Korean leaders so much. But I think the reason the broadcasts anger the North Korean leaders is due to the cult of personality. The North Korean system can’t accept the idea of its leaders being criticized.

So I don’t think it was necessarily a wise step on the part of the South Korean military to resume the broadcasts. On the other hand, politically, by crippling two South Korean soldiers, the North Koreans had left South Korea with no option but to respond in some way. After the North Koreans killed fifty South Koreans in two separate sneak attacks five years ago, the South Korean government warned that it was not going to sit back the next time. The resumption of the broadcasts has further raised tensions but, frankly, given the danger of war on the peninsula, the South doesn’t have a lot of good ways to respond to North Korean provocations.

How serious is the situation?

North Korea has now threatened military action in 48 hours if South Korea doesn’t end the propaganda broadcasts. The North often makes threats. Usually, it doesn’t carry them out, but sometimes it does.

The United States and South Korea are conducting an annual military exercise together in the South until the end of August—something else that the North Koreans are demanding an end to. Most experts feel that the North is unlikely to launch a major provocation while the American presence is bolstered and the U.S. and South Korean militaries are paying full attention. The North Korean leaders know they are weaker than our side, so they usually avoid frontal assaults and instead engage in sneak attacks, at times and places and in ways of their own choosing.

There is more uncertainty in recent years because of the aggressive and threatening behavior thus far of Kim Jong Un, who is young and inexperienced. He seems anxious about his position in the North and prepared to take risks to bolster it, including rallying the people behind him by raising tensions with the South. We also don’t know if the North feels freer to engage in major provocations because it has developed at least a handful of nuclear devices since its first nuclear test in 2006.

So I myself wouldn’t be afraid to visit Seoul now but the situation bears even closer watching than usual.

Scholar and senior journalist Kim Hakjoon provides a timely analysis of the rise of the Kim Il Sung family dynasty and the politics of leadership succession in Pyongyang, including Kim Jong Il’s death and the advent of his son Kim Jong Un. Drawing on official North Korean statements and leaked confidential documents, journalistic accounts, and defector reports, the book synthesizes virtually all that is known about the secretive family and how it operates within a bizarre governing system. Particularly valuable for a Western audience is the author’s extensive use of South Korean studies of the Kim family, many of which have not been translated into English. Dynasty is insightful reading for officials, journalists, scholars, and students interested in the Korean Peninsula and its prospects.

‌Kim Hakjoon is president of the Northeast Asian History Foundation, a state-sponsored research institute on international relations and historical issues among the two Koreas, China, Japan, Mongolia, Russia, and the United States. Kim previously served as the president of the University of Incheon and president of the Korean Political Science Association. He has written extensively on North Korea and South Korean politics. He is currently on leave as the endowed chair professor of Korean studies at DanKook University, South Korea.

As people around the world look to support earthquake relief efforts in Nepal, scholars from Stanford and the London School of Economics and Political Science offer new research that can help donors make better decisions about where and how to contribute their money.

“NGO reports tend to focus on quantity in delivery, such as numbers of homes and people served—but not on quality,” write Yong Suk Lee (Stanford) and J. Vernon Henderson (LSE).

In a forthcoming paper, the coauthors evaluate reconstruction efforts in Indonesia following the 2004 earthquake and tsunami, and find two trends: aid agencies that directly execute their services—point-to-point—perform the highest quality work. And, when agencies contract their services, higher quality work is performed when a global, not domestic, implementer completes the work.

Knowing this reality, and with improved disclosure of outcomes, the coauthors hope that donors would be able to make more informed choices.

Through fieldwork and three rounds of surveys – in 2005, 2007 and 2009 – Henderson and Lee investigated aid work in Aceh, an area of coastal villages in northern Indonesia (Figure 1).

Humanitarian efforts there focused on “hard aid” such as construction of houses and fishing boats. Total aid delivered amounted to $7.7 billion and was implemented by international and domestic aid agencies—some directly and some as contractors—as well as the Indonesian government.

First, Henderson and Lee conducted a pilot survey, and then with a cohort of surveyors from the University of Indonesia, held interviews with village leaders and fishing families. Participants were asked to rate their housing accommodation, and if applicable, how their fishing activity compared to before the disaster.

“Mostly, we sat with villagers to see how willing they were to talk about aspects of aid,” Lee said. “Since it was several years after the tsunami hit, people were pretty open throughout the process.”

Data from those surveys was combined with information from the Recovery Aceh-Nias relief project database maintained by the government and the U.N., as well as demographic information provided by participants.

Delivering aid: Global v. local

Empirical analysis revealed that aid agencies such as the Red Cross and Catholic Relief Services reflected higher quality aid delivery (at a mean quality near 3.00), while agencies such as Save the Children and Concern Worldwide reflected lower quality (at a mean quality between 1.0-1.5).

“What’s surprising is that reputation didn’t really line up with what was expected,” Lee said, citing a few renowned agencies that didn’t receive high marks.

Lee said this could be explained by the fact that aid agencies that specialize in disaster recovery are better equipped, while a learning curve might exist for agencies with wider missions.

Global aid agencies are more likely to have logistical experience given their reach across multiple disaster situations. And while all NGOs face reputational costs for their results, global aid agencies are greater exposed to criticism because, by size, they’re more visible.

Yet, while global aid agencies and implementers may have the raw skills, local implementers have the cultural know-how.

“Local implementers might not have the most experience – like how to construct a house or manufacture a fishing boat – but they will likely know what’s actually desired,” Lee said. “So, there are obvious tradeoffs at play.”

For example, villagers reported bad ventilation in houses. This was because some aid agencies used small windows and concrete instead of wood material more traditionally used in Indonesia. Some boats were impossible to use because of improper design; they sank upon first use or fell apart after a few months.

Logistics and oversight

Aid delivery depends in many ways on the location and scale of the disaster. But, a few main aspects can determine if an aid agency doing its own work or operating as an implementer meets or exceeds expectations.

Henderson and Lee suggest that agencies that were highly supervisory had greater positive outcomes from their workers. In the case of Aceh, better monitoring and insistence on quality by leadership is a likely corollary between construction of better quality homes and boats.

“Rather than just give money, NGOs need to really oversee the projects. Organization and management are essential facets,” Lee said. “And that requires a lot of additional effort on their part.”

Oversight is especially relevant in disaster situations because of the often-overwhelming need for reconstruction. A flood of less-skilled workers enters the market to fill this gap, and on average the quality of work degrades.

“It’s much more difficult to impose quality control at this point,” Lee said. “So the implication that comes out of it is how does the implementer effectively utilize less-skilled workers.”

Getting to know the implementers and evaluating their work in-progress would help ensure quality on behalf of the aid agency. And, better dissemination of information about aid outcomes would help assure donors that their monies are being applied in the best possible way.

Future study

Most “hard aid” delivered to Aceh’s villages had finished by 2010, but “soft aid” such as democracy promotion and women’s empowerment stayed longer.

Henderson and Lee conducted one final survey in 2011. The data has been offered as open source material for researchers along with the larger data set.

Noting this, Lee said, “We’re thrilled that people are looking into the data further. It’s exactly what we wanted.”

Research projects applying the data include the impact of the tsunami on Aceh’s local economies and health effects on the population, among other areas.

Ban Ki-moon, the eighth secretary-general of the United Nations, will deliver a public speech at Stanford University on Friday, June 26.

Ban’s visit will highlight the 70th anniversary of the founding of the U.N., part of a larger trip to the Bay Area to commemorate the San Francisco Conference, where the charter establishing the U.N. was signed in 1945. After his speech, he will participate in a question and answer session with Ambassador Kathleen Stephens, the U.S. ambassador to the Republic of Korea (2008-11).

The Stanford event will take place at 3 p.m. RSVP is required by June 24; seating is first come, first served. Media must pre-register by 9 a.m. on June 25.

It is Ban’s second visit to Stanford in under three years. In Jan. 2013, he delivered a speech to mark the occasion of the Walter H. Shorenstein Asia-Pacific Research Center (APARC)’s thirtieth anniversary.

“I believe we face a unique opportunity,” Ban said in Dinkelspiel Auditorium. “Because the changes we face are so profound – the decisions we make will have a deeper and more lasting impact than perhaps any other set of decisions in recent decades.”

Calling on students to be ‘global citizens,’ he spoke about the ongoing crisis in Syria, the mandate to act on climate change, and the need for a sustainable peace worldwide.

“Growing up, the U.N. was a beacon of hope for me and my country,” he said. “I urge you to harness that same spirit and make a difference.”

Ban was born in the Republic of Korea in 1944. As a youth, more than fifty years ago, Ban visited California during his first trip to the United States with a Red Cross, saying “my trip here opened my eyes to the world.” He has since held a 37-year career in public service in the Ministry of Foreign Affairs, including the role of minister of foreign affairs and trade, foreign policy advisor and chief national security advisor to the president.

“It’s truly our pleasure to host Secretary-General Ban Ki-moon on the seventieth anniversary of the U.N.,” said Gi-Wook Shin, a Stanford professor and director of Shorenstein APARC. “The U.N. has had a profound impact on the shaping of global order in the postwar era. And Ban’s leadership has steered the organization toward the world’s most pressing aims.”

Ban is reaching the end of his term as secretary-general. He assumed office in Jan. 2007 and was reelected for a second term in June 2011. Over his tenure, Ban has led a major push toward peace and non-proliferation activities, youth, women’s rights and the environment. He has urged leaders of China, Japan and South Korea to work harder on reconciliation over the wartime past to ensure long-term stability in the region.
