Victor Cha of Georgetown University and Ramon Pacheco Pardo of King's College, London team up to explore the history of modern Korea, from the late nineteenth century, Japanese occupation, and Cold War division to democratization, nuclear weapons, and BTS. A country situated amongst the world’s largest powers—including China, Japan, Russia, and the United States—Korea’s fate has been affected by its geography and the strength of its leadership and society. Cha and Pardo shed light on the evolving identities of the two Koreas, explaining the sharp differences between North and South, and prospects for unification.

Victor Cha is president of the Geopolitics and Foreign Policy Department and Korea Chair at the Center for Strategic and International Studies (CSIS). He is also the distinguished university professor and professor of government at Georgetown University. He was appointed in 2021 by the Biden administration to serve on the Defense Policy Board in an advisory role to the secretary of defense. From 2004 to 2007, he served on the National Security Council (NSC) and was responsible for Japan, Korea, Australia/New Zealand, and Pacific Island nations. Dr. Cha was U.S. deputy head of delegation at the Six Party Talks and received two outstanding service commendations during his tenure at the NSC. He is the author of eight books, including the award-winning Alignment Despite Antagonism: The United States-Korea-Japan Security Triangle (Stanford, 1999) (winner of the 2000 Ohira Book Prize), The Impossible State: North Korea, Past and Future (Ecco, 2012) selected by Foreign Affairs as a “Best Book on the Asia-Pacific for 2012", Powerplay: Origins of the American Alliance System in Asia (Princeton, 2018), Korea: A New History of South and North (Yale, 2023), and The Black Box: Demystifying the Study of Korean Unification and North Korea (Columbia University Press, 2024). He serves on the board of the National Endowment for Democracy and is a senior fellow at the George W. Bush Institute. He is also a foreign affairs contributor for MSNBC and NBC News. Professor Cha received his PhD, MIA and BA degree from Columbia University and a BA Honors from Oxford University.

Ramon Pacheco Pardo is Professor of International Relations at King’s College London and the KF-VUB Korea Chair at the Brussels School of Governance of Vrije Universiteit Brussel. He is also King's Regional Envoy for East and South East Asia, helping to shape and implement the university's strategy for the region. He is also Adjunct Fellow (Non-Resident) with the Korea Chair at CSIS, Scientific Council member at Elcano Royal Institute, Steering Committee member at CSCAP EU, Advisory Committee member at Jeju Forum and Advisory Committee member at the Reset Korea Campaign of JoongAng Ilbo, a major Korean newspaper. He has held visiting positions at Korea University, the Lee Kuan Yew School of Public Policy and Melbourne University. His publications include the books North Korea: Survival of a Political Dynasty (Agenda Publishing, 2024), Korea: A New History of South & North (Yale University Press, 2023; with Victor Cha), South Korea's Grand Strategy: Making Its Own Destiny (Columbia University Press, 2023), Shrimp to Whale: South Korea from the Forgotten War to K-Pop (Hurst and Oxford University Press, 2022) and North Korea-US Relations from Kim Jong Il to Kim Jong Un (Routledge, 2019). Prof Pacheco Pardo has participated in track 1.5 and 2 dialogues with China, Japan, North Korea, South Korea and the United States. He has testified before the European Parliament and consulted and advised NATO, the OECD and the governments of Canada, the EU, South Korea, Spain, the UK and the United States as well as several private firms, among others. Professor Pacheco Pardo is a regular columnist with JoongAng Ilbo. He is also a frequent media commentator on North East Asian and affairs and Europe-East Asia and Europe-Indo-Pacific relations.

To understand the transformation of Korean food from an “ethnic curiosity” into one of the world’s hottest cuisines, the Korea Program at Shorenstein APARC brought together culinary experts and  academics at the conference “Korean Cuisine Gone Global.” Held on April 11, 2024, the scholars offered insights into the transformation of Korean cuisine, the role of race and place in its success story, and new directions in studying food and Korean culture. Their papers are collected in this volume.

The conference also featured celebrity chef Judy Joo, a renowned television star, an international restaurateur, and owner of the famed Seoul Bird, and Ryu Soo-young, an acclaimed actor turned culinary maestro. 

About the Contributors

Rebecca Jo Kinney is an interdisciplinary teacher and scholar of American Studies and Ethnic Studies, and an associate professor at the School of Cultural Studies at Bowling Green State University. Kinney’s award-winning first book, Beautiful Wasteland: The Rise of Detroit as America’s Postindustrial Frontier (University of Minnesota Press, 2016), argues that contemporary stories told about Detroit’s potential for rise enable the erasure of white supremacist systems. Her research has appeared in American Quarterly, Food, Culture & Society, Verge: Studies in Global Asia, Radical History Review, and Race&Class, among other journals. Her second book, Mapping AsiaTown Cleveland: Race and Redevelopment in the Rust Belt, is forthcoming from Temple University Press in 2025. She is working on a third book, Making Home in Korea: The Transnational Lives of Adult Korean Adoptees, based on research undertaken while a Fulbright Scholar in South Korea. 

Robert Ji-Song Ku is an associate professor of Asian and Asian American Studies at Binghamton University (SUNY) and the managing editor of Foundations and Futures: Asian American and Pacific Islander Multimedia Textbook of the Asian American Studies Center at UCLA. His teaching and research interests include Asian American studies, food studies, and transnational and diasporic Korean popular culture. Prior to Binghamton, he taught at Cal Poly, San Luis Obispo, and Hunter College (CUNY). He is the author of Dubious Gastronomy: Eating Asian in the USA (University of Hawai‘i Press, 2014) and co-editor of Eating More Asian America: A Food Studies Reader (NYU Press, forthcoming 2025), the sequel to Eating Asian America (NYU Press, 2013). He is also co-editor of Pop Empires: Transnational and Diasporic Flows of India and Korea (University of Hawai‘i Press, 2019) and Future Yet to Come: Sociotechnical Imaginaries in Modern Korea (University of Hawai‘i Press, 2021), as well as the Food in Asia and the Pacific series for the University of Hawai‘i Press. Born in Korea, he grew up in Hawai‘i and currently lives in Culver City, California. 

Jooyeon Rhee is an associate professor of Asian Studies and Comparative Literature and director of the Penn State Institute for Korean Studies. She specializes in modern Korean literature and culture. Her main research concerns Korean popular literature, with particular emphasis on transnational literary exchanges and interactions. Currently, she is writing her second book on cultural imaginations of crime and deviance manifested in late colonial Korean detective fiction. Her other research interests include diasporic art and literature and food studies. 

Dafna Zur (editor) is an associate professor of Korean literature and culture in the Department of East Asian Languages and Cultures and director of the Center for East Asian Studies at Stanford. Her first book, Figuring Korean Futures: Children’s Literature in Modern Korea (2017), interrogates the contradictory political visions made possible by children’s literature in colonial and postcolonial Korea. Her second project explores sound, science, and space in the children’s literature of North and South Korea. She has published articles on North Korean popular science and science fiction, translations in North Korean literature, the Korean War in children’s literature, childhood in cinema, children’s poetry and music, and popular culture. Zur’s translations of Korean fiction have appeared in wordwithoutborders.org, Modern Korean Fiction : An Anthology, and the Asia Literary Review

In 2010, while working on a PhD in South Korea, Andray Abrahamian visited the other Korea, a country he had studied for years but never seen. He returned determined to find a way to work closely with North Koreans. Ten years and more than thirty visits later, Being in North Korea tells the story of his experiences helping set up and run Choson Exchange, a non-profit that teaches North Koreans about entrepreneurship and economic policy.

Abrahamian was provided a unique vantage into life in North Korea that belies stereotypes rampant in the media, revealing instead North Koreans as individuals ranging from true believers in the system to cynics wishing the Stalinist experiment would just end; from introverts to bubbly chatterboxes, optimists to pessimists. He sees a North Korea that is changing, invalidating some assumptions held in the West, but perhaps reinforcing others.

Amid his stories of coping with the North Korean system, of the foreigners who frequent Pyongyang, and of everyday relationships, Abrahamian explores the challenges of teaching the inherently political subject of economics in a system where everyone must self-regulate their own minds; he looks at the role of women in the North Korean economy, and their exclusion from leadership; and he discusses how information is restricted, propaganda is distributed and internalized, and even how Pyongyang’s nominally illicit property market functions. Along with these stories, he interweaves the historical events that have led to today’s North Korea.

Drawing on the breadth of the author’s in-country experience, Being in North Korea combines the intellectual rigor of a scholar with a writing style that will appeal to a general audience. Through the personal elements of a memoir that provide insights into North Korean society, readers will come away with a more realistic picture of the country and its people, and a better idea of what the future may hold for the nation.

About the Author

Andray Abrahamian is a non-resident fellow at the Korea Economic Institute, a visiting scholar at George Mason University Korea, and a senior adjunct fellow at Pacific Forum. During the 2018-19 academic year, he was the Koret Fellow in Korean Studies at Stanford University’s Shorenstein Asia-Pacific Research Center.

Andray was heavily involved in Choson Exchange, a nonprofit organization that trains North Koreans in economic policy and entrepreneurship, where he previously served as executive director and research director. That work, along with sporting exchanges and a TB project, has taken him to the DPRK over 30 times. He has also lived in Myanmar, where he taught at Yangon University and consulted for a risk management company. His research comparing the two countries resulted in the publication of North Korea and Myanmar: Divergent Paths (McFarland, 2018). His expert commentary on Korea and Myanmar has appeared in numerous outlets, including the New York Times, the Washington Post, Foreign Policy, and Reuters. 

Andray holds a PhD in international relations from the University of Ulsan, South Korea, and an MA from the University of Sussex, where he studied media discourse on North Korea and the U.S.-ROK alliance. He speaks Korean, sometimes with a Pyongyang accent.

Won-Gi Jung (BA '20, History and East Asian Studies) has been awarded the ninth annual Korea Program Prize for Writing in Korean Studies for his paper, "The Making of Chinatown: Chinese migrants and the production of criminal space in 1920s Colonial Seoul." "Jung has written a thoroughly researched, beautifully crafted and convincingly argued honors thesis, that was sparked by his interest in colonial Korea’s articulation of its ‘Chinese problem,’ a crisis that resulted in anti-Chinese riots and massive relocation of migrants back to China," notes Dafna Zur, Associate Professor, Korean Literature and Culture and Director of the Center for East Asian Studies. Sponsored by the Korea Program and the Center for East Asian Studies, the writing prize recognizes and rewards outstanding examples of writing by Stanford students in an essay, term paper or thesis produced during the current academic year in any discipline within the area of Korean studies, broadly defined. On the centennial of the March First Independence Movement of Korea, APARC Director Gi-Wook Shin and Rennie Moon, associate professor at Yonsei University’s Underwood International College and former Koret fellow in Korean studies at APARC, discuss the origins of the movement and its impact and legacy for anti-imperialist movements in Asia and beyond.

The year 2019 is the centennial of several anti-colonialist movements that emerged in Asia, including the March First Movement of Korea. On that day a century ago, protesters shouting “Mansei!” (“Long live Korean independence!”) gathered in Seoul and formed what would become the first nationwide political protest in Korea under Japanese colonial rule. Although the movement failed to achieve national sovereignty, it left important legacies for Korea and other parts of Asia under foreign dominance.

In a new essay for The Journal of Asian Studies,1919 in Korea: National Resistance and Contending Legacies,” APARC Director Gi-Wook Shin and Rennie Moon, associate professor at Yonsei University’s Underwood International College and former Koret fellow in Korean studies at APARC, discuss the origins of the March First Movement, its impact on colonial Korea and other parts of Asia that fought against imperialist dominance, and its implications for postcolonial and contemporary Korea, North and South. Their essay is part of the journal’s special forum entitled “Anti-colonialism in Asia: The Centenary of 1919,” which explains why 1919 was not only a single year of important events in Asia, but also a center point for the larger movements of anti-colonialism that emerged globally in the early decades of the twentieth century.

Korea became Japan's protectorate in 1905 and was “annexed” to Imperial Japan five years later. Soon after, Koreans experienced a decade of severe suppression and minimal rights under a brutal military colonial regime. In the aftermath of World War I, however, Shin and Moon write, the international geopolitical climate began to shift. Inspired by the Russian revolution of 1917 and by Wilsonian ideals of national self-determination, Korean intellectuals and leaders began secretly collaborating both inside Korea and abroad, with support from religious leaders and their nationwide mobilizing networks.

On March 1, 1919, twenty-nine leaders gathered in downtown Seoul and read aloud a declaration for Korean independence, sparking a movement that spread quickly from Seoul and Pyongyang throughout the country, with more than one million people protesting. The Japanese, who were caught by surprise, responded with brutal crackdown on protestors.

The March First Movement eventually did not achieve national independence from Japanese rule, but it forced Japan to shift from the earlier military rule to a colonial policy known as bunka seiji (cultural rule), which selectively accommodated Korean demands in nonpolitical spheres and gave rise to many cultural, educational, and media organizations and activities.

It also left Korean leaders divided over what to do next, leading to a schism between moderates, who were willing to work with the new cultural policy in preparation for future national independence, and the socialist radicals, who rejected compromise and went on to establish the Korean Communist Party in 1925. This bifurcation, note Shin and Moon, is seen by many scholars “as the primary origin of the postcolonial national division that would incite a civil war in 1950.”

South Korea recognizes the March First Movement as the basis of the founding of the republic, though conservatives and progressives still disagree about its founding date. When the Democratic People's Republic of Korea was established in the North, however, it downgraded and rewrote the movement in various ways to fit it into its own version of history that traces the legitimacy of the regime to an anti-imperialist, democratic revolution spearheaded by Kim Il-Sung, who became the leader of the DPRK after 1945.

Beyond Korea, explain Shin and Moon, the March First Movement influenced the rise of the anti-imperialist May Fourth Movement in China two months later, inspired the 1919 anti-imperialist resistance that took place in the Philippines and Egypt, and was an impetus that can be seen in the Satyagraha, or nonviolent resistance in India. “By considering the March First and other political movements of 1919 in other Asian countries from a comparative, transnational perspective,” Shin and Moon say, “we can recognize interrelationships and diffusion processes traditionally ignored in historical writings prior to the ‘historiographic revolution’ in the 1990s.”

How can Korean studies faculty cultivate supportive and critical scholarly communities with graduate students? What can be done to overcome the severe constraints on Korean language training in North America? Why is there a dearth of Korea scholarship in academic literature? And how should Korean studies librarians prepare for the future in the light of new technologies and young researchers’ increasing interest in digital scholarship?

These were some of the questions examined at a two-day conference, “Future Visions: Challenges and Possibilities of Korean Studies in North America,” convened by the Korea Program of Stanford’s Shorenstein Asia-Pacific Research Center (APARC) on November 1-2. Co-sponsored by the Seoul-based Foundation Academia Platonica, the conference, the first of its kind, gathered distinguished Korean studies scholars from twelve North American institutions to consider the state of the field, assess its challenges, and carry forward a vision for its future direction and potential. Its six unique panels focused not only on the major disciplines of Korean studies—history, literature, and the social sciences—but also on language education, library collections and services, and Korean Wave.

“The presentations and discussions by our fellow experts reflected the breadth and depth of Korean studies in North America,” says APARC Director and the Korea Program Director Gi-Wook Shin. “Our program was established at Stanford in 2001 and has since become a leader in Korean studies in North America, so it is a special privilege for us to bring together colleagues from eminent institutions around the continent to further advance Korean studies education and research in the academic and policy worlds, and to build upon our track record of action and achievements.”

“The field of Korean studies, however,” notes Shin, “has significantly changed over the past seventeen years and it isn’t without its challenges. This is our opportunity to consider frankly where we go next and how we could explore the path ahead together.”

Conference participants indeed engaged in deep conversations and shared ideas and dilemmas regarding teaching in the different disciplines of Korean studies in North America. Harvard sociologist Paul Chang listed three types of challenges facing the field: publication, academic, and professional challenges. David C. Kang, professor of international relations and director of the Korean Studies Institute at the University of Southern California, emphasized the publication challenge: why is it, asked Kang, that top academic journals in the discipline of political science and international relations publish so much more scholarship about Europe than they do about Korea and Asia at large, even while the rise of Asian nations is surely one of the most consequential issues of the twenty-first century? The onus, Kang argued, comes back to East Asia scholars “to produce better and more compelling scholarship, and to better train graduate students.”

Yet complex issues surround the question of how to broaden graduate coursework—and whether to do so. Korean language and linguistics expert Ross King, head of the department of Asian Studies at the University of British Columbia in Vancouver, Canada, was one of several panelists who considered the obstacles to graduate training, among different aspects of academic challenges facing the field of Korean studies. King probed into how Sinocentrism and what he called the “Mandarin conceit”—that is, the notion that training in Literary Sinitic should be predicated on a near-native proficiency in modern Mandarin Chinese—are emerging as a major stumbling block to the study of premodern Korean literary culture. He also pointed to the constraints on language training in both Korean and hanmun in North America, which, he claimed, is why we can probably anticipate continued decrease in the number of ethnically non-Korean (non-Korea-educated) graduate students undertaking graduate study in Korean literature.

Sung-Ock Sohn, who coordinates the Korean language program in the department of Asian languages and cultures at the University of California – Los Angeles, further shed light on King’s prediction. She explained that while enrollments in Korean language classes have shown a sharp increase in American higher education institutions in the past decade, particularly at the introductory level and among ethnically non-Korean students, there is a high attrition rate of students from an introductory to advanced Korean classes nationwide.

How should the field move forward?

Participants proposed a host of ideas to that end. These included helping graduate students collaborate with colleagues in Korea; dedicating funding for junior faculty to spend periods of time before tenure conducting research and honing language skills in Korea at appropriate institutions, and for mid-career scholars to spend a year in Korea; emphasizing the application of social science theories and methods to premodern and modern East Asia; motivating scholars to apply a comparative lens to the study of the historical and contemporary experience of East Asia; and integrating linguistic and cultural diversity in Korean language classes by, for example, incorporating service learning in authentic contexts and extending the content spectrum to include topics such as Korean popular culture.

Korean Wave was the focus of the conference’s widely attended closing panel that featured K-pop star Siwon Choi, a member of Korean boy band Super Junior, and multi-platinum music producer Dominique Rodriguez, managing director of SM Entertainment USA. They spoke about the global reach of Korean pop music and some of the ways in which Korean popular culture could stimulate interest in Korean studies. Dafna Zur, assistant professor in Stanford’s department of East Asian languages and cultures, who chaired the panel, challenged her students to consider “what it means not just to monetize culture but to design culture with specific markets and audience in mind.” The Stanford Daily published a detailed article on the panel.

The Korea Program invites junior faculty, post-doctoral fellows, and graduate students to apply for travel awards to attend an upcoming two-day conference organized by the Korea Program at Stanford' Asia-Pacific Research Center. The workshop titled "Future Visions: Challanges and Possibilities of Korean Studies in North America" will be held on November 1st and 2nd, 2018 at Stanford University.

About the conference:

“Future Visions: Challenges and Possibilities of Korean Studies in North America,” is designed to bring together leading scholars in the fields of language education, literature, history, social sciences, and library studies. Each panel will consist of three-four scholars who will be tasked with presenting a report on the state of the field. The purpose of the panels is to generate discussion around some of the following questions: 

  • What are the research trends in each field?
  • What kinds of directions can we expect in the near future?
  • What are some of the disciplinary or other challenges in each field?
  • How does each field interact with related fields?
  • What are some of the limitations and possibilities around graduate student training?
  • How can faculty with graduate students cultivate supportive and critical scholarly communities?
  • ​How are junior faculty encouraged, and what institutional structures may offer better support?

Accepted applicants are expected to actively participate in discussion sessions and to engage in networking with other scholars during the 2-day conference.
