This lecture will examine the origins of the Cold War in East Asia, how early the Cold War came to Korea, how the Korean War transformed the containment doctrine, how it solidified the continuing divisions in East Asia, and how it transformed defense policy in the United States, leading to a far-flung structure of seemingly permanent military bases in South Korea, Japan, Germany, and many more countries that lasts down to 2010.  Professor Cumings will also examine problems of history and memory regarding what most Americans call "the forgotten war."

Bruce Cumings teaches international history, modern Korean history and East Asian political economy at the University of Chicago, where he has taught since 1987 and where he is the Gustavus F. and Ann M. Swift Distinguished Service Professor and the chairman of the History Department.  He received his Ph.D. from Columbia University in 1975. He has taught at Swarthmore College (1975-77), the University of Washington (1977-86), and Northwestern University (1994-97). He is the author of the two-volume study, The Origins of the Korean War (Princeton University Press, 1981, 1990), War and Television (Visal-Routledge, 1992), Korea's Place in the Sun: A Modern History (W. W. Norton, 1997; updated ed. 2005), Parallax Visions: Making Sense of American—East Asian Relations (Duke University Press, 1999; paperback 2002), North Korea: Another Country (New Press, 2003), co-author of Inventing the Axis of Evil  (New Press, 2004), and is the editor of the modern volume of the Cambridge History of Korea (forthcoming). He is a frequent contributor to The London Review of Books, The Nation, Current History, the Bulletin of the Atomic Scientists, and Le Monde Diplomatique. The first volume of his Origins won the John King Fairbank book award of the American Historical Association for the best book on East Asia in the previous two years, and the second volume won the Quincy Wright book award of the International Studies Association. He was elected to the American Academy of Arts and Sciences in 1999, and is the recipient of fellowships from the Ford Foundation-funded Foreign Area Fellows program, NEH, the MacArthur Foundation, the Center for Advanced Study at Stanford, and the Abe Fellowship Program of the Social Science Research Council. He was also the principal historical consultant for the Thames Television/PBS 6-hour documentary, Korea: The Unknown War. He recently published Dominion From Sea to Sea: Pacific Ascendancy and American Power, which was ranked as one of the top 25 books of 2009 by the Atlantic Monthly. Random House will publish his short book, The Korean War, on the war’s 60th anniversary in 2010. He is also contracted to publish a new, single-volume synoptic edition of The Origins of the Korean War.

This talk will examine the evolution of Korean strategic thought on regionalism, with particular focus on regional security cooperation:

  1. How does South Korean regional thinking differ from that of its neighbors, and how has it evolved over time?,
  2. Was there any discernable strategic thought to realize regional aspirations during the cold war era, and afterward how has it responded to the dynamics of regionalism in Northeast Asia?,
  3. Is South Korean strategic thought on regionalism long-term, goal-oriented, and consistent? Does it set priorities, recognize trade-offs, and change in response to actual results or new developments in the region? How do competing visions of domestic forces define its scope and direction?,
  4. Under what circumstances has Seoul given regional multilateral cooperation a prominent place in its strategic thinking and national security doctrine? Is it based on careful deliberations and a realistic understanding of costs and benefits?,
  5. Wither to the 6 Party Talks (given North Korea said the Talks are dead) and a five-party proposal by Profesident Lee Myung Bak, about which China seems reluctant?

The speaker will review Seoul’s strategic thought on regional multilateral cooperation in Northeast Asia during and after the cold war, followed by consideration of the challenges and opportunities for growing regionalism with Korean “centrality.”

Shin-wha Lee is currently a visiting professor at School of International and Public Affairs (SIPA), Columbia University and also serving as a Scholar-in-Residence at the Korean Permanent Mission to the United Nations.  She worked at the World Bank and the UN High Commissioner for Refugees (UNHCR) in Sudan. She served as Special Advisor to the United Nations, 'Rwandan Independent Inquiry,' Chair's Advisor of East Asian Vision Group (EAVG), and Coordinator of UNESCO Chair on Peace, Democracy and Human Rights.  She has published numerous articles and books on global security, international  organizations, East Asian security cooperation, UN peacekeeping operations, and nontraditional security such as environmental and human security. Lee holds a Ph.D. in Government and Politics from the University of Maryland at College Park.

Few regions rival the Korean Peninsula in strategic importance to U.S. foreign policy. For half a century, America has stationed tens of thousands of troops in South Korea to defend its ally from the threat of North Korean aggression. South Korea, in turn, is critical to the defense of Japan, another ally and the linchpin of American interests in East Asia. The rise of a nuclear-armed North has upped the ante.

Yet despite the stakes, the two Koreas have registered only episodically on the radar of the United States. The troubling gap between American perceptions of the peninsula and its strategic importance remained an unexplored phenomenon until now. First Drafts of Korea breaks new ground in examining how the American mass media shape U.S. perceptions of both Koreas and, as a result, influence U.S. foreign policy.

Beginning with a detailed analysis of American newspaper coverage of Korea between 1992 and 2003, the book features essays by Western journalists and senior U.S. officials with firsthand experience on the peninsula over the past two decades. These include frank accounts of the unique frustrations of covering Kim Jong-il's North Korea, undoubtedly the most closed and media-unfriendly nation on earth.

Addressing topics ranging from the democratization of South Korea in the 1980s to today's deteriorating nuclear crisis, the book's distinguished contributors offer unique insights into American media coverage of the peninsula and its impact on policymaking in Washington. What emerges is a complex, shifting portrait of two rival nations sharing one peninsula whose future remains inextricably linked to the global security interests of the United States.

In these uncertain times, the new Obama administration has an important opportunity to transform our vitally important alliance with the Republic of Korea (ROK, or South Korea) into a broader and deeper regional and even global partnership. South Korean President Lee Myung- bak is committed to the concept, and he has four more years in office to work with President Obama on it. The South Korean public also feels considerable goodwill toward President Obama. South Korea is key to American interests in dealing with North Korea and China, and, as the world’s thirteenth-largest economy, it is a factor in all regions of the world.

The group's observations and recommendations on key U.S.-ROK issues:

  • North Korea: The United States should consider bilateral talks with North Korea to explore whether a new mix of inducements and pressures might achieve U.S. and South Korean goals. Close coordination with the ROK and Japan is essential.
  • Military Cooperation: The United States should fully implement the Bush administration initiatives to realign U.S. Forces Korea and transfer wartime operational control of South Korean forces to the ROK as scheduled in 2012.
  • Economic Cooperation: Congress needs to approve in a timely manner the bilateral free trade agreement with South Korea (KORUS FTA).

David Straub, the acting director of Korean Studies Program, argues that Obama administration will finally give diplomacy a chance to deal with the North Korean nuclear problem. He stresses that Senator Obama understands the difficulties of dealing with North Korea and will proceed carefully. If North Korea does not respond to this more nuanced American approach, he concludes, the international community is likely to be more supportive of U.S. efforts to constrain North Korean behavior.

Among conservatives in Korea and other American allied countries, there seems to be some anxiety about the election of a relatively unknown, young African-American liberal as the next American president. Typically, when a new U.S. president is elected, American diplomats seek to reassure allies by telling them that the incoming president will pursue fundamentally the same policies as the outgoing president. However, President Obama clearly will adopt a significantly different foreign policy than President Bush, including toward North Korea.

Obama’s soaring rhetoric has led to a widespread (and correct) impression of him as idealistic, but the long presidential campaign also revealed him to be a disciplined politician and a skillful manager. His foreign policy will be much closer to the prudent realpolitik of President Bush’s father than it will be to the “neo-con” approach of President Bush himself.
And while it is true that Obama does not have deep experience in foreign affairs, his youthful years spent in Indonesia and Hawaii, taken together with his successful navigation of American society as a young African-American man, have given him a genuine empathy for different peoples and cultures. He has the self-confidence and intelligence to listen with an open mind to others and then carefully to make his own decisions.

President Obama’s policy toward North Korea will defy stereotypes of the past. In some ways he will be “softer” on North Korea than President Bush; in other ways, he will be “tougher.”  Like President Bush and his predecessors, President Obama will take the position that he can never accept a North Korea with nuclear weapons. On the other hand, Obama will not engage in bluster such as “all options are on the table,” which most South Koreans reject and which only plays into the DPRK’s hands.

Instead, Obama will finally give diplomacy a fighting chance. Even during the past couple of years, President Bush remained very reluctant to engage fully in negotiations with North Korea. President Obama will order that a policy review be conducted expeditiously, and he will probably appoint a very senior special envoy to take charge of negotiations with North Korea. While maintaining the framework of the Six-Party Talks and consulting very closely with the Republic of Korea and Japan, he will also authorize meaningful bilateral negotiations with North Korea. If those negotiations bear real fruit, he may even visit Pyongyang himself if he is confident that he will be able to strike a deal completely ending North Korea’s nuclear ambitions.

President Obama will probably offer North Korea a “more for more” deal. In other words, compared to President Bush he will propose a much more detailed and concrete series of steps to be taken by North Korea, the United States, and other members of the Six-Party Talks. The aim will be agreement on an early end to North Korea’s nuclear weapons programs.

The North Koreans should not think that President Obama will be “easier” than President Bush. If, as may well be the case, the North Koreans reject President Obama’s approach or drag their feet in responding to it, he, unlike President Bush, will have the international credibility to work more effectively with other members of the Six-Party Talks and the international community to limit North Korea’s options.

Moreover, as a hardheaded domestic politician, President Obama will be careful to avoid situations in which the Republican opposition could credibly criticize him as being naïve about North Korea. Indeed, Obama’s team recognizes clearly that, having declared itself a nuclear weapons state and tested a nuclear device, North Korea may not be prepared to verifiably give up its nuclear weapons ambitions.

In formulating and conducting his policy toward North Korea, President Obama will have access to many trusted experts on North Korea, beginning with Vice President Biden and his staff. Obama is also advised by a number of experienced officials from the Clinton administration, from former Defense Secretary Bill Perry to former career diplomat Jeffrey Bader.

U.S. relations with the Republic of Korea are key to any successful American policy toward North Korea. Obama and his team fully appreciate the importance of U.S.-ROK relations and the security alliance. They will coordinate very closely with the Lee Myung-bak administration and never sacrifice the interests of the Republic of Korea, which is immeasurably more important to the United States than the DPRK is or ever will be.
 
President Obama will support the implementation of the agreements President Bush reached with the Republic of Korea on the realignment of U.S. Forces of Korea and the transfer of wartime operational control, as befits the ROK’s military and economic might.
 
Under President Obama, the United States will also aim to approve, with some adjustments, the U.S.-ROK Free Trade Agreement, although it may take a year or so to do so as he perforce deals first with the global financial and economic crises and wars in Iraq and Afghanistan.  President Obama must be cognizant of the viewpoint of leading congressional Democrats and the constituencies they represent. It may be counterproductive if the ROK pushes too hard, too fast for U.S. approval of the FTA.
 
Obama’s inauguration will also open up new possibilities for U.S.-ROK coordination and cooperation on global issues. Unlike President Bush, whose early unilateralist mindset and specific policies caused dismay among international friends and foes alike, President Obama begins with a vast reservoir of sympathy and respect throughout the world. That will make it easier, and more useful, for the Republic of Korea to cooperate globally more with the United States.
 
In short, South Koreans should be reassured, not that President Obama’s foreign policy will be like that of President Bush, but that it will be different. Perhaps South Koreans will even begin to feel that their alliance with the United States is not just one that they feel they must have for their country’s long-term interests – but also one of which they can feel proud.

The inauguration of Lee Myung-bak as president in February represented a significant shift in South Korea's foreign policy. After ten years of "progressive" rule in Seoul, Lee's skepticism about North Korean intentions and his unambiguous support for the U.S. alliance stand out in great contrast. Prof. Paik will analyze President Lee's foreign policy and its implications for dealing with North Korea and for relations with the United States, including in view of the upcoming change in U.S. administration.

Jin-Hyun Paik is a professor at the Graduate School of International Studies (GSIS), Seoul National University (SNU). He is also director of its Institute of International Affairs (IIA), which publishes, among others, the Journal of International and Area Studies (formerly Asia Journal). He specializes in Korea’s foreign and security policy, international security and conflict management, and international law and organization. Educated at Seoul National University (LL.B.), Columbia Law School (LL.M.), and Cambridge University (Ph.D.), Prof. Paik has been a research associate at the Hague Academy of International Law; a visiting fellow at the Rand Corporation and the Hoover Institution, Stanford; and a visiting professor at Johns Hopkins University’s School of Advanced International Studies (SAIS). He was a member of the Presidential Commission on Policy Planning, Korea, and of official advisory committees to a number of Korean government agencies, including the Ministry of Foreign Affairs and Trade and the National Security Council. Prof. Paik has edited six books and written over 100 articles in his fields of interest, in both English and Korean. He is also a frequent contributor and commentator on international affairs to major Korean newspapers and international media. Prof. Paik is an attorney-at-law (a member of the New York Bar). He is currently president of the Korean Academic Council on the United Nations System (KACUNS).

With the inauguration in February 2008 of South Korean President Lee Myung-bak, The Korea Society and Stanford University’s Walter H. Shorenstein Asia-Pacific Research Center launched a nonpartisan group of former senior U.S. government officials, scholars, and other American experts on Korea to explore how to revitalize the U.S. alliance with the Republic of Korea (ROK) after nearly a decade of strains and tensions.

New Beginnings group members believe that the United States cannot afford to lose the opportunity presented by President Lee’s desire to build a global partnership. The group has identified several steps that the United States, in cooperation with the ROK, could take to move the alliance into a new era.

New York and Stanford, CA., Jan. 10, 2008 -- With South Koreans having elected a new president last month and Americans going to the polls in November to choose a new leader, Stanford University's Walter H. Shorenstein Asia-Pacific Research Center and the New York-based Korea Society today announced the formation of a non-partisan group of distinguished American former senior officials and experts to study ways to strengthen the alliance between the two countries.

The New Beginnings' study group will gather at the end of the month at Stanford University to discuss and analyze the implications of the Korean election for alliance relations. The group will then proceed to Seoul in early February for meetings with South Korean President-elect Lee Myung-bak and his top aides, as well as other leading figures in Korean business, academic, media and policy circles. Based on these meetings, the group will prepare a report in March on their findings and recommendations to present to American policymakers, including those from the leading U.S. presidential campaigns.

Korea Society President Evans J.R. Revere and Stanford University Professor Gi-Wook Shin said group members believe that U.S.-South Korean relations are critically important to the United States' role in East Asia and that the inauguration of new administrations in both the U.S. and South Korea offers a unique opportunity to create "new beginnings" in the alliance relationship.

They also noted that the two presidential elections coincide with a critical phase in multinational talks to end North Korea's nuclear weapons programs and that close U.S.-South Korean cooperation is essential to successful diplomacy in dealing with North Korea.

Shin and Revere said that the Bush and Roh Moo-hyun administrations, after initial policy differences over North Korea especially, had recently significantly improved their cooperation, but that the two countries could do much more to strengthen bilateral relations.

Shin and Revere said they regarded the study project as a continuing collaborative effort by their two institutions. After issuing the report in March, they intend to continue to meet with U.S. and South Korean policymakers and other leaders. They plan to update the report and recommendations after the U.S. presidential election.

  • Robert Carlin, a visiting scholar at Stanford's Center for International Security and Cooperation, and a former State Department Northeast Asia intelligence chief
  • Victor Cha, director of Asian Studies and D.S. Song Professor at Georgetown University, and former director for Asian affairs at the National Security Council and U.S. deputy head of delegation for the Six Party Talks in the George W. Bush administration
  • Thomas C. Hubbard, Kissinger McLarty Associates, a former U.S. ambassador to South Korea
