The world first became concerned about North Korea's nuclear development program in 1989 through satellite photos of a facility under construction near the town of Yongbyon. Since then, there have been on-again, off-again negotiations with North Korea by the United States, the Republic of Korea (ROK), and other countries in the region to halt and dismantle North Korea's nuclear weapons program.

A consistent strategy focused on dialogue and diplomacy is essential to get out of the current quagmire, urged Song Min-soon, a member of the Korean National Assembly and a former Minister of Foreign Affairs and Trade, at a Korean Studies Program public seminar on October 18. Although the United States and the ROK must lead efforts, China's active involvement is also crucial. Resolving the nuclear issue is necessary to help ensure the long-term peace and prosperity of not only the Korean Peninsula but also the entire East Asia region.

Song explored reasons why previous negotiation attempts failed, especially the lack of a shared vision among the concerned countries for the future of the peninsula and region. He suggested that this rendered China less willing to play a stronger role in the negotiations. The imbalance of power among the negotiating countries is another significant factor. North Korea's only effective bargaining card is its nuclear weapons program, argued Song, while countries like the United States have the capability to offer or withhold important aid, such as energy and development assistance.

Song advocated a firm, direct approach, stating that the United States has not adopted a real strategy for effecting nuclear disarmament. Instead, it has opted for the "slogan" of "strategic patience." He cautioned against taking a hard line, such as the current ROK administration is pursuing. Song expressed the hope that the United States would focus more on developing a well-planned diplomatic strategy for resolving the nuclear issue and that the ROK would adopt a more conciliatory approach toward North Korea.

To move forward in the Six-Party Talks-negotiations among the United States, the ROK, North Korea, China, the Russian Federation, and Japan-and effectively resolve the North Korea nuclear issue, Song made several recommendations. He pointed to the long-term benefit of building trust incrementally by fulfilling small, strategic commitments to North Korea. To balance the asymmetry of negotiating cards, Song suggested that the other countries proceed with fulfilling their commitments and allow North Korea more time to fulfill its own obligations. Bringing China fully on board by building a logical basis for its involvement is also a crucial element of the negotiations, he offered. Finally, Song asserted that the United States, the ROK, and China must develop a shared, solid vision for peaceful coexistence on the peninsula, taking into account different scenarios and the roles each country should play.

Song expressed confidence that the approach he outlined would not only eventually resolve the nuclear issue but would also open the way for stability and prosperity for everyone in East Asia, including North Korea.

". . . History, values, memory, and identity are significant elements that can influence the 'soft power' of an alliance built on 'hard power,' and policy makers of both nations should not overlook their importance," says Gi-Wook Shin, director of the Walter H. Shorenstein Asia-Pacific Research Center and the Stanford Korean Studies Program, in the chapter that he contributed to the recently published book U.S. Leadership, History, and Bilateral Relations in Northeast Asia.

In his chapter "Values and History in U.S.-South Korean Relations," Shin discusses developments in the types of issues that the United States and South Korea have collaborated on in recent years--including free trade agreements, Iraq and Afghanistan military operations, and policy coordination toward North Korea--and the significance of issues of history, values, memory, and identity--such as inter-Korean reconciliation and memories of U.S. military maneuvers in Korea--that have given the U.S.-South Korea relationship a "more complex and multidimensional" nature.

Published by Cambridge University Press in October 2010, the book was edited by Gilbert Rozman of Princeton University's Department of Sociology.

Yuhwan Koh is a professor of North Korean Studies and director of the Institute of North Korea, Dongguk University, Seoul, Korea. He is also a policy advisor for the Ministry of Unification,  and an active member of the Presidential Committee on Social Cohesion, Korea. His research interest is in North Korean issues, particularly in the institutionalization of the Military-First system, political changes and succession.  He received B.A., M.A., and Ph.D. in Political Science from Dongguk University.

A Pulitzer Prize-winning journalist, Mr. Choe, has written extensively on United States-Korea relations for the international news media, including the Associated Press and The International Herald Tribune, the international version of The New York Times, where he currently serves as a correspondent. While at the Walter H. Shorenstein Asia-Pacific Research Center, Mr. Choe will analyze the perspective of U.S. experts focusing on issues concerning South Korea's government, media, and society.

Professor Lee will examine why South Korean labor unions have engaged in militant activism since the country's transition to democracy in 1987.  This situation contrasts with Taiwan, to which Korea's economic and political development is otherwise very similar.   Professor Lee will argue that the militant unionism reflects the weakness of Korea's democratic institutions, particularly its political parties.

Professor Lee received her doctoral degree in political science from Duke University and has been teaching at the State University of New York at Binghamton since 2006.  Her research has appeared in Studies in Comparative International Studies, Critical Asian Studies, Asian Survey, Korean Observer, and Asia-Pacific Forum.  Her book, tentatively entitled Democratic Politics and Labor Activism in East Asia, is forthcoming from Stanford University Press in 2011.

This lecture will examine the origins of the Cold War in East Asia, how early the Cold War came to Korea, how the Korean War transformed the containment doctrine, how it solidified the continuing divisions in East Asia, and how it transformed defense policy in the United States, leading to a far-flung structure of seemingly permanent military bases in South Korea, Japan, Germany, and many more countries that lasts down to 2010.  Professor Cumings will also examine problems of history and memory regarding what most Americans call "the forgotten war."

Bruce Cumings teaches international history, modern Korean history and East Asian political economy at the University of Chicago, where he has taught since 1987 and where he is the Gustavus F. and Ann M. Swift Distinguished Service Professor and the chairman of the History Department.  He received his Ph.D. from Columbia University in 1975. He has taught at Swarthmore College (1975-77), the University of Washington (1977-86), and Northwestern University (1994-97). He is the author of the two-volume study, The Origins of the Korean War (Princeton University Press, 1981, 1990), War and Television (Visal-Routledge, 1992), Korea's Place in the Sun: A Modern History (W. W. Norton, 1997; updated ed. 2005), Parallax Visions: Making Sense of American—East Asian Relations (Duke University Press, 1999; paperback 2002), North Korea: Another Country (New Press, 2003), co-author of Inventing the Axis of Evil  (New Press, 2004), and is the editor of the modern volume of the Cambridge History of Korea (forthcoming). He is a frequent contributor to The London Review of Books, The Nation, Current History, the Bulletin of the Atomic Scientists, and Le Monde Diplomatique. The first volume of his Origins won the John King Fairbank book award of the American Historical Association for the best book on East Asia in the previous two years, and the second volume won the Quincy Wright book award of the International Studies Association. He was elected to the American Academy of Arts and Sciences in 1999, and is the recipient of fellowships from the Ford Foundation-funded Foreign Area Fellows program, NEH, the MacArthur Foundation, the Center for Advanced Study at Stanford, and the Abe Fellowship Program of the Social Science Research Council. He was also the principal historical consultant for the Thames Television/PBS 6-hour documentary, Korea: The Unknown War. He recently published Dominion From Sea to Sea: Pacific Ascendancy and American Power, which was ranked as one of the top 25 books of 2009 by the Atlantic Monthly. Random House will publish his short book, The Korean War, on the war’s 60th anniversary in 2010. He is also contracted to publish a new, single-volume synoptic edition of The Origins of the Korean War.

Professor Fujitani’s presentation will be drawn from his forthcoming book, Race for Empire: Koreans as Japanese and Japanese as Americans in WWII. The book is a comparative and transnational study of ethnic and colonial soldiers during the Asia-Pacific War (or the Second World War in the Asia-Pacific) that focuses specifically on Japanese Americans mobilized to serve in the United States army and Koreans who were recruited or drafted into the Japanese military. His research utilizes the two sites of soldiering as optics through which to examine the larger operations and structures of the changing U.S. and Japanese national empires as they struggled to manage racialized populations within the larger demands of conducting total war. He seeks to show how discussions about, policies, and representations of these two sets of soldiers tell us a great deal about the changing characteristics of wartime racism, nationalism, imperialism, colonialism, capitalism, gender politics, the family, and some other related issues on both sides of the Pacific that go well beyond the soldiers themselves, and whose repercussions remain with us today. The seminar will focus on the Korean Japanese side of his research.

Takashi Fujitani is Professor of History at the University of California, San Diego. His primary areas of research are modern and contemporary Japanese history, East Asian history, and transnational history (primarily U.S./Japan and Asia-Pacific). His publications include: Splendid Monarchy: Power and Pageantry in Modern Japan (UC Press, 1996; Japanese version, 1994; Korean translation, 2003);  Perilous Memories: The Asia Pacific War(s) (co-editor, Duke, 2001); and  Race for Empire: Koreans as Japanese and Japanese as Americans in WWII (forthcoming, UC Press; Japanese version, Iwanami Shoten); as well as numerous book chapters and articles published in Korean, Japanese and English. His recent research has been funded by the John. S. Guggenheim Foundation, American Council of Learned Societies, National Endowment for the Humanities, and Social Science Research Council.
