Society

FSI researchers work to understand continuity and change in societies as they confront their problems and opportunities. This includes the implications of migration and human trafficking. What happens to a society when young girls exit the sex trade? How do groups moving between locations impact societies, economies, self-identity and citizenship? What are the ethnic challenges faced by an increasingly diverse European Union? From a policy perspective, scholars also work to investigate the consequences of security-related measures for society and its values.

The Europe Center reflects much of FSI’s agenda of investigating societies, serving as a forum for experts to research the cultures, religions and people of Europe. The Center sponsors several seminars and lectures, as well as visiting scholars.

Societal research also addresses issues of demography and aging, such as the social and economic challenges of providing health care for an aging population. How do older adults make decisions, and what societal tools need to be in place to ensure the resulting decisions are well-informed? FSI regularly brings in international scholars to look at these issues. They discuss how adults care for their older parents in rural China as well as the economic aspects of aging populations in China and India.

Friction between machines and humans has existed since the beginning of the automated industry and machine-assisted work. It’s a trend that fuels the imaginations of pop culture and political debates alike as people voice worries about the roles increasingly sophisticated robots and technology are taking in society and workplaces.

But is this concern warranted? According to APARC’s Yong Suk Lee, the deputy director of the Korea Program and the SK Center Fellow at FSI, and Karen Eggleston, the deputy director of APARC and the director of the Asia Health Policy Program, perhaps not. A recent article published by the Stanford Institute for Human-Centered Artificial Intelligence (HAI) highlights Lee and Eggleston’s ongoing research into innovative uses of technology across industries, particularly in healthcare. Their findings indicate that the adoption of robotics ultimately does more to augment and adjust, rather than outrightly replace, the role of human labor in the workplace.

What will ultimately matter is whether there will be entirely new occupations, what economists call the ‘reinstatement effect.’ Simply saying that robots lead to permanent job reductions isn’t the end of the story.

Lee studies the impacts of AI and robotics across multiple industries, including manufacturing, retail banking, and nursing homes. A trend he sees across most sectors following the adoption of robotics or AI is a positive increase in productivity. This has impacts for both the short-term and long-term relationships between humans and their robot coworkers, or “co-bots.” While it is true that the introduction of automation and robots initially replaces a significant number of workers in sectors such as manufacturing, over time, that impact reverses and there are job gains in many cases.

“The impact of robots often evolves over time from replacing human workers to augmenting them,” Lee explains, “and productivity gains [can] create opportunities for existing and new occupations.” This happens in a variety of ways. In some cases, the use of robotics and automation in one area frees up time, labor, and resources to employ more people in other, higher-skilled areas. In another situation, increases in productivity brought on by automation allow for greater company growth than would not have been possible otherwise. This, in turn, spurs the need to expand the workforce.

Alternatively, supplementing the labor of a small workforce with robotics and AI can also spread limited resources much farther. Lee and Eggleston’s studies of the impacts of robots on nursing home care in Japan repeatedly show that the use of robots positively increases the quality of service that oftentimes-understaffed care facilities can provide to the elderly and infirm. This can range from monitoring the physical condition of patients and reliably delivering medications to providing mental and emotional support to elderly residents through the use of robotic humanoid companions. Such innovative use of tech fills critical gaps that a human-only workforce would struggle to meet in a staffing shortage like Japan faces.

Looking to the future, Lee shares this perspective: “When the automobile was invented, we suddenly had a new demand for drivers. Now we’ll have to see if [automation] creates demand for other new occupations.” It’s an area of innovation and research he, Dr. Eggleston, and other Stanford researchers will be closely watching with their human eyes in the years to come.

As the COVID-19 pandemic continues to take massive tolls on lives and livelihoods at home and abroad, students have been thrown into turmoil and are facing uncertainties about funding, graduation, research opportunities, and career choices. At Shorenstein APARC, we are committed to supporting Stanford students as best we can. We are therefore announcing today new quarter-long research assistantships for current undergraduate and graduate students working in the area of contemporary Asia. These opportunities are in addition to our recent internship and fellowship offerings.

Guidelines

Shorenstein APARC is seeking to hire motivated and dedicated undergraduate and graduate students as paid research assistants who will work with assigned APARC faculty members on projects focused on contemporary Asia, studying varied issues related to the politics, economies, populations, security, foreign policies, and international relations of the countries of the Asia-Pacific region.

2020-21 research assistant positions will be offered in the fall, winter, spring, and summer quarters. We expect to hire up to 10 research assistants per quarter.

Application Cycles
Students should submit their applications by the following deadlines:

  • Applications for fall 2020 by September 1, 2020;
  • Applications for winter 2020 by December 1, 2020;
  • Applications for spring 2021 by March 1, 2021.
     

The positions are open to current Stanford students only. Undergraduate- and graduate-level students are eligible to apply.

All positions will be up to 15 hours per week for undergraduate students and up to 20 hours per week for graduate students (minimum of 10 hours per week). The hourly pay rate is $17 for undergraduate students, $25 for graduate students.

Hiring is contingent upon verification of employment eligibility documentation.

The fall-quarter employment start date is September 16, 2020.

Successful candidates may request appointment renewal for a consecutive quarter.

Accurate future projections of population health are imperative to plan for the future healthcare needs of a rapidly aging population. Multistate‐transition microsimulation models, such as the U.S. Future Elderly Model, address this need but require high‐quality panel data for calibration. We develop an alternative method that relaxes this data requirement, using repeated cross‐sectional representative surveys to estimate multistate‐transition contingency tables applied to Japan's population. We calculate the birth cohort sex‐specific prevalence of comorbidities using five waves of the governmental health surveys. Combining estimated comorbidity prevalence with death record information, we determine the transition probabilities of health statuses.

We then construct a virtual Japanese population aged 60 and older as of 2013 and perform a microsimulation to project disease distributions to 2046. Our estimates replicate governmental projections of population pyramids and match the actual prevalence trends of comorbidities and the disease incidence rates reported in epidemiological studies in the past decade. Our future projections of cardiovascular diseases indicate lower prevalence than expected from static models, reflecting recent declining trends in disease incidence and fatality.

COVID-19 presents humanity with not just a health crisis but also a governance crisis as leaders around the globe confront the challenges of stemming the spread of the virus. Various governments have responded in various ways to slow the transmission of the virus. Ideally, the leaders of a country should approach the crisis with a two-pronged attack. The first is to flatten the epidemic curve (epi curve), which is simply a graphical representation of the number of cases and date of onset of the illness, and the second is to raise or strengthen the capacity of the health system. 

Flattening the epi curve includes mass testing for COVID-19, which has been done in South Korea, for example. Decreasing the incidence also includes quarantine, isolation, and other social distancing strategies, which have been done by various countries in varying degrees. For example, in China, total lockdown (cordon sanitaire) was implemented in Wuhan, of the Hubei province, while in the Philippines, the entire Luzon, which consists of eight administrative regions, including the national capital region (NCR), was in total lockdown (enhanced community quarantine, or ECQ) since March 16 (World Health Organization [WHO] 2020a). Other parts of the Philippines were under different degrees of quarantine at different periods since the appearance of local transmission.

Raising the health care system capacity of a country may include, but is not limited to, training of health care workers, increasing facilities or hospitals that receive COVID patients, and providing adequate personal protective equipment (PPE).

This paper offers a brief epidemiological review of COVID-19 since its first case in China and how the hotspots for this disease evolved and changed over a relatively short period. This paper also aims to provide a short descriptive review of the existing data on COVID-19 in the Association of Southeast Asian Nations (ASEAN) region and the government response of its ten member countries, so that we can somehow draw lessons and learn from these myriad experiences as we continue to combat the spread of this dangerous pathogen. The findings in this paper are preliminary, and more rigorous analysis is expected to be performed as the data becomes more extensive and available.

The Walter H. Shorenstein Asia-Pacific Research Center (APARC) condemns the systemic nature and brutal expression of racism in the United States, and we stand in full support of protestors and civil rights organizations in their calls for social justice, equal access to basic rights, and accountability. Beyond reaffirming our commitment to these values, we recognize the imperative to do better as an institution and the urgent need to take concrete action to build a more inclusive community here at our Stanford home. We have joined our colleagues at the Freeman Spogli Institute for International Studies in developing specific steps towards that goal. But we also want to take initial, immediate action in moving from protest to progress.

That’s why we are announcing today a new diversity grant to support Stanford students from underrepresented minorities with an interest in studying issues related to contemporary Asia. The field of Asian studies suffers from an extreme paucity of students, scholars, and experts who self-identify as Black/African American or as affiliated with other underrepresented minority groups. “The path towards a more diverse and inclusive field isn’t easy or straightforward, but we must get on it,” says APARC Director and FSI Senior Fellow Gi-Wook Shin. “We believe that we can tackle the existing disparity if relevant stakeholders across institutes of higher learning all work together. APARC is looking to start this change at Stanford.”

Lowering Barriers to Diversity in Asian Studies

The purpose of the APARC Diversity Grant is to encourage Stanford students from underrepresented minorities (URM) to engage in study and research of topics related to contemporary Asia and U.S.-Asia relations, including economic, health, foreign policy, social, political, and security issues. We follow the University’s definition of the URM category as encompassing “all U.S. citizens and permanent residents who have self-identified as American Indian/Alaska Native, Black/African American, Hispanic/Latino, Native Hawaiian/Other Pacific Islander.” This grant opportunity is open to current Stanford undergraduate and graduate students in the URM category from any major or discipline. “This is just a small step to start lowering disciplinary, cultural, and funding barriers that hinder broader student participation in Asian studies,” notes Shin.

APARC will award a maximum of $10,000 per grant to support a wide range of research expenses such as travel to/from research sites, academic conferences, and workshops (dependent on COVID-19 restrictions); conference registration fees; professional development training programs; purchase of physical and digital books or other required materials; and access to relevant online resources. APARC will review grant applications for projects taking place in winter/spring 2021 on a rolling basis starting on September 1, 2020. Reviews of the second round of applications, for projects taking place in summer/fall 2021, will begin on April 1, 2021.

Examples of research topics, in addition to those that Asia scholars typically study, could include China’s growing activities in Africa; understanding the evolving relations between Asian Americans and African Americans in the United States; and comparative examinations of issues such as the treatment of minorities in Asia and the United States or policies that promote anti-discriminatory practices in schools, the workplace, and other settings in Asian countries and the United States.

    • A statement (no more than three pages) describing the proposed research activity or project;
    • A current CV;
    • An itemized budget request explaining research expense needs.

Karen Eggleston is a senior fellow at the Freeman Spogli Institute for International Studies (FSI) at Stanford University, and director of the Stanford Asia Health Policy Program and deputy director of the Shorenstein Asia-Pacific Research Center at FSI. She is also a fellow with the Center for Innovation in Global Health at Stanford University School of Medicine, and a faculty research fellow of the National Bureau of Economic Research (NBER). Eggleston earned her PhD in public policy from Harvard University and has MA degrees in economics and Asian studies from the University of Hawaii and a BA in Asian studies summa cum laude (valedictorian) from Dartmouth College. Eggleston studied in China for two years and was a Fulbright scholar in Korea. Her research focuses on government and market roles in the health sector and Asia health policy, especially in China, India, Japan, and Korea; healthcare productivity; and the economics of the demographic transition. She served on the Strategic Technical Advisory Committee for the Asia Pacific Observatory on Health Systems and Policies, and has been a consultant to the World Bank, the Asian Development Bank, and the WHO regarding health system reforms in the PRC.

Dr. Hongbin Li
Hongbin Li is the James Liang Director of the China Program at the Stanford King Center on Global Development, and a senior fellow of Stanford Institute for Economic Policy Research (SIEPR). Hongbin Li obtained a PhD in economics from Stanford University in 2001 and joined the economics department of the Chinese University of Hong Kong (CUHK), where he became full professor in 2007. He was also one of the two founding directors of the Institute of Economics and Finance at the CUHK. He taught at Tsinghua University in Beijing 2007-2016 and was C.V. Starr Chair Professor of Economics in the School of Economics and Management. He also founded and served as the executive associate director of the China Data Center at Tsinghua. He also co-directs the China Enterprise Survey and Data Center at Wuhan University, which conducts the China Employer-Employee Survey (CEES).

Dr. Scott Rozelle
Scott Rozelle is the Helen F. Farnsworth Senior Fellow and the co-director of the Rural Education Action Program in the Freeman Spogli Institute for International Studies at Stanford University. He received his BS from the University of California, Berkeley, and his MS and PhD from Cornell University. Previously, Rozelle was a professor at the University of California, Davis and an assistant professor in Stanford’s Food Research Institute and department of economics. He currently is a member of several organizations, including the American Economics Association, the International Association for Agricultural Economists, and the Association for Asian Studies. Rozelle also serves on the editorial boards of Economic Development and Cultural Change, Agricultural Economics, the Australian Journal of Agricultural and Resource Economics, and the China Economic Review.

Dr. Xueguang Zhou
Xueguang Zhou is the Kwoh-Ting Li Professor in Economic Development, a professor of sociology and a Freeman Spogli Institute for International Studies senior fellow. His main area of research is institutional changes in contemporary Chinese society, focusing on Chinese organizations and management, social inequality, and state-society relationships. One of his current research projects is a study of the rise of the bureaucratic state in China. He works with students and colleagues to conduct participatory observations of government behaviors in the area of environmental regulation enforcement, in policy implementation, in bureaucratic bargaining, and in incentive designs. With colleagues and students, he also studies patterns of career mobility and personnel flow among different government offices to understand intra-organizational relationships in the Chinese bureaucracy.

The Center will review applications starting April 15 and expects to fill the positions by April 30, 2020. 

Amid the fallout of the COVID-19 pandemic, students are facing summer internship cancelations and hiring freezes. They are left wondering about the long-term implications of the current crisis for their academic careers and their access to future jobs and valuable work experience.

At Shorenstein APARC, we want to do all we can to support Stanford students. That’s why we are announcing new internship and fellowship opportunities for current students working in the area of contemporary Asia: research assistant internships for the summer quarter of 2020 and predoctoral fellowships for the 2020-21 academic year.

The summer internships are all remote: research assistants will work as telecommuters. Regarding the predoctoral fellowships, we hope we can all have a normal 2020-21 academic year, in which case we expect the fellows to be in residence, but we will reassess the evolving COVID-19 situation closer to the appointment start dates and shift to flexible, online options as needed.

APARC will review applications for both opportunities on a rolling basis starting April 15, 2020. The Center will select up to ten research assistants and up to three predoctoral fellows by April 30, 2020.

APARC is inviting applications from current Stanford students for the 2020-21 Shorenstein APARC Predoctoral Fellowship. The fellowship supports predoctoral students working within a broad range of topics related to contemporary Asia. 

Up to three fellowships are available to Ph.D. candidates who have completed all fieldwork and are nearing the completion of their dissertation. The Center will give priority to candidates who are prepared to finish their degree by the end of the 2020-21 academic year.

Shorenstein APARC offers a stipend of $36,075 for the 2020-21 academic year, plus Stanford's Terminal Graduate Registration (TGR) fee for three quarters. We expect fellows to remain in residence at the Center throughout the year and to participate in Center activities.

Deputy Director of APARC and Director of the Asia Health Policy Program Karen Eggleston recently spoke to Bloomberg Markets about the new cases and the further spread of the COVID-19 coronavirus in the United States.

"There has been widespread international collaboration on the scientific side to try and get ready for a vaccine and for therapies, but that takes time. In the meantime, you have to rely on tried and true public health measures."

Eggleston stressed the importance of people remaining calm and avoiding both complacency and panic in response to the growing public health crisis. Instead, being proactive, science-based, and utilizing clear, organized communications channels are the keys to protecting individuals and communities and in making timely, informed, effective decisions about future steps as the outbreak continues. Typical practices for flu season such as frequent handwashing, staying away from public spaces when ill, and following recommended self-quarantine guidelines are all measures people can take to support their well-being and the health of those around them.

"It's important to remember that both the transmissibility and the fatality rate [of COVID-19] can be changed by the way we respond. The way we trace the contacts and isolate can reduce the transmissibility. And the resilience of our public health system and investment in prevention and supporting our healthcare workers and having the right equipment in place for the severe cases can affect the fatality rate and protect people."

The prevalence of obesity for adults aged 19 and over in Korea has risen from 25.8% in 1998 to 35.5% 2016, while it is still low compared with other developed countries. Body mass index (BMI), focusing on weight for a given height, has traditionally been used to define obesity despite of its shortcomings of not distinguishing between muscle and fat, being inaccurate in predicting the percentage of body fat (PBF), and being not a good measure for the risk of heart attack, stroke, or death. Another measure of abdominal obesity, the z-score of the log-transformed A Body Shape Index (LBSIZ), has been recently introduced to focus on waist circumference for a given both weight and height. We examine their respective association with the risk of diabetes using a cohort data from the Korean Genome and Epidemiology Study.

Wankyo Chung is a Professor in the Department of Public Health Science, Graduate School of Public Health at Seoul National University, Seoul Korea. His research interests include economic evaluation of health care programs, equity in health, health policy, and prevention. He has been active as a board member of the Korea Expert Committee on Immunization Practices at Korea CDC, the Information Disclosing Council at Korea HIRA, and an editorial board member of the Korean Journal of Health Economics and Policy and the KDI Journal of Economic Policy. His work has been published regularly in leading international journals. He is currently studying risk prediction models for diabetes at the CEAS, Stanford.

Last few years, China have implemented several national initiatives, for example, the National Healthcare Improvement Initiative (NHII) launched in 2015, to improve patient experiences in healthcare, harmonize the relationship between patients and healthcare workers (i.e., doctors and nurses), and decrease medical disputes in public hospitals. However, reports of medical disputes and violence (verbal abuse or physical violence) against healthcare workers in tertiary public hospitals are still making headlines in China. To help understand and tackle these problems, based on a three-year longitudinal study (2017-2019) conducted in six leading tertiary public hospitals in Shaanxi, a west province of China, we try to depict these problems’ changes, identify the healthcare workers who are at a high risk of medical dispute and violence from patients or their families, and explore the potential causes. These findings could help governments and hospitals protect healthcare workers with more pertinence and build a better medical environment in China.

Jinlin Liu joins the Walter H. Shorenstein Asia-Pacific Research Center as visiting scholar during the 2019-2020 academic year from Xi'an Jiaotong University, where he serves as a researcher for the Research Center for the Belt and Road Health Policy and Health Technology Assessment. His research lies in the areas of health system and health policy in China, with emphasis on the public hospital governance and development of human resources for health. He obtains a Ph.D. in Public Administration from Xi'an Jiaotong University in 2018.

More than 80% of cardiovascular diseases (CVD) and diabetes mellitus (DM) burden now lies in low and middle-income countries. Thus, there is an urgent need to identify and implement the most cost-effective interventions, particularly in the resource-constraint South Asian settings. A 2018 systematic review evaluated the cost-effectiveness of individual-level, group-level and population-level interventions to control CVD and DM in South Asia. Of the 2949 identified studies through a search of 14 electronic databases up to 2016, 42 met full inclusion criteria. Critical appraisal of studies revealed 15 excellent, 18 good and 9 poor quality studies. Most studies were from India (n=37), followed by Bangladesh (n=3), Pakistan (n=2) and Bhutan (n=1). The economic evaluations were based on observational studies (n=9), randomised trials (n=12) and decision models (n=21). Together, these studies evaluated 301 policy or clinical interventions or combination of both. We found a large number of interventions were cost-effective aimed at primordial prevention (tobacco taxation, salt reduction legislation, food labelling and food advertising regulation), and primary and secondary prevention (multidrug therapy for CVD in high-risk group, lifestyle modification and metformin treatment for diabetes prevention, and screening for diabetes complications every 2–5 years). Significant heterogeneity in analytical framework and outcome measures used in these studies restricted meta-analysis and direct ranking of the interventions by their degree of cost-effectiveness. The cost-effectiveness evidence for CVD and DM interventions in South Asia is growing, but most evidence is from India and limited to decision modelled outcomes. There is an urgent need for formal health technology assessment and policy evaluations in South Asia and other low- and middle- income countries using local research data.

I am Dr. Kavita Singh, interested in global cardiometabolic disease epidemiology and economic evaluations of interventions for prevention and control of chronic diseases in low- and middle- income countries. I am an Epidemiologist by training, and work as a research scientist at the Public Health Foundation of India. My research work has primarily focused on evaluating the long-term effectiveness and cost-effectiveness of a multicomponent quality improvement intervention (consisting of decision-support electronic health records to enhance physician’s responsiveness and care coordinators to improve patient’s adherence to therapy) in 1,146 patients with type 2 diabetes attending 10 tertiary care clinics in India and Pakistan as part of the National Heart Lung Blood Institute funded CARRS Trial. Recently, I have been awarded the Emerging Global Leader Award (K43 grant, 2019-2024), funded by the National Institutes of Health, Fogarty International Centre to conduct a research project that aims to develop and test the feasibility of a multicomponent cardiovascular quality improvement strategy for patients with established cardiovascular diseases (CVD) in India.
