Governance

FSI's research on the origins, character and consequences of government institutions spans continents and academic disciplines. The institute’s senior fellows and their colleagues across Stanford examine the principles of public administration and implementation. Their work focuses on how maternal health care is delivered in rural China, how public action can create wealth and eliminate poverty, and why U.S. immigration reform keeps stalling. 

FSI’s work includes comparative studies of how institutions help resolve policy and societal issues. Scholars aim to clearly define and make sense of the rule of law, examining how it is invoked and applied around the world. 

FSI researchers also investigate government services – trying to understand and measure how they work, whom they serve and how good they are. They assess energy services aimed at helping the poorest people around the world and explore public opinion on torture policies. The Children in Crisis project addresses how child health interventions interact with political reform. Specific research on governance, organizations and security capitalizes on FSI's longstanding interests and looks at how governance and organizational issues affect a nation’s ability to address security and international cooperation.

China and the World Trade Organization

On balance, will the nation's accession to WTO help or hurt rural residents? How will they affect rural incomes? Who in the rural economy will get hurt? Are there some in the rural economy who will be insulated from the effects of WTO?

The general goal of our essay will be to begin the discussion of these critical questions. In particular, we will attempt to meet this broad goal by pursuing three sets of objectives. First, we will examine the record of rural incomes, in general, and then focus on how employment may be affected by China's accession to WTO.

Second, we will attempt to understand how WTO will affect the agriculture sector, in particular. To do so, we will provide measures of the distortions in China's agricultural sector at a time immediately prior to the nation's accession to WTO and seek to assess how well integrated China's markets are in order to understand which areas of the country and which segments of the farming population will likely be isolated from or affected by the changes that WTO will bring. Ultimately, with a knowledge of the size and magnitude of the impacts, researchers will be better able to begin working on understanding how the policies that WTO will impose on China will change the gap between the domestic and international price and affect imports and exports, domestic production and production, prices, income and poverty.

Third, we will examine the policy options that the government has available to them in the wake of WTO.

This article explores an important but neglected topic in the literature on democratization in East Asia: the international dimension of democratization. It presents a coherent and comprehensive analysis of the impact of external political, economic and cultural factors on China, South Korea and Taiwan's political development since World War II. The author analyzes the circumstances under which the international context affects domestic actors' choice of political institutions and actions and concentrates on a selection of key international structures and actors that make up this complex picture. Shelley also examines the international political economy, aspects of the United Nations system, diffuse cultural factors and processes, democracy movements, and a number of international non-government organizations.

Jean C. Oi is the William Haas Professor of Chinese Politics in the department of political science and a Senior Fellow of the Freeman Spogli Institute for International Studies at Stanford University. She is the founding director of the Stanford China Program at the Walter H. Shorenstein Asia-Pacific Research Center. Professor Oi is also the founding Lee Shau Kee Director of the Stanford Center at Peking University.

A PhD in political science from the University of Michigan, Oi first taught at Lehigh University and later in the Department of Government at Harvard University before joining the Stanford faculty in 1997.

Her work focuses on comparative politics, with special expertise on political economy and the process of reform in transitional systems. Oi has written extensively on China's rural politics and political economy. Her State and Peasant in Contemporary China (University of California Press, 1989) examined the core of rural politics in the Mao period—the struggle over the distribution of the grain harvest—and the clientelistic politics that ensued. Her Rural China Takes Off (University of California Press, 1999 and Choice Outstanding Academic Title, 1999) examines the property rights necessary for growth and coined the term “local state corporatism" to describe local-state-led growth that has been the cornerstone of China’s development model. 

She has edited a number of conference volumes on key issues in China’s reforms. The first was Growing Pains: Tensions and Opportunity in China's Transformation (Brookings Institution Press, 2010), co-edited with Scott Rozelle and Xueguang Zhou, which examined the earlier phases of reform. Most recently, she co-edited with Thomas Fingar, Fateful Decisions: Choices That Will Shape China’s Future (Stanford University Press, 2020). The volume examines the difficult choices and tradeoffs that China leaders face after forty years of reform, when the economy has slowed and the population is aging, and with increasing demand for and costs of education, healthcare, elder care, and other social benefits.

Oi also works on the politics of corporate restructuring, with a focus on the incentives and institutional constraints of state actors. She has published three edited volumes related to this topic: one on China, Going Private in China: The Politics of Corporate Restructuring and System Reform (Shorenstein APARC, 2011); one on Korea, co-edited with Byung-Kook Kim and Eun Mee Kim, Adapt, Fragment, Transform: Corporate Restructuring and System Reform in Korea (Shorenstein APARC, 2012); and a third on Japan, Syncretism: The Politics of Economic Restructuring and System Reform in Japan, co-edited with Kenji E. Kushida and Kay Shimizu (Brookings Institution, 2013). Other more recent articles include “Creating Corporate Groups to Strengthen China’s State-Owned Enterprises,” with Zhang Xiaowen, in Kjeld Erik Brodsgard, ed., Globalization and Public Sector Reform in China (Routledge, 2014) and "Unpacking the Patterns of Corporate Restructuring during China's SOE Reform," co-authored with Xiaojun Li, Economic and Political Studies, Vol. 6, No. 2, 2018.

Oi continues her research on rural finance and local governance in China. She has done collaborative work with scholars in China, including conducting fieldwork on the organization of rural communities, the provision of public goods, and the fiscal pressures of rapid urbanization. This research is brought together in a co-edited volume, Challenges in the Process of China’s Urbanization (Brookings Institution Shorenstein APARC Series, 2017), with Karen Eggleston and Wang Yiming. Included in this volume is her “Institutional Challenges in Providing Affordable Housing in the People’s Republic of China,” with Niny Khor. 

As a member of the research team who began studying in the late 1980s one county in China, Oi with Steven Goldstein provides a window on China’s dramatic change over the decades in Zouping Revisited: Adaptive Governance in a Chinese County (Stanford University Press, 2018). This volume assesses the later phases of reform and asks how this rural county has been able to manage governance with seemingly unchanged political institutions when the economy and society have transformed beyond recognition. The findings reveal a process of adaptive governance and institutional agility in the way that institutions actually operate, even as their outward appearances remain seemingly unchanged.

China's rapid economic growth during the past two decades has occurred without the systematic privatization programs once urged upon the former Communist regimes of Europe and the USSR. Some observers have argued that this shows that changes in property rights are not important in reforming a command economy; others insist that in China a façade of public ownership hides a variety of ownership forms that are essentially private in nature. This volume seeks to adjudicate these opposing views by clarifying conceptually and factually the pattern of property rights changes in the contemporary Chinese economy.

The contributors to this volume, from the fields of anthropology, economics, political science, and sociology, have all conducted fieldwork in China on specific economic sectors or enterprise types. Working with a common definitional framework derived from the work of the institutional economist Harold Demsetz, they seek to establish which actors exercise what kinds of rights in practice over what kinds of economic assets, documenting changes through time. Most of the essays examine the rural industrial economy - the fastest-growing sector - or the "spin-off" economic enterprises and activities of public enterprises and institutions.

The research presented in this volume supports several specific conclusions. First, industrializing rural regions have emerged with diametrically opposed property rights regimes: in one kind of region public ownership only marginally different in form from that of the Mao years has predominated; in other regions wholly new forms of private household and foreign-funded enterprise have arisen. Second, the regimes of all the examined regions and sectors have evolved continually since the outset of reform, and in recent years change has accelerated because of the increased pressures of competitive markets. Third, in the evolution of property rights the distinction between public and private is not crucial in differentiating the key arrangements; instead, a more finely differentiated set of gradations from "public" to "private" prove central to the story of the Chinese economy.

In this volume of concise and informative essays, leading specialists examine the nature, impact and prospects of China's post-1978 party±market symbiosis. Criticizing the collapse thesis derived from Eastern European conditions, it argues that economic liberalization has created new forms of interdependency between the state and market in China. The corollary is that party cadres have developed a new and useful role as facilitators of market transactions.

Since China did not take the big bang route to economic liberalization, cadres retain great discretion over the fate of fledgling private enterprise. So, despite their objective economic importance, China's entrepreneurs remain politically passive (Young's chapter). Oi argues that it is naive to assume that the state merely encumbers and preys upon private enterprise. She shows how village businesses are helped by a primitive form of `administrative guidance' commonly associated with Japanese industrial policy (pp. 69±72). From the perspective of property rights and their reassignment, Walder's essay demonstrates the spatial redistribution of power favouring provincial cadres (vis-aÁ -vis Beijing) and local and enterprise level cadres. Owing to her gradual reformism, China has not suffered the scale of social dislocation witnessed in Russia's transition. Nevertheless, within the overall improvement of living standards, reform has produced social discontent from those who have lost status and income, notably public sector employees (see the essays by Ma, Unger and Kent). In playing a facilitating role for market transactions, cadres have derived considerable personal profit. This `visible hand' of the cadres has attracted much popular resentment and undermined the legitimacy of the Chinese Communist Party (CCP) now trapped between its egalitarian roots and the international democratization wave.

While overt opposition has been effectively contained since 1989, economic liberalization has nevertheless created the potential for further social protest. Much will depend on the CCP's readiness to accommodate nascent social forces (with workers, as discussed by Chan, for example) into some meaningful channels of consultation and grievance redress, which in turn raises questions about the future shape of the regime and the role of the party within it
