FSI researchers consider international development from a variety of angles. They analyze ideas such as how public action and good governance are cornerstones of economic prosperity in Mexico and how investments in high school education will improve China’s economy.

They are looking at novel technological interventions to improve rural livelihoods, like the development implications of solar power-generated crop growing in Northern Benin.

FSI academics also assess which political processes yield better access to public services, particularly in developing countries. With a focus on health care, researchers have studied the political incentives to embrace UNICEF’s child survival efforts and how a well-run anti-alcohol policy in Russia affected mortality rates.

FSI’s work on international development also includes training the next generation of leaders through pre- and post-doctoral fellowships as well as the Draper Hills Summer Fellows Program.

Countries like the Asian “tigers” that experienced rapid economic growth inevitably encounter slowdowns that signal a fundamental shift in their economies. At this juncture, transitioning their institutions and policies often proves to be a most daunting task. Cautionary comparisons like these set the tone for the conference titled “China’s Possible Futures” on May 12, 2017, when the China Program celebrated its 10th anniversary.

As China nears the end of four decades of reforms, “China’s Possible Futures” was a fitting theme to mark the China Program’s first decade at Stanford’s Shorenstein Asia-Pacific Research Center. The launch of the Program in 2007 began with an international conference titled “Growing Pains: Tensions and Opportunities in China’s Transformation,” which resulted in a book of the same title. This year’s 10th anniversary conference appropriately heralded both change and continuity of the themes that were explored in 2007. A decade ago, the conference showcased the tremendous reach and rise of China as an economic and international powerhouse, and in 2017, the conference expanded to highlight the critical juncture that China is again facing on its developmental path.

The full-day conference, held under Chatham House Rule, was divided into four sub-themes with speakers addressing China’s economic future; its political future; the future of its international relations and global economic engagements; and a comparative panel that examined China’s prospects from experiences drawn from Japan, South Korea and former Soviet and Eastern European countries.

Panel I: China’s Economic Future

Speakers agreed that China’s tremendous growth over the last 40 years has no easy parallels in history. Some argued, however, that the policies realized over the next few years will prove critical to China’s long-term growth. Favorable factors, such as demographic, migratory and structural changes supported by a stable international order, enabled China’s spectacular, double-digit growth over the last 40 years. When “miracle growth” countries of Northeast Asia – like Japan, Korea and Taiwan – entered their periods of moderate growth, however, painful readjustments were necessary. Restructuring was required because the very policies and institutions set up to enable rapid growth were counterproductive to creating a foundation for moderate, sustained growth. Speakers variously emphasized China’s need to invest in human capital and undertake financial reforms, urban-rural reforms and state-owned sector reforms.

In addition, several speakers noted that China is facing mounting demographic challenges as its population ages and as its elderly population lives longer. According to one speaker, people who are aged 60 and over in China will equal the population of people aged 0 to 14 within the next couple years; and by year 2045, the population of people who are 65 and older in China will be as large as the entire population of the United States today. This situation implicates rising costs in healthcare and calls for major institutional reforms in China’s health sector.

One speaker spoke of the rapid rise in China’s returns to education, i.e., the rise in income for each additional year of education, over the past four decades, which now looks more closely aligned with that of the international average of approximately 10 percent. Another speaker asked whether China was now pursuing a different developmental model with increasing focus on inland industrial development and explored what this might mean for social inclusion and labor conditions of workers.

Panel II: China’s Political Future

One speaker argued that Chinese President Xi Jinping’s reform agenda does not mark a break with the past, as many have argued, but rather continuity with his predecessors’ policies. Other speakers discussed the scope and scale of Xi’s corruption crackdown; fiscal imbalances in central-local state relations that underpin China’s corruption problems; and the implications of social media on Chinese governance. All speakers spoke about mounting difficulties in the political sphere, including powerful interest groups; local paralysis arising from corruption crackdowns; mounting local government debt and misalignment of central-local interests; and governance challenges stemming from the social media revolution. Overall, speakers seemed to suggest mounting difficulties for Xi’s reform agenda, which the Chinese government must push through to avoid a sharper downturn and slower growth prospects for China’s future.

Panel III: China’s International Relations and Global Economic Engagements

Speakers spoke at length regarding the history of U.S.-China relations since Deng Xiaoping’s “reform and opening”; territorial disputes in the South and East China Seas; China’s “Belt and Road” policy; and China’s outbound capital flows into various regions of the world. The speakers held varying views regarding Beijing’s motivations and intentions in the world, both militarily and economically. Speakers held different opinions about whether Beijing has a well-defined vision for its global role. One speaker questioned whether China’s maritime assertiveness in the South and East China Seas characterizes the expansionary policies of a rising power; or whether it represents something more singular as China protects what it considers its “core interests” in the region. One speaker expressed the view that the United States and the U.S.-led international order is still too important for China’s development for it to threaten its functioning in any meaningful way. Another speaker discerned a “broad brush strokes” of a developmental concept in China’s “One Belt, One Road” policy that the United States might do well to heed as it considers whether to join any parts thereof.

Panel IV: China’s Future: A Comparative Perspective

The conference also included speakers who provided comparative examples from Japan, South Korea, the former Soviet Union and Eastern Europe to inform their views on China’s “possible futures.” One speaker warned against directly applying Japan’s development model to China, warning that Japan experienced a massive credit boom and debt accumulation in the 1980s like China is experiencing today. Zombie firms were a key factor in Japan’s economic stagnation. As the speaker warned, zombie firms also proliferate in China’s economy. Another panel member highlighted Korea’s struggles to attract and retain global talent and drew lessons for China as it strives to escape the middle-income trap and build an innovation-driven economy.

Another panel member spoke of the key difference between China’s political environment in 1978 when Deng Xiaoping announced his “reform and opening” policy and today when Xi is implementing his Third Plenum decision of 2012. Vested interest groups are stymieing the implementation of urgently-needed reforms, especially in the state-owned sector and in China’s financial sector. In 1978, by contrast, the catastrophic results of the Cultural Revolution ironically enabled Deng to successfully champion and implement his agenda because bureaucratic interests had been gutted by Mao. The speaker spoke of the urgent need for Xi to change course in the next 3-4 years and use his personal power to push through tough, market-oriented reforms. Beijing’s leaders must not only craft correct policies and identify the most effective structural correctives, they must also break through the political logjam of entrenched interests that have benefited from the current system.

Panelists pointed to the increasingly difficult challenges that the government faces as China tries to avoid the middle-income trap after four decades of impressive gains and usher in sustained economic growth driven by innovation and domestic consumption. Speakers also agreed that the leadership is encountering a more complex and diverse society, a fractured elite, and the Gordian knot of economic and demographic predicaments, which require not only painful structural adjustments but also tremendous political will to realize policies that will ensure an optimal future for China.

Colonel Patrick Winstead, the 2016-17 FSI senior military fellow at Shorenstein APARC, writes about the second annual orientation at U.S. Pacific Command headquarters

The mission of the Department of Defense (DoD) in the Indo-Asia-Pacific region recently became a bit clearer for 22 faculty and military fellows from Stanford, the Massachusetts Institute of Technology, the Naval Postgraduate School and the Daniel K. Inouye Asia-Pacific Center for Security Studies (APCSS). The U.S.-Asia Security Initiative at the Shorenstein Asia-Pacific Research Center (APARC) in the Freeman Spogli Institute (FSI) organized a group of faculty and fellows for a two-day orientation of United States Pacific Command (USPACOM) and its component military organizations in and around Honolulu, Hawaii, April 13-14, 2017. The purpose of the orientation was to provide researchers with a comprehensive understanding of how America’s armed forces both develop and implement U.S. national security strategy, doctrine and policy throughout Asia.

The trip began with a visit to the headquarters of USPACOM at Camp H.M. Smith. After receiving briefings about USPACOM's mission and operations, the group engaged in roundtable discussions with General Terrence O’Shaughnessy (Commander, U.S. Pacific Air Forces); Major General Kevin B. Schneider (Chief of Staff, USPACOM); Rear Admiral Mark Montgomery (Director for Operations, USPACOM); Major General Steven Rudd (Director for Strategic Planning and Policy, USPACOM); as well as other key joint directors and members of the command staff. The faculty and fellows provided short presentations on the situation in the South China Sea, U.S.-Philippine relations and cyber warfare to an audience of mid-grade military officers and civilian personnel assigned to USPACOM.

In addition to meeting with the leadership of USPACOM, the group was also afforded the opportunity to interact with personnel from the four separate component commands. Deputy Commanding General of U.S. Army Pacific, Major General Charlie Flynn, provided a command briefing at the U.S. Army Pacific headquarters at Fort Shafter. The briefing stimulated a wide-ranging discussion about Army initiatives and activities in support of USPACOM’s mission in the Indo-Asia-Pacific region. At Marine Corps Base Hawaii at Kaneohe Bay, under the guidance of trainers, the visitors took part in a hands-on experience operating Humvee simulators in a virtual-reality convoy setting and firing simulated weapons that Marines typically employ in combat operations. The first day of the trip ended with a working dinner at the historic Nimitz House with the Commander of the U.S. Pacific Fleet, Admiral Scott Swift, where the conversation ranged from Chinese military modernization to evolving U.S. naval doctrine.

Those themes carried into the second day, when the group met for several hours with faculty at APCSS for plenary presentations and multiple breakout sessions to facilitate in-depth dialogue on select topics including the threats posed by nuclear weapons on the Korean Peninsula and in South Asia. The day continued with a tour of the U.S.S Hopper, an Arleigh-Burke class guided missile destroyer, based at Pearl Harbor, Hawaii. Once onboard, the ship’s captain, Lieutenant Commander J.D. Gainey, provided briefings on Hopper’s mission and operational capabilities. In addition, the group spoke with members of the ship’s crew. The experience allowed the faculty and fellows to interact informally with sailors who serve in the Asia-Pacific theatre and to candidly discuss issues of concern. The second day of the orientation ended with a visit to the headquarters of U.S. Pacific Air Forces and a dialogue with O’Shaughnessy and his staff about the unique security challenges of the Indo-Asia-Pacific region, such as tyranny of distance, limited support bases and multiple emerging threats, and how those challenges impact the Air Force and the entire U.S. military’s preparations for contingencies in the region.

Overall, the orientation provided a unique opportunity to engage directly with high-level leaders of USPACOM and to learn first-hand about the challenges faced by those who serve in the armed forces. The orientation also provided a forum to discuss the United States’ national security interests in the region and its efforts to maintain peace and stability in the Indo-Asia-Pacific and to help maintain a rules-based, liberal democratic order.

China is encountering a religious resurgence. Its revival symbolizes tension between the past and the present, as people search for purpose in a country that’s been shaken by expansive reforms and modernization efforts over the past four decades.

That was the message shared by veteran journalist Ian Johnson, the 2016 winner of the Shorenstein Journalism Award, who gave a keynote speech followed by panel discussion titled “Religion after Mao,” part of the Award’s 15th anniversary ceremony at the Shorenstein Asia-Pacific Research Center on Monday.

Johnson, who has spent 30 years as a journalist, has written extensively about Chinese history, religion and culture, and is also a teacher and published author, most recently releasing the book The Souls of China: The Return of Religion after Mao.

“Ian is maybe one of the most remarkable awardees we’ve had in recent years,” said Daniel Sneider, Shorenstein APARC associate director for research, who introduced the event by talking about Johnson’s distinguished career, which has included writing for the New York TimesWall Street Journal and New York Review of Books and led to a Pulitzer Prize win in 2001.

Xueguang Zhou, a Stanford professor of sociology and senior fellow at the Freeman Spogli Institute, and Orville Schell, the director of the Asia Society’s Center on U.S.-China Relations and former dean of the Graduate School of Journalism at U.C. Berkeley, joined Johnson on the panel, while Sneider moderated the discussion.

In a wide-ranging conversation, the panelists discussed the varied history of religion in Chinese society during the 20th and 21st centuries, offering stories of their experiences living and working in China.

According to Johnson, religious persecution in China is often thought to be associated with the anti-religious campaigns of Mao Zedong following the Chinese Communist Party’s assumption of power in 1949, but in reality, it existed decades before and has lingered in national memory.

Into the late 1980s and early 1990s, the Chinese government remained superstitious of religion, trying to redefine religious groups as “culture” alone, under the assumption that religion could be desensitized enough to eventually disappear, Johnson said.

But that did not happen, he said, and instead an opposite trend did. Reaching a high point in the 2000s, China’s economic reforms – both sweeping and fast-paced – brought growing angst and anxiety and prompted people across every socioeconomic background to turn to religion as an outlet.

Johnson, who has spent weeks at a time living among religious groups, noted a shift from the time he was in China in the mid-1980s to the past decade, where now “the government sees that religious groups can provide some sort of moral framework for some people.”

Chinese people today are searching for meaning, the panelists said, and are driven to join religious groups amid resource competition and mass migration that has usurped traditional family structures and disquieted many people who have moved from close-knit rural towns to alienating urban centers.

“Everybody is out there…trying to reify that part of life which isn’t filled by bread alone, by commerce alone,” said Schell, who has written about China since the 1970s as an author and journalist. “It’s a pretty chaotic quest and it’s very hard to know where it will all end.”

At the moment, religious groups in China remain heterogeneous and fragmented, Zhou said, but cohesion is growing in some regions and participation of local government leaders has drawn greater attention to the practice of faith.

“In grassroots China, religion, spiritual life and the Party, really go hand-in-hand – they’re intertwined,” said Zhou, whose research focuses on Chinese bureaucracy and economic development. “Local elites are involved both in the spiritual world and the Party world, and they shift back and forth simultaneously.”

However, the future of the relationship between religion and the government remains to be seen, according to the panelists.

Religious groups could fracture, or the government could continue to favor “native” religious groups, which if exacerbated over time, could lead to quasi-state religions, Johnson said. (Today, China recognizes five religions: Buddhism, Catholicism, Daoism, Islam and Protestantism).

While religious groups increasingly provide a service to some people, the Chinese government continues to be wary of them as an alternative source of knowledge and values, Johnson said, which hold the potential to coalesce into a nascent civil society.

“Every dynasty in China knows that one way dynasties usually ended was with some millenarian movement,” Schell added of the government’s apprehension. “They are afraid of religious movements because they do bespeak of higher values, higher loyalties and different organizational structures that don’t owe fealty to the Party.”

That engagement cannot be taken for granted, Shorenstein Fellow Thomas Fingar writes on the Stanford University Press blog, and it remains to be seen just how well regional political leaders adjust to the Trump administration’s evolving foreign policy.

President Trump hosted Chinese President Xi Jinping last week at Mar-a-Lago for their first meeting which set out to address economic, trade and security challenges shared between the two countries. Shorenstein Asia-Pacific Research Center (APARC) experts offered analysis of the summit to various media outlets.

In advance of the summit, Donald K. Emmerson, an FSI senior fellow emeritus and director of the Southeast Asia Program, wrote a commentary piece urging the two leaders to prioritize the territorial disputes in the South China Sea in their discussions. He also suggested they consider the idea of additional “cooperative missions” among China, the United States and other countries in that maritime area.

“A consensus to discuss the idea at that summit may be unreachable,” Emmerson recognized in The Diplomat Magazine. “But merely proposing it should trigger some reactions, pro or con. The airing of the idea would at least incentivize attention to the need for joint activities based on international law and discourage complacency in the face of unilateral coercion in violation of international law.”

Kathleen Stephens, the William J. Perry Fellow in Shorenstein APARC’s Korea Program, spoke to the Boston Herald about U.S. policy toward North Korea and a potential role for China in pressuring North Korea to hold talks about denuclearization. She addressed the purported reports that the National Security Council is considering as options placing nuclear weapons in South Korea and forcibly removing North Korean leader Kim Jong-un from power.

“The two options have been on the long list of possible options for a long time and they have generally been found to have far too many downsides,” Stephens said in the interview.

Writing for Tokyo Business TodayDaniel Sneider, the associate director for research at Shorenstein APARC, offered an assessment of the summit. He argued that two events - the U.S. airstrike on an airbase in Syria following the regime's chemical weapons attack and the leaked reports about tensions between White House staff - shifted the summit agenda and sidelined, at least for now, talk of a trade war between China and the United States.

“Instead of a bang, the Mar-a-Lago summit ended with a whimper,” Sneider wrote in the analysis piece (available in English and Japanese). “On the economy, the summit conversation was remarkably business-as-usual, with President Trump calling for China to ‘level the playing field’ and a vague commitment to speed up the pace of trade talks. When it came to North Korea…the two leaders reiterated long-standing goals of denuclearization but ‘there was no kind of a package arrangement discussed to resolve this.”

Emerging technologies, stemming from the heart of Silicon Valley and extending to Asia and beyond, have pushed the bounds of how stories are told by journalists and the way in which readers interact with them. The Shorenstein Journalism Award, an annual prize given by the Shorenstein Asia-Pacific Research Center (APARC), celebrates 15 years of recognizing distinguished journalists for their innovative and responsible journalism amid social and technological change.

The prize began with “the idea of a media award for a person who has the most significant impact on the relationship with Asia-Pacific nations in the United States,” according to Walter H. Shorenstein, who spoke about his twin interests of Asia and the press in a 2010 oral history project interview and was the benefactor after whom the center is named.

Shorenstein APARC and Harvard’s Shorenstein Center on Media, Politics and Public Policy jointly presented the award for six years. Shorenstein APARC has continued the initiative, and each year, brings the award winner to Stanford to talk with the broader campus community, and since 2011, has alternated between a recipient from the West, who has mainly addressed an American audience, and a recipient from Asia.

The prize seeks to inspire the next generation of U.S. journalists focused on Asia, as well as Asian journalists, who pave the way for press freedom in their countries.

Award winners have explored a multitude of topics over the years, from human rights in North Korea to the rise of democracy in Indonesia and from the U.S.-Japan alliance to gender equality in India. And this year adds an additional view on China; veteran journalist Ian Johnson will address religion and value systems in a panel discussion on May 1 with Xueguang Zhou, Stanford professor of sociology, and Orville Schell, director of the Asia Society's Center on U.S.-China Relations, moderated by Daniel C. Sneider, Shorenstein APARC associate director for research.

To mark the award’s tenure, Shorenstein APARC asked award alumni to answer the question, “What do you think the future holds for journalism in/about Asia?” Their responses are below.

Asia is big, with 60 percent of the world's people and a third of its land. The conditions in which journalists work go to the extremes, from the longstanding establishment press of Japan or India to the blanket repression of it in Laos or China. But if there is one word to describe Asian journalism of the future, it is Youth. Creative, energetic young people, armed with connectivity, pack Internet cafes and journalism classes, where they can find them. Their interests are broad, they are open-minded and well informed. Western reporters will benefit from their guidance as colleagues.

Journalism in Asia has had a long history of covering revolutions and wars. However, peace has reigned over Asia for near on 40 years. Yet, the peace and stability in Asia looks increasingly precarious. Asia too is not immune to populist nationalism. In this climate, Asia could yet again become the battleground for dislocation, revolution and war. Journalism, on top of reacting to potential crises, will be critical for proactively finding ways to prevent and defuse crises in the region.

The scope for independent journalism, checking the powers that be, is shrinking everywhere, not least in Asia. China's rise as a major political and commercial power will be a growing challenge to the freedom of the press. The best thing journalists writing about Asian affairs can do, especially those who are lucky enough to work for free and independent media, is to continue to write as honestly as they can, without bowing to political or commercial pressures. This very much includes pressures at home, in countries that still have liberal democratic institutions. Good journalism on Asia, or anywhere else, will continue to be produced as long as the critical spirit remains undaunted.

The frontier in the battle for press freedom in Southeast Asia has moved into cyberspace, where independent voices have presented a new challenge to government control of information. In Vietnam, Malaysia, Thailand, Singapore, Indonesia and newly open Myanmar, upstart websites and blogs have proliferated. But it hasn't taken long for those in charge to gain the upper hand, and following the example of China, all have found ways to bring these open forums under varying degrees of control, from censorship to harassment to prison terms. The flamboyant Philippines remains the exception, and the future there too has become uncertain.

The United States tends to export its best and worst fashions elsewhere in the world. An example of the latter is President Trump’s tendency to denounce any media coverage he dislikes as “fake news.” The Chinese Communist Party has picked up on that trick, earlier this month using the “fake news” defense to deny a story that a human rights lawyer was tortured, a practice all too common in China. The implications are chilling for the Chinese domestic press and for foreign correspondents covering China. While our own president is denouncing us as “enemies of the people,” we can hardly expect the U.S. government to stand up for us when the intolerant regime in Beijing tries to muzzle our reporting.

In some parts of Asia, the space for freedom of expression has shrunk immensely and there are challenges for all of us covering sensitive issues in countries where journalists increasingly face the Computer Crime Act, censorship, tight space, intimidation and threats – moreover, they also continue to face authoritarian rulers’ unjustified clampdown and high-handed attitudes. Asia is complex – in some corners of our region, many diverse ethnic minorities live in conflict zones and in war without peace – for decades journalists travel there to report stories. But it is our job – isn’t it? Journalists here ought to tell stories and unearth many untold news to readers across Asia. While facing prison walls, threats and lawsuits, journalists also face media tycoons and cronies who want them to be a mouthpiece of commercial conglomerates – they must resist them. Commercial media kills independent journalism. Long before journalists in Asia realized that objectivity alone doesn’t work in Asia but courage, independent reporting and searching the truth are more important than ever before. Last but not least, Asia has the fastest growing economies in the world thus an independent media is needed to keep voices from Asia alive.

The challenge for journalists on both sides of the Pacific will be sorting out the noise, understanding the concrete actions and reactions, and explaining the implications for a global audience. That mission will be made more difficult – and more vital – by the growing hostility toward journalism from many of the leaders unleashing this transformation.

I am very pessimistic about the ability of thoughtful and informative journalism to survive anywhere in the world given the gale force winds of state propaganda, commercial market pressure and "fake news" that now buffet it. And no where is such reporting more urgently needed than in regard to Asia where China's different value and political pose a stark challenge. To keep a well-informed public, we may well have to finally recognize here in the United States that good and independent reporting cannot be entirely a purely commercial process any more than are our great universities.

Orville Schell is the Arthur Ross Director of the Center on U.S.-China Relations at the Asia Society in New York, and former dean of the School of Journalism at the University of California, Berkeley. He received the Shorenstein Journalism Award in 2003.

I am very optimistic about the future of journalism in Asia because I am optimistic about the future of Asia writ large. I am especially optimistic about the future of journalism in China. Despite the dark days that my Chinese colleagues face today, there is no shortage of well-trained, hungry reporters in China who will ultimately help push China in a more positive direction. I think this is, to use the Chinese Communist Party's verbiage, "the historical trend." Just think about the scoops to be had when China begins to open the vast archives of the Chinese Communist Party? Obviously, this won't happen tomorrow, but I am confident that this day is less far off than it sometimes seems.

A new book published by the Shorenstein Asia-Pacific Research Center (APARC) explores the future of China’s urbanization. Addressing the complex challenges facing Chinese cities will require updated institutions and unparalleled innovation, researchers say.

China’s growth in cities has been unprecedented over the past decade, and the urbanization policies the government put in place, while achieving notable successes, continue to face systemic obstacles that challenge the effectiveness of central and local governments. How the government will resolve the complex sets of conflicting interests will considerably shape Chinese society and politics for decades.
 
That is the premise of a new book co-edited by Karen Eggleston, senior fellow in Stanford’s Freeman Spogli Institute for International Studies; Jean C. Oi, the William Haas Professor in Chinese Politics; and Yiming Wang, deputy director general and senior research fellow at the State Council Development and Research Center.
 
In the book Challenges in the Process of China’s Urbanization, eleven chapters authored by 21 authors feature urbanization challenges ranging from property rights and affordable housing to food security and the environment.

“Urbanization is not merely a process of financial engineering or rational decision-making, but a complicated ‘dance’ of power and politics,” the editors write in the introductory chapter.
 
The book is one of two publications that emerged from a conference in May 2014 at the Stanford Center at Peking University, that was part of a joint five-year research initiative between the Shorenstein Asia-Pacific Research Center and the National Development and Reform Commission (NDRC) – a government agency in China that formulates and implements strategies of national economic and social development.  
 
Wang, who was the deputy chief of staff at the NDRC and executive director of its Institute of Macroeconomic Research, facilitated ongoing scholarly exchanges, including workshops and conferences as well as joint fieldwork in China. At one point, the NDRC came to the Bay Area to interview local government officials about urbanization and affordable housing policies.  
 
Eggleston and Oi responded to a few questions about the book.
 
What patterns are shaping urbanization in China?
Oi: A primary pattern shaping China’s urbanization is the movement of people from rural areas to megacities – Beijing, Shanghai and elsewhere.  There also is movement from poorer to richer areas within the countryside. Rural to urban migration has been taking place in China since the 1970s, but the difference now is that the government is encouraging it. The Chinese government has an officially sanctioned program that is advocating migration. A second pattern shaping China’s urbanization is administrative redistricting. Redistricting is a government-led process that changes the administrative makeup of a municipality. For example, areas originally designated as ‘rural’ can be redistricted to qualify as ‘urban.’ Additionally, smaller cities can become larger by absorbing surrounding areas. Counties can also be combined into districts.
 
Why are cities and counties pursuing redistricting?
Oi: One of the main factors driving redistricting in China is the perks and power that are linked to the size of an administrative unit. Government officials in charge of smaller cities or counties have incentives to become larger. The larger the municipality, the more power and resources the municipality has. Smaller cities that become larger cities gain resources; yet on the other hand, counties that become part of a district lose certain local-level rights. Municipalities are essentially competing with each other. The book dives into the incentive structures at play and other political economy issues embedded in the urbanization process.
 
What kind of disciplinary approaches are undertaken in the book?
Eggleston: One of the book’s strengths is its array of disciplinary approaches. Drawn primarily from the social sciences, the book includes theoretical and empirical analyses of evidence gathered from case studies and fieldwork. 
 
Oi: The book is a true collaboration of scholars from the United States and China. About half of the chapter authors are officials from the National Development and Reform Commission (NDRC), including our co-editor, Yiming Wang, who was NDRC deputy-secretary when we did the work for the volume. Each chapter attempts to offer a balanced perspective of the policy implications of China’s urbanization experience at both national and local levels.

What do you hope the book will achieve?

Oi: The book offers an analysis of the intricacies of and potential solutions to problems related to the process of China’s urbanization. We hope the book taken as a whole gives a sense of the magnitude of these problems, why there are no easy solutions, as well as what will be needed to address them going forward.  Some of the solutions are not just about money. 
 
Eggleston: The book aims to sketch an interesting picture of the varied aspects of China’s urbanization. Each chapter looks at a select issue, for example, land financing, spatial growth and housing security, and sets it in the broader context of urbanization. We purposely decided not to cover everything that falls under the banner of urbanization. Most of the topics could very well be made into a whole book alone. We hope the book will enliven conversation amongst scholars, policy influencers and China and urbanization enthusiasts.
 

What do “people-centered” solutions to urbanization challenges in China include?

Eggleston: “People-centered” is the term used in China’s official urbanization plan, the New National Urbanization Plan, published in 2014. We defined the term “people-centered” to include what makes life in urban areas attractive. “People-centered” urbanization emphasizes well-being and the factors that lead to a good livelihood, including access to public goods. For example, from a health perspective, cities around the world were historically less healthy locations to live in during the industrial revolution, before basic knowledge of how to control infectious disease with clean water and other population health measures. Now, cities can be healthier places to live in compared to rural areas. The Chinese government has a successful record of building basic infrastructure, but faces many challenges in harnessing the requisite resources to innovate and truly achieve people-centered development.

An issue highlighted in the book is China’s household registration system. Why is it an issue and what is being done to address it?
Oi: Because China’s urbanization has been so rapid, institutions have not yet fully caught-up. There is a disjuncture between the institutions that exist and those that are actually necessary. One pressing example is the household registration system. Citizens who live in rural areas have a different kind of residency status than citizens in urban areas. Everyone has rights, but rights differ depending on where primary residence was originally listed. A Chinese citizen is only able to enjoy all of his or her rights where he or she is registered. So migrants tend to lose out as soon as they move away from their home locality. However, the central government has started to make changes to this system. For example, children of migrants now have access to public services such as primary education. Some localities have begun to implement a points-based system wherein families accumulate points over time and, after reaching a certain level, become eligible for citizenship in that place of residence.
 
Can you describe the state of housing in Chinese cities?
Eggleston: Affordable housing is a key issue of urbanization across the world, not just in China. So, the glass is half-full or half-empty depending on how you look at it. China has been remarkably successful in avoiding the development of large urban slums common in lower income countries with rapid urbanization. That said, problems associated with housing are not going to go away quickly. The macro nature of China’s population amplifies the problem, and coincides with a dramatic increase in housing prices. Continued government investment in affordable housing will help address scarcity, and could help tackle interrelated problems such as assisted living for the elderly population in China.
 
Oi: The central government began to offer affordable housing in 2007 with the intention of providing housing for the neediest portion of the population. In theory, it works, but in reality, it has faults. Supply and demand sometimes isn’t in sync. For example, quotas were used as a way to decide the location of its affordable housing, but some cities found that housing units remain unused. The local government builds a number of affordable housing units but then discovers no one wants them because commercial housing is less expensive or factories provide dormitory space. Part of this mismatch in supply and demand is rooted in the issue of resident permits. In most cases, the neediest portion of the population is typically migrants but they are not eligible for affordable housing in the cities where there is most need for low cost housing such as Beijing or Shanghai. As a result, migrants often live in inadequate housing in city centers – small, windowless spaces with many people living together in one room. 
 
One of the chapters in the book focuses on food security. As Chinese migrants continue to move from rural to urban areas, are fears of declining food security founded?
Eggleston: Food security is an important issue. In the book, one chapter written by 9 co-authors applies rigorous methods to understand whether urbanization threatens food security in China. They found that fear of declining food security is mostly overblown. Continued government investment in agricultural production such as irrigation systems can help address those fears, and help enable sustainable food production.

Another chapter in the book references pollution. Beijing has faced unprecedented levels of air pollution lately. Does it coincide with urbanization?

Eggleston: Although issues of pollution and “green growth” merit separate book-length treatment and are not central to this book, pollution illustrates the broader issue of concentrations of industry and people living in one area. Everyone has to share public space. Both a migrant and someone working at the top levels of government in Beijing breathe the same air. Things that are less visible like water quality are avoidable by some of the population, but air pollution is not, and therefore, quickly reveals how hard it is for the government to efficiently fix a problem. Policies to mitigate pollution often take awhile to have an effect, and in the mean time, people begin to doubt government accountability. Local governments have made strides within the past few years in revising evaluation structures so that officials are incentivized to react to public problems like air pollution. Historically, an official’s performance was based largely if not solely on GDP growth of his or her municipality, but it has since expanded to include other factors such as health insurance enrollment.
 
Infrastructure spending has been a driver of China’s economic growth. Has China’s rush to build quickly come at the expense of safety?
Oi: Economic growth is intimately tied to the process of China’s urbanization. Growth of cities has been driven by the ambitions of local officials who want to see their municipalities expand. But the question remains over how they’re going to finance rising needs for and costs of public goods. Each municipality receives funding from the central government and it’s based on the quantity of citizens – a number that excludes migrants. Any migrant is then – administratively speaking – a burden on the system. Municipalities have to determine how they’re going to fund public goods. This is where fiscal politics comes in. China’s fiscal system is really the most important institution in need of reform. Each chapter of the book touches upon the issue of public funding in some way.
 
Eggleston: China is generally known for its investment in infrastructure projects, but the goal of rapid growth can seemingly clash with a concern for safety. One of the main themes of the book is to think carefully about the incentives that govern the process. I think that theme certainly rings true with regard to infrastructure and safety. Put simply: if officials and contractors do not have incentive to prioritize safety, then safety problems are going to arise. The Chinese government efforts to develop and improve specific regulatory structures should continue, as several authors point out in different chapters of the book.

How can a balance be struck between public and private sector led projects that address urbanization challenges?
Oi: The Chinese government is increasingly looking to establish public-private partnerships as a way to deal with urbanization challenges. Affordable housing is one area that could experiment further with the public-private model. Instead of going to local governments, the central government is now talking directly with housing developers. They say to the developers “we’ll give you permission to develop a housing estate, but within that housing estate, you’re going to have to set aside ‘X’ number of units for affordable housing.” Depending on the city, this approach has had mixed effects. Some high-end housing developers don’t want to include affordable housing because the price per unit could drop as a result.
 
Eggleston: It’s critical to think about public-private partnerships in the context of urbanization-related policy goals. I think we’re bound to see them grow. The government has an opportunity to harness the innovation of the private sector through such partnerships.

Admirers of the Association of Southeast Asian Nations (ASEAN) are impressed with the fact that it continues to exist and that an outright war has never broken out between its members. Also often praised is the value to the region of promoting cooperation through the consensual process known as the ‘ASEAN Way’. If ASEAN is a talk shop, these observers say, talking is at least better than fighting. ASEAN's increasingly numerous and vocal critics reply that by valuing process more than product, consensus over accomplishment, the organization is failing to respond to urgent real-world challenges in Asia. Not least among such challenges is Chinese expansion in the South China Sea (SCS) and the stated intention of incoming US president Donald Trump to pull his country out of the Trans-Pacific Partnership (TPP). Only four ASEAN members have claims in the SCS and only four are in the TPP, but the sea's and the treaty's futures matter for the rest of the region as well. The fact of Chinese advancement and the risk of American disengagement are endangering the autonomy and relevance of ASEAN, not to mention the repercussions of Sino-American escalation. Already weakened by internal dissensus, the group's ability to negotiate as a group with China on maritime security has been blocked by Beijing's insistence on bilateral talks. Chinese material largesse has coopted Cambodia into vetoing any ASEAN agreement to restrain, moderate, or even question China's designs on the heartwater of Southeast Asia. The ASEAN Way is being used against ASEAN itself. Heightened uncertainty as to America's future role in and commitment to the region further heightens security concern. In its 50th anniversary year, Southeast Asians would do well to think outside the increasingly marginalised, internally divided, and procedurally restricted box that ASEAN has become. Three ideas already in circulation illustrate the kind of creativity that ASEAN will need if it is to sustain its acknowledged historical success in fashioning an independent political and economic identity for Southeast Asia.
