International Relations

FSI researchers strive to understand how countries relate to one another, and what policies are needed to achieve global stability and prosperity. International relations experts focus on the challenging U.S.-Russian relationship, the alliance between the U.S. and Japan and the limitations of America’s counterinsurgency strategy in Afghanistan.

Foreign aid is also examined by scholars trying to understand whether money earmarked for health improvements reaches those who need it most. And FSI’s Walter H. Shorenstein Asia-Pacific Research Center has published on the need for strong South Korean leadership in dealing with its northern neighbor.

FSI researchers also look at the citizens who drive international relations, studying the effects of migration and how borders shape people’s lives. Meanwhile FSI students are very much involved in this area, working with the United Nations in Ethiopia to rethink refugee communities.

Trade is also a key component of international relations, with FSI approaching the topic from a slew of angles and states. The economy of trade is rife for study, with an APARC event on the implications of more open trade policies in Japan, and FSI researchers making sense of who would benefit from a free trade zone between the European Union and the United States.

The Walter H. Shorenstein Asia-Pacific Research Center (APARC) is pleased to share that Professor Jean C. Oi has been elected to serve as vice president of the Association for Asian Studies (AAS), an international, 5,000-member organization dedicated to the advancement of scholarly study of Asia. She will begin her term after the AAS Annual Conference in March 2022, serving on a four-year AAS leadership ladder of vice president, president, and past president.

“I am honored to have been elected as the AAS Vice President and look forward to steering it through its next chapter of development,” says Oi, a China expert who has served on the Stanford faculty since 1997. She is the William Haas Professor of Chinese Politics in the department of political science, a senior fellow at the Freeman Spogli Institute for International Studies, the founding director of the China Program at APARC, and the founding Lee Shau Kee Director of the Stanford Center at Peking University.

One of my most firmly held beliefs is that area studies — with their in-depth, multidisciplinary perspective — offer invaluable insights into trends and pressing problems that traditional disciplines often miss.

In a letter to AAS members, Oi highlights her desire to attract to the AAA the younger generation of scholars, who increasingly focus on their disciplines rather than on area expertise. “As Asia gains in importance, our responsibility to educate scholars who not only possess mastery over their disciplinary knowledge but also area expertise seems increasingly critical,” she says.

Representing all the regions and countries of Asia and all academic disciplines, the AAS is the largest organization of its kind. The Association’s objectives are to promote cooperative activities and exchange of information within the field of Asian studies, facilitate contact and exchange of information between scholars and scholarly organizations in North America interested in Asian studies and those in other countries, and provide means for the publication of research and educational materials designed to advance Asian studies.

Oi’s research focuses on comparative politics, Chinese political economy, corporate restructuring, and governance in Asia. She has conducted fieldwork in China since the mid-1980s and has written extensively on China's rural politics, central-local relations, and how China’s political and economic institutions have adapted to the tensions and opportunities wrought by the country’s dramatic transformation. Her most recent book, the edited volume, Fateful Decisions: Choices That Will Shape China's Future, analyzes today's most critical demographic, economic, social, political, and foreign policy challenges facing China's leaders that will determine the country's future course. Her newest research project focuses on China going global with its Belt and Road Initiative.

Oi brings to her new role with the AAS over three decades of experience in advancing social science research on contemporary China, and a track record of building platforms for Asia education, research, and engagement that benefit scholars, students, and professionals across disciplines. She has been a member of the AAS since 1974. Her commitment to the organization is reflected in her previous service to the organization, including as a member and chair of the China and Inner Asia Council, and her responsibilities on the Annual Conference Program Committee.

James A. Millward 米華健 joined the Walter H. Shorenstein Asia-Pacific Research Center (APARC) as visiting scholar with the China Program for the 2022 winter quarter. He is Professor of Inter-societal History at the Walsh School of Foreign Service, Georgetown University, where he teaches Qing, Chinese, Central Asian and world history. He occasionally also teaches in the program of the Máster Oficial en Estudios de Asia Oriental at the University of Granada, Spain.  Millward is the academic editor for the "Silk Roads" book series published by Chicago University Press. 

Millward’s specialties include Qing empire; the silk road; Eurasian lutes and music in history; and historical and contemporary Xinjiang.  He follows and comments publicly on current issues regarding Xinjiang, the Uyghurs and other Xinjiang indigenous peoples and PRC ethnicity policy.  His publications include Eurasian Crossroads: a history of Xinjiang (2021; 2007); The Silk Road: A Very Short Introduction (2013); New Qing Imperial History: The Making of Inner Asian Empire at Qing Chengde (2004); and Beyond the Pass: Economy, Ethnicity and Empire in Qing Central Asia (1998); as well as the album Songs for this Old Heart (recorded with the band By & By).

Jim's general audience articles and op-eds on contemporary China are published in The New York Times, The Washington Post, The Guardian, The Los Angeles Review of Books, The New York Review of Books,  and other media.  He has appeared on the PBS Newshour, All Things Considered, Al Jazeera, i24 News, the Sinica Podcast and other broadcast programs and networks.

The Walter H. Shorenstein Asia-Pacific Research Center (APARC), Stanford University’s hub for interdisciplinary research, education, and engagement on contemporary Asia, invites nominations for the 2022 Shorenstein Journalism Award. The award recognizes outstanding journalists who have spent their careers helping audiences worldwide understand the complexities of the Asia-Pacific region. The 2022 award will honor a recipient whose work has primarily appeared in American news media. APARC invites 2022 award nomination submissions from news editors, publishers, scholars, journalism associations, and entities focused on researching and interpreting the Asia-Pacific region.  Submissions are due by Tuesday, February 15, 2022.

Sponsored by APARC, the award carries a cash prize of US $10,000. It alternates between recipients whose work has primarily appeared in Asian news media and those whose work has primarily appeared in American news media. The 2022 award will recognize a recipient from the latter category. For the purpose of the award, the Asia-Pacific region is defined broadly to include Northeast, Southeast, South, and Central Asia and Australasia. Both individual journalists with a considerable body of work and journalism organizations are eligible for the award. Nominees’ work may be in traditional forms of print or broadcast journalism and/or in new forms of multimedia journalism. The Award Selection Committee, whose members are experts in journalism and Asia research and policy, presides over the judging of nominees and is responsible for the selection of honorees.

An annual tradition since 2002, the award honors the legacy of APARC benefactor, Mr. Walter H. Shorenstein, and his twin passions for promoting excellence in journalism and understanding of Asia. Over the course of its history, the award has recognized world-class journalists who push the boundaries of coverage of the Asia-Pacific region and help advance mutual understanding between audiences in the United States and their Asian counterparts. Recent honorees include Burmese journalist and human rights defender Swe Win; former Wall Street Journal investigative reporter Tom Wright; the internationally esteemed champion of press freedom Maria Ressa, CEO and executive editor of the Philippine news platform Rappler and winner of the 2021 Nobel Peace Prize; former Washington Post Beijing and Tokyo bureau chief Anna Fifield; and Editor of the Wire Siddharth Varadarajan.

Where China Was in the 1990s


Twenty years ago, the Chinese-Taiwan invasion plan was to take a couple of fishing vessels and paddle their way across the strait. In the 1990s, China had very limited, and often no ability to fly over water, or at night, or in weather, and their ships had no defenses.

For many, many years we knew that China was willing to fight if Taiwan declared independence. Fighting a war in any country that is big and resolved is problematic. But it was never the case that the United States was going to lose that war; it was always a matter of, “How many days?” How many days is it going to take us to win?

Where China Is Now


In the intervening years, China's military has changed both quantitatively and qualitatively. Now they have the largest navy in the world, and those ships are some of the most advanced surface ships that can be comparable to those of the United States. Same with their fighters; they have fifth generation airplanes and the largest airforce in the region. They’ve put all these capabilities online, and at the same time, they [have also] started developing capabilities to reach out and touch the United States with.

They developed the capability to hit moving ships at sea, which is something the United States doesn’t have the capability to do. They have a huge cruise and ballistic missile program that basically can take out a U.S. base like Kadena  in the region in a matter of hours, should they ever be willing to make a direct hit on the U.S.

This doesn't mean that China is more powerful than the United States; China still can’t project power outside the Indo-Pacific region, and even there it’s mostly through space, cyber, and nuclear weapons. But most of the contingencies we're talking about are really close to China, so it doesn’t really matter that they can’t project power. So, on the conventional side, I’m very concerned.

Why Taiwan Matters


The whole goal of the Communist Party, since its founding in 1949, has been to resolve this Taiwan issue.

Now they have the ships, the aircraft, and they’ve reorganized their whole military so that they can do joint operations, so that the navy and the air force can do an invasion of Taiwan. And a lot of those efforts came to a successful conclusion at the end of 2020. And that's why people like myself, not because of  the capabilities, but because when I was in Beijing and talked to the Chinese military and government officials, they said, “We could do this now, and maybe we should think about it.”

We know from behavioral economics that countries and people are much more willing to take risks to not lose something that they think is theirs, versus when they are trying to get something which they don't think is theirs. In the Chinese mindset, Taiwan, the South China Sea, East China Sea, etc. is already theirs, and the United States is trying to take it from them. That makes the situation even more problematic. 

What the United States Should Do


The Biden administration is doing a lot of political maneuvering to show that the United States is willing to defend Taiwan. And I think it’s just upsetting Beijing, because they think we’re changing the political status quo. It also does nothing to enhance our deterrence, because it doesn't signal anything about our capability to defend Taiwan.

The Chinese basically assume the United States will intervene. Their big question is, can they still win? We need to show China that they cannot win, and that’s about showing out capabilities in the region. It’s about aggressively negotiating new host arrangements, more access for the U.S. military, and new international institutions and treaties that constrain the ways China leverages power.

I'm a military person, but I'm totally on board with leading with diplomacy. But I don't see those types of efforts coming out of the Biden administration. They seem to want to double down and do the same things, just with more allies and partners.  I'm supportive of it, but I just don't think it's enough.

On October 21, 2021, the APARC China Program had the opportunity to host Peter Martin, Defense Policy and Intelligence Reporter for Bloomberg News, for a program on Chinese displomacy. In honor of his recently released book, China's Civilian Army: The Making of Wolf Warrior Diplomacy, Mr. Martin gave us a deep dive into the origins of this contentious diplomatic style and what it tells us about domestic politics in China. The panel was moderated by Professor Jean Oi, William Haas Professor of Chinese Politics and director of the APARC China Program.

As many who follow Chinese politics will be aware, Chinese diplomacy in the past several years has become increasingly assertive and its diplomats have used sharper language. Based on Chinese action movies of the same name, this pointed style of communication has earned these diplomats the title "wolf warriors." Some of the more stand-out examples of wolf warrior diplomacy include China’s Ministry of Foreign Affairs spokesperson Zhao Lijian's claim that COVID-19 was actually created by the United States, or the uncomfortable exchange between American and Chinese diplomats at the US-China Alaska summit in March, 2021.

In this program, Mr. Martin traced the roots of China's approach to diplomacy back to the communist revolution of 1949 and told the story of how it has evolved through social upheaval, famine, capitalist reforms, and China's rise to superpower status. His book draws on dozens of interviews and--for the first time--on the memoirs of more than 100 retired Chinese diplomats. The program was followed by a robust Q&A session between Mr. Martin and the audience. Watch now:

When President Joe Biden meets with his Chinese counterpart President Xi Jinping next week, they will both want to show the world that the two countries have common and compatible objectives and that cooperation is possible, says Stanford scholar Thomas Fingar.

While there are real differences between the two countries, global threats exist that require joint effort to address, such as nuclear proliferation and the danger of new arms races, said Fingar in an interview with Stanford News Service.

In anticipation of the upcoming summit scheduled for Monday, Fingar discusses what to expect when the two leaders meet and what goals Biden will want to work towards as it fits with his larger objectives for the U.S.

Fingar is a Shorenstein fellow at The Walter H. Shorenstein Asia-Pacific Research Center (APARC), which is part of the Freeman Spogli Institute for International Studies. He is leading a multi-year study, China and the World, that seeks to better understand China’s global engagement.

Fingar returned to Stanford in 2009 after having served as the first deputy director of national intelligence for analysis and, concurrently, as chairman of the National Intelligence Council. Fingar served previously as assistant secretary of the State Department’s Bureau of Intelligence and Research (2000-01 and 2004-05), principal deputy assistant secretary (2001-03), deputy assistant secretary for analysis (1994-2000), director of the Office of Analysis for East Asia and the Pacific (1989-94) and chief of the China Division (1986-89). Between 1975 and 1986 he held several positions at Stanford University, including senior research associate in the Center for International Security and Arms Control.

Where does diplomacy between the U.S. and China now stand?

Friction between Beijing and Washington did not put an end to diplomatic exchanges, but having markedly different approaches has inhibited the two sides. Simply stated, the United States has sought to work on specific global and bilateral problems to achieve priority objectives such as limiting greenhouse gases and reducing the dangers of unconstrained nuclear, space and cyber competition. China has maintained that “building trust” and improvement of the overall bilateral relationship are prerequisites for progress on specific issues. Developments in the run-up to the summit, such as the joint climate statement in Glasgow, suggest that Beijing has relaxed its preconditions.

How does the summit symbolize a diplomatic reset?

Both symbolically and substantively, the summit will empower lower-level officials in both countries to work on issues within their purview. This is more significant in China, where clear signals from the top are necessary for subordinates to engage, but it will also help to mitigate paralysis on the U.S. side resulting from competing visions of how best to address China-related issues.

What issues will be top of mind for Biden and Xi?

Both will want to diminish exaggerated characterizations of bilateral friction as evidence that we have entered a new Cold War and may be on the verge of conflict, and that cooperation on any issue is impossible. We have very real disagreements, but we also have many common or compatible objectives. Helping domestic and external audiences to understand that things are not nearly as dire as many observers contend will be a priority objective. Beyond that, I think clarifying matters of greatest concern to the other side and establishing mechanisms to address them will be on the agenda.

What areas can they agree on and where can they make progress?

They are likely to find it easier to agree on issues requiring joint effort than on the best way to address issues like nuclear proliferation (Iran and North Korea), new weapons systems and the danger of new arms races (hypersonic glide vehicles, cyber and kinetic threats to nuclear surveillance and command and control systems) and transition to cleaner energy sources.

What areas will spark disagreement and will these issues come up?

I suspect that both leaders will feel compelled to raise all of the high salience concerns in their countries. For Biden, that list includes Xinjiang, Hong Kong, PRC [People’s Republic of China] actions near Taiwan and the rollback of opportunities for Americans in China. Xi will raise U.S. military operations around China’s periphery, arms sales and relations with Taiwan, restrictions on visas for Chinese citizens and Chinese investment in the U.S., among other issues.

What would signal that the meeting was productive?

The fact that it has occurred will be significant because it will open the door to other, hopefully, less contentious exchanges across a broad spectrum of issues. Easing of travel restrictions should be easy to achieve but of more than symbolic importance. I doubt that the meeting is designed to solve any of the difficult issues in our relationship.

What do you think about Biden’s approach to China?

I agree with the President’s focus on his largely domestic “Build Back Better” agenda. Spending the time, effort and political capital necessary to secure approval of measures to address infrastructure, energy, education, childcare, internet access and a host of social justice, pandemic and voter protection issues are, in my opinion, more important than trying to improve relations with China for the sake of improving the relationship. Where working with China is necessary and/or perceived to be possible for achieving other domestic and foreign policy goals, he should do so. I think the fact that this summit is taking place is a sign that he is attempting to do that, but I judge that he is unwilling to jeopardize his ability to achieve higher priority objectives by making concessions to Beijing merely to create the appearance of a better relationship.

Innovation and entrepreneurship rank highly on the strategic agenda of most countries today. As global economic competition intensifies, many national policymakers now recognize the central importance of entrepreneurship education and the building of financial institutions to promote long-term innovation, entrepreneurship, and economic growth. Drivers of Innovation brings together scholars from the United States and Asia to explore those education and finance policies that might be conducive to accelerating innovation and developing a more entrepreneurial workforce in East Asia.

Based on his recent Oxford University Press book Protecting China's Interests Overseas: Securitization and Foreign Policy, Dr. Andrea Ghiselli will discuss the role of the actors that contributed to the emergence and evolution of China's approach to the protection of its interests overseas. He will show how the securitization of non-traditional security threats overseas played a key role in shaping the behavior and preferences of Chinese policymakers and military elites, especially with regard to the role of the armed forces in foreign policy. 

While Chinese policymakers were able to overcome important organizational challenges, the future of China's approach to the protection of its interests overseas remains uncertain as Chinese policymakers face important questions about the possible political and diplomatic costs associated with different courses of action.

Dr. Andrea Ghiselli is an Assistant Professor at the School of International Relations and Public Affairs of Fudan University. He is also the Head of Research of the TOChina Hub's ChinaMed Project. His research focuses on the relationship between China's economic interests overseas and its foreign and defense policy. Besides his first monograph Protecting China's Interests Overseas: Securitization and Foreign Policy published by Oxford University Press, Dr. Ghiselli's research has been published in a number of peer-reviewed journals like the China Quarterly, the Journal of Strategic StudiesArmed Forces & Society, and the Journal of Contemporary China.
