International Relations

FSI researchers strive to understand how countries relate to one another, and what policies are needed to achieve global stability and prosperity. International relations experts focus on the challenging U.S.-Russian relationship, the alliance between the U.S. and Japan and the limitations of America’s counterinsurgency strategy in Afghanistan.

Foreign aid is also examined by scholars trying to understand whether money earmarked for health improvements reaches those who need it most. And FSI’s Walter H. Shorenstein Asia-Pacific Research Center has published on the need for strong South Korean leadership in dealing with its northern neighbor.

FSI researchers also look at the citizens who drive international relations, studying the effects of migration and how borders shape people’s lives. Meanwhile FSI students are very much involved in this area, working with the United Nations in Ethiopia to rethink refugee communities.

Trade is also a key component of international relations, with FSI approaching the topic from a slew of angles and states. The economy of trade is rife for study, with an APARC event on the implications of more open trade policies in Japan, and FSI researchers making sense of who would benefit from a free trade zone between the European Union and the United States.

By any measure, China’s economy and defense budget are second only to those of the United States. Yet tremendous uncertainties persist concerning China’s military development and national trajectory, and areas with greater information available often conflated misleadingly. Fortunately, larger dynamics elucidate both areas. Particularly since the 1995-96 Taiwan Strait Crisis, China has made rapid progress in aerospace and maritime development, greatly facilitating its military modernization. The weapons and systems that China is developing and deploying fit well with Beijing’s geostrategic priorities. Here, distance matters greatly: after domestic stability and border control, Beijing worries most about its immediate periphery, where its unresolved disputes with neighbors and outstanding claims lie primarily in the maritime direction. Accordingly, while it would vastly prefer pressuring concessions to waging war, China is already capable of threatening potential opponents’ military forces should they intervene in crises over islands and maritime claims in the Yellow, East, and South China Seas and the waterspace and airspace around them. Far from mainland China, by contrast, it remains ill-prepared to protect its own forces from robust attack. Fortunately for Beijing, the non-traditional security focus of its distant operations makes conflict unlikely; remedying their vulnerabilities would be difficult and expensive. Despite these larger patterns, critical unknowns remain concerning China’s economic development, societal priorities, industrial efficiency, and innovation capability. Dr. Erickson will examine these and related issues to probe China’s development trajectory and future place in the international system.

Dr. Andrew S. Erickson is an Associate Professor in the Strategic Research Department at the U.S. Naval War College and a core founding member of the department’s China Maritime Studies Institute (CMSI). He is an Associate in Research at Harvard University’s John King Fairbank Center for Chinese Studies (2008-). Erickson also serves as an expert contributor to the Wall Street Journal’s China Real Time Report (中国实时报), for which he has authored or coauthored 25 articles. In spring 2013, he deployed in the Pacific as a Regional Security Education Program scholar aboard USS Nimitz (CVN68), Carrier Strike Group 11.

Erickson received his Ph.D. and M.A. in international relations and comparative politics from Princeton University and graduated magna cum laude from Amherst College with a B.A. in history and political science. He has studied Mandarin in the Princeton in Beijing program at Beijing Normal University’s College of Chinese Language and Culture and Japanese language, politics, and economics in the year-long Associated Kyoto Program at Doshisha University.

Erickson’s research, which focuses on Asia-Pacific defense, international relations, technology, and resource issues, has been published widely in English- and Chinese-language edited volumes and in such peer-reviewed journals as China QuarterlyAsian SecurityJournal of Strategic StudiesOrbisAsia Policy (forthcoming January 2014), and China Security; as well as in Foreign Affairs, The National InterestThe American InterestForeign PolicyJoint Force QuarterlyChina International Strategy Review (published in Chinese-language edition, forthcoming in English-language edition January 2014), and International and Strategic Studies Report (Center for International and Strategic Studies, Peking University). Erickson has also published annotated translations of several Chinese articles on maritime strategy. Over the past 35 years of the reform period Beijing has tried to make its state-owned enterprises more efficient and competitive. In the early 1990s it adopted a strategy modeled closely on the Western corporation and the equity and debt capital markets that support its operations. But China's big SOEs have demonstrated more and more independence despite outright economic and ownership control by the government and the Communist Party. And this independence has not led to greater efficiencies or, arguably, even competitiveness. Instead the National Champions represent monopolistic economic and political power. Today China's new leadership confronts the National Champions seeking to regain control over the state's principal assets. How did this happen and what can be done to reassert Beijing's rights?  

Carl E. Walter worked in China and its financial sector for over 20 years and actively participated in many of the country’s financial reform efforts. While at Credit Suisse First Boston he played a major role in China’s groundbreaking first overseas IPO in 1992. Later at Morgan Stanley he was a member of senior management at China International Capital Corporation, China’s first and most successful investment bank. While there he supported a number of groundbreaking domestic and international stock and bond underwritings for major Chinese corporations. More recently at JPMorgan he was China Chief Operating Officer and Chief Executive Officer of its China banking subsidiary. During this time Carl helped build a pioneering domestic security, risk and currency trading operation. In his spare time he enjoyed driving his Jeep to distant provinces.

A long time resident of Beijing before his recent return to the United States, Carl is fluent in Mandarin and holds a PhD from Stanford University and a graduate certificate from Peking University. In Spring 2013, Carl returned to Stanford as a visiting scholar at the Shorenstein-Asia Pacific Research Center, FSI. He is the co-author of Red Capitalism: the fragile financial foundations of China’s extraordinary rise, which has been published in Chinese in China. His earlier book, Privatizing China: inside China’s stock markets, was also published in China and, like Red Capitalism, contributed to the government’s policy debate.

At the November 2013 Third Plenum, China’s leaders committed to an ambitious program of economic reform.  Now their challenge is to convert those commitments into a realistic and sustained program of change.  Barry Naughton, just back from fall term at Tsinghua University in Beijing, examines the achievements and obstacles, and discusses how these fit in with the other initiatives of Xi Jinping’s complex emerging agenda.

Barry Naughton is a professor at the University of California, San Diego.  He is one of the world’s top experts on the Chinese economy, and a long-term analyst of Chinese economic policy. Naughton received his Ph.D. in Economics from Yale University in 1986.  Naughton was named the So Kuanlok Professor at the Graduate School of International Relations and Pacific Studies (IR/PS) of the University of California at San Diego in 1998.  He has consulted extensively for the World Bank, as well as for corporate clients.  Naughton is a member of the Council on Foreign Relations and is a non-resident fellow of the Brookings Institution in Washington, D.C.

Eric X. Li is a political scientist and an active participant in the intellectual discourses on the re-emergence of China as a great power and its impact on the world.  His writings on comparative political governance and international relations have been widely published in leading publications such as the New York Times, Foreign Affairs, Financial Times, and Huffington Post.  His most recent publications, The Life of the Party (Foreign Affairs, January/February, http://www.foreignaffairs.com/articles/138476/eric-x-li/the-life-of-the-party), Warring States (http://www.theasanforum.org/warring-states-the-coming-new-world-disorder/) and his talk at TED Global 2013 (http://www.ted.com/talks/eric_x_li_a_tale_of_two_political_systems.html), have generated active debates around the globe.

Mr. Li is a native of Shanghai.  He received his B.A. in Economics from University of California, Berkeley, M.B.A. from Stanford Business School, and PhD from Fudan University’s School of International Relations and Public Affairs.

Thomas Fingar is the inaugural Oksenberg-Rohlen Distinguished Fellow in the Freeman Spogli Institute for International Studies at Stanford University. He was the Payne Distinguished Lecturer at Stanford during January to December 2009. 

From May 2005 through December 2008, he served as the first deputy director of national intelligence for analysis and, concurrently, as chairman of the National Intelligence Council. He served previously as assistant secretary of the State Department’s Bureau of Intelligence and Research (2004–2005), principal deputy assistant secretary (2001–2003), deputy assistant secretary for analysis (1994–2000), director of the Office of Analysis for East Asia and the Pacific (1989–1994), and chief of the China Division (1986–1989). Between 1975 and 1986 he held a number of positions at Stanford University, including senior research associate in the Center for International Security and Arms Control.

Fingar is a graduate of Cornell University (AB in government and history, 1968), and Stanford University (MA, 1969 and PhD, 1977 both in political science). His most recent book is Reducing Uncertainty: Intelligence Analysis and National Security (Stanford University Press, 2011).

Thomas Fingar is a Shorenstein APARC Fellow in the Freeman Spogli Institute for International Studies at Stanford University. He was the inaugural Oksenberg-Rohlen Distinguished Fellow from 2010 through 2015 and the Payne Distinguished Lecturer at Stanford in 2009.

Professor Yu Keping will systematically survey the dominant processes and key issues of China’s governance changes over the last 30 years since reform. His talk will summarize the major achievements and the ongoing problems of this 30 year long process. It will offer a brief analysis of the underlying reasons for these reforms and the main characteristics of China’s governance model. After enumerating an array of factual evidence, Yu will show that the drive behind China’s governance reforms stems from unitary governance to pluralist governance, centralization to decentralization, rule of man to rule of law, regulatory government to service oriented government, and from internal party democracy to the people’s democracy.

Dr. YU Keping is the Deputy President of the Central Compilation & Translation Bureau (CCTB), and the founding Director of the China Center for Global Governance and Development (CCGGD). He also serves as Prof. and Director of the Center for Chinese Government Innovations at Peking University, and Prof. and Director of the Institute of Political Development at Tsinghua University. He was a visiting professor or senior fellow at many top universities, including Harvard University, Duke University in the US and Free University in Berlin. His fields of expertise include political philosophy, comparative politics, globalization, civil society, governance and politics in China. Among his many books are Governance and Rule of Law in China (ed., Brill, 2012) and Democracy Is A Good Thing (Brookings, 2010).  As a leading intellectual in China, Professor Yu was selected as one of the “30 most influential figures in the past 30 years since the reform in China” in 2008 and ranked 19 in “2011 Global Top 100 Thinkers” by Foreign Policy in the US.

Faculty and students of Peking University have been at the forefront of China’s modern history.  The social impact of the university has been enormous.  Its educational philosophy needs to continually evolve, especially as China has developed in the last few decades at historically unprecedented rates.  President Wang will discuss these changes, how the university copes with new challenges, and how the globalization of Peking University fits into his vision for the future.

Wang Enge was appointed President of Peking University in 2013. He obtained his B.S. and M.S. in theoretical physics from Liaoning University in 1982 and 1985 respectively and received his Ph.D. from Peking University in 1990. He served as Director of the Institute of Physics (CAS) (1999-2007), Founding Director of the International Center for Quantum Structures (2000), Director of the Beijing National Laboratory for Condensed Matter Physics (2004-2009), CAS Deputy Secretary-General (2008-2009), and Executive President of CAS Graduate University (2008-2009).  President Wang is a member of the Chinese Academy of Sciences (CAS) and the Academy of Sciences for the Developing World (TWAS), as well as a fellow of the American Physical Society and the Institute of Physics (UK). He has been a JSPS professor of Tohoku University (Japan), an AvH Scholar of Fritz-Haber Institute der MPG (Germany), a KITP Visiting Professor at the University of California, Santa Barbara (USA), a Visiting Professor at the University of California, Berkeley (USA), a Visiting Professor at the International Centre for Theoretical Physics (Italy), and a GCEP Scholar at Stanford University.

LU Jun joins the Walter H. Shorenstein Asia-Pacific Research Center during the 2013-2014 academic year from the School of Government of Peking University where he serves as a full professor.

His research interests include urban and regional economics in China; international comparative studies of the spatial distribution of local public goods; and the developmental trends of local public finance. During his time at Shorenstein APARC, Lu Jun will do a comparative research between USA and China of how to eliminate the spatial mismatch effect of local public goods in the metropolitan area. In the meantime, he will collect valuable research materials for his forthcoming textbook of Local Government Economics.

Lu is director of Urban and Regional Management Department of School of Government, Peking University, vice director of Center for Chinese Urban and Regional Study and research fellow of Institute of Capital Development of Peking University. He is the anonymous referee of publication of Comparative Economic & Social Systems, European Studies and World Economics in China.

Other authored books by Lu include The Evolution of Urban External Space and Regional Economy2002), Fiscal and Financial Policy Instruments in Regional development (2004). He is also the first author of Tax Competition and Regional Urbanization – An Example of Beijing, Tianjin and Hebei Province2010and Transformation & Redevelopment of Old Urban Industrial Areas2011), Study on World cities2011), and co-author of Spatial Agglomeration of Manufacturing Industry in Beijing Metropolitan Area(2011).

Jean-Marc F. Blanchard (白永辉) joins the Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC) from July-October 2013 from the School of International and Public Affairs (SIPA) at Shanghai Jiaotong University (SJTU) where he serves as Professor, Assistant Dean for International Cooperation and Exchange, and Executive Director of the SJTU SIPA Center for the Study of Multinational Corporations.

His research interests include Chinese outward foreign direct investment (FDI), inward FDI into China, Chinese foreign economic policy, Chinese foreign energy policy, multinational corporations, and economic globalization.  During his time at Shorenstein APARC, he will conduct research on the politico-economy of Chinese OFDI.

Blanchard is a co-author of Economic Statecraft and Foreign Policy (2013), a co-editor of and contributor to Governance, Domestic Change and Social Policy in China (forthcoming 2013); “China and Soft Power” (Asian Perspective special issue, 2012); New Thinking about The Taiwan Issue (2012), Multidimensional Diplomacy of Contemporary China (2010), Harmonious World and China’s New Foreign Policy (2008), and Power and the Purse (2000), and the author of more than three dozen refereed journal articles and book chapters.

Blanchard is former Associate Editor of the Journal of Chinese Political Studies (JCPS), a member of the Editorial Board for the JCPS, and a member of the National Committee on U.S.-China Relations.  He previously served as President of the Association of Chinese Political Studies (2010-2012).

Blanchard received his PhD in political science from the University of Pennsylvania and AB in economics from U.C. Berkeley.  Prior to his career in academia, Blanchard worked for the U.S. government Federal Savings & Loan Insurance Corporation and Federal Deposit Insurance Corporation and for the investment banking firm Kelling, Northcross, & Nobriga.

Peigang Li joins the Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC)  as a visiting scholar for the 2013-2014 acedemic year. He is currently an Investment Portfolio Manager for Hollyhigh International Capital, the first investment banking firm specializing in mergers and acquisitions (M&As) in Mainland China.   

His research interests include studying China‘s economic development and other areas of economic history in East Asian countries. During his time at Shorenstein APARC, Peigang will participate in a research project with the Stanford China Program, where he will evaluate China’s economic situation, and assess its future development for sustainability through institutional change. 

Peigang received a Masters in Power Electric Automation Control from the Northeast China Institute of Electric Power Engineering. After working as a power automation software engineer, his interests in the financial community led him to enter into the investment field. Peigang soon became an industry stock analyst, and a mutual fund manager.

China’s impressive economic growth over the last three decades and increasing political influence and military capabilities have caused people around the world to wonder or worry about how China will use its new-found power. More specifically, they wonder whether, and how, China might attempt to transform the international system that has enabled it to become the world’s second largest economy and potential contender for global leadership.

Thomas Fingar, the Oksenberg-Rohlen Distinguished Fellow at Stanford’s Freeman Spogli Institute for International Studies, addressed these and related questions during the Walter H. Shorenstein Asia-Pacific Research Center’s annual Oksenberg Lecture on May 22. 

After describing how China has benefitted from participation in the liberal order led and maintained by the United States, Fingar argued that China has neither the will nor the ability to lead or transform the existing system, and that its continued “rise” will increase its stake in the system and make it even less willing to seek changes that could jeopardize its own success. He also suggested that other nations benefitting from the existing order would constrain China from attempting radical change even if it wanted to.

Following Fingar’s remarks, Jia Qingguo, associate dean of the School of International Studies at Peking University, said it is important to recognize that China is in the midst of a major transition. It is both a developed and a developing country, he said.

Thomas Christensen, director of Princeton University’s China and the World Program, added that due to China’s weight in the world, it will be called on more and more to collaborate on critical global issues, such as climate change and disease.

Fingar’s keynote remarks drew on “China's Vision of World Order,” a chapter published in Strategic Asia 2012–13: China's Military Challenge (National Bureau for Asian Research), as well as Shorenstein APARC’s research initiative on China’s interactions with its neighbors.

Since 2002, Shorenstein APARC has held the Oksenberg Lecture Series as a tribute to the legacy of Michel Oksenberg, a pioneer in the field of Chinese politics and an important force in shaping American attitudes toward China.
