Jean C. Oi was appointed to the Academic Advisory Council of the newly founded Schwarzman Scholars international scholarship program.

Oi, a political economist specializing in contemporary China, is director of the Stanford China Program, the William Haas Professor in Chinese Politics, and a senior fellow at the Freeman Spogli Institute for International Studies. She also serves as the Lee Shau Kee Director of the Stanford Center at Peking University.

The Schwarzman Scholars Program will annually support 200 students, from the United States and other countries, for a one-year master’s program at the prestigious Tsinghua University in Beijing. American financier Stephen A. Schwarzman endowed the program, which is slated to launch in 2016. FSI senior fellow and former Secretary of State Condoleeza Rice will also serve as an honorary member of the program’s Advisory Board.

“Knowledge about China is essential for the 21st century,” Oi said. “The Schwarzman Scholars Program promises to provide a much needed opportunity to bring together top graduates from around the world to gain a first-hand understanding of China’s society, economy, and politics. It is difficult to overstate the importance of such learning and friendships that will form among those who will include future leaders of the world.”

Early returns suggest that it may not be business as usual in state-society relations, with the Party-state being compelled to respond to an increasingly discontented and vocal society, and that a partial loosening of the tight censorship in media and culture may also be forthcoming. Indicators include changes in CCTV programming—e.g., a more interesting evening news report and the broadcast of the previously banned film V for Vendetta—media coverage of sensitive issues ranging from air pollution to the work of rights lawyers, and the relatively “enlightened” resolution of the Southern Weekend crisis, among other recent developments. What are we to make of these changes and, more importantly, how have these changes been received within China, for example on the ubiquitous and increasingly important Chinese microblogs?

Stanley Rosen is a professor of political science at USC specializing in Chinese politics and society and was the director of the East Asian Studies Center at USC’s Dornsife College of Letters, Arts and Sciences from 2005–2011. He studied Chinese in Taiwan and Hong Kong and has traveled to mainland China over 40 times over the last 30 years. His courses range from Chinese politics and Chinese film to political change in Asia, East Asian societies, comparative politics theory, and politics and film in comparative perspective. The author or editor of eight books and many articles, he has written on such topics as the Cultural Revolution, the Chinese legal system, public opinion, youth, gender, human rights, and film and the media. He is the co-editor of Chinese Education and Society and a frequent guest editor of other translation journals. His most recent books include Chinese Politics: State, Society and the Market [Routledge, 2010 (co-edited with Peter Hays Gries)] and Art, Politics and Commerce in Chinese Cinema [Hong Kong University Press, 2010 (co-edited with Ying Zhu)]. Other ongoing projects include a study of the changing attitudes and behavior of Chinese youth, and a study of Hollywood films in China and the prospects for Chinese films on the international market, particularly in the United States.

In addition to his academic activities at USC, Professor Rosen has escorted eleven delegations to China for the National Committee on U.S.-China Relations (including American university presidents, professional associations, and Fulbright groups), and consulted for the World Bank, the Ford Foundation, the United States Information Agency, the Los Angeles Public Defenders Office and a number of private corporations, film companies, law firms and U.S. government agencies.

Europe dominated the 19th century. The 20th century saw the rise of the United States. Will the 21st century be "the Chinese Century"? Using a series of Harvard Business School Cases, this lecture will explore production, consumption, and education for China's new middle class, and think about China's future, in the light of its past.

William C. Kirby is T. M. Chang Professor of China Studies at Harvard University and Spangler Family Professor of Business Administration at the Harvard Business School. He is a Harvard University Distinguished Service Professor. He serves as Director of the Fairbank Center for Chinese Studies and Chairman of the Harvard China Fund.

A historian of modern China, Professor Kirby's work examines China's business, economic, and political development in an international context. He has written on the evolution of modern Chinese business (state-owned and private); Chinese corporate law and company structure; the history of freedom in China; the international socialist economy of the 1950s; relations across the Taiwan Strait; and China's relations with Europe and America. His current projects include case studies of contemporary Chinese businesses and a comparative study of higher education in China, Europe, and the United States.

Dr. Xiaowen Zhang is a visiting scholar from the National Development and Reform Commission (NDRC), China. During his stay, he will conduct a comparative study on enterprises restructuring funds between China and the United States.

Dr. Zhang is currently the director of the Department of Enterprise, in the Institute of Economic System and Management at  NDRC, People's Republic of China. He is in charge of completing various studies involving national economic reforming for China. Dr. Zhang's main fields of interests include the reforming of national-owned enterprises, and relative policy studies in China. He latest research involves projects on the strategic adjusting and restructuring of China's economic industrial structure.

Dr. Zhang received a Ph.D in Management from Haerbin Industry University. He is a graduate of Education Management Science and Engineering from Beijing College of Machine Industry and Management. He holds a B.S. in Metal Material  from Jilin Industry University.

Denise Chu joined Shorenstein APARC in September 2007 as the Stanford China Program Manager. Previously at Stanford, she was the overseas program manager at the Center for East Asian Studies. Prior to joining Stanford, she worked for exchange programs with China, Chile, England, Japan, and Mexico, mainly in the field of international education. She was born in Taiwan where she received her B.A, studied in the U.S. for her M.A. and then received her Ph.D. in international communication from Peking University, in China.

China's path of political and economic change has diverged sharply from the experience of virtually all other state socialist regimes. Distinguishing it are its rapidly growing economy and expansion of higher education, deep engagement with the world economy and radical shift towards educational attainment in Party recruitment. These signs of political revitalisation portend a quiet transformation of China's elite, and may reinforce a stable evolution towards effective and less authoritarian forms of government. The greatest threat to this scenario would be state sector reform via privatisation that leaves large percentages of state assets in the hands of elite families.

Core features of mobility regimes are obscured by models common in comparative research. Party patronage in China is apparent only in the timing of career events. Elites are chosen from among party members, but only some are eventually chosen. Those who join the party while young enter a career path that includes sponsorship for adult education and more likely promotion. While the party's preference for youth from "red" classes has yielded to one for prior education, party sponsorship endures. Because patronage blurs distinctions between politics and merit, it confounds interpretations of returns to individual attributes.

Recent research on career mobility under communism suggests that party membership and education may have had different effects in administrative and professional careers. Using life history data from a nationally representative 1996 survey of urban Chinese adults, we subject this finding to more stringent tests and find even stronger contrasts between career paths. Only recently has college education improved a high school graduate's odds of becoming an elite administrator, while it has always been a virtual prerequisite for a professional position. On the other hand, party membership, always a prerequisite for top administrative posts, has never improved the odds of becoming an elite professional. We also find that professionals rarely become administrators, and vice versa. Differences between career paths have evolved over the decades, but they remain sharp. Thus, China has a hybrid mobility regime in which the loyalty principles of a political machine are combined with, and segregated from, the meritocratic standards of modern professions. Recent changes may reflect a return to generic state socialist practices rejected in the Mao years rather than the influence of an emerging market economy.

In collaboration with sociologists at the University of California, Los Angeles, and the People's University of China in Beijing, Professor Andrew Walder has worked to design and field a nationally representative survey of 6,400 Chinese households. The survey, which took place in 1996, was the first of its kind in China. It collected detailed information on occupations, income, and housing conditions for families, in addition to complete career and educational histories for respondents and less detailed histories for spouses, parents, and grandparents.

Zouping offers important general lessons for the study of China's rural transformation. The authors in this volume, all participants in a unique field research project undertaken from 1988 to 1992, address questions that are far from simple and about which there is some controversy.

The questions are grouped around two issues. The first is the role of local governments as economic actors. What is this role, how have they played it, and how can we explain their behavior? Have they dominated rural economies through public ownership of industry and local planning, or has the role of local governments diminished with the rise of market transactions and private ownership? The second issue is market reform and inequality. Have rural cadres enjoyed income advantages in the new market environment? Has the provision of such collective services as education and health care declined, leading to new forms of inequality?

The chapters on the role of local government all point to a single conclusion: one cannot explain the rapid development of Zouping without reference to the role of local governments and of local government officials as economic actors. Scholarly writings about the "transitional economies" have often ignored or distorted this aspect of China's reform experience. On the second issue, changes in inequality owing to market reform, the authors present mixed findings but contribute rich new data to the research on this issue.
